HomeMy WebLinkAbout1989-05-03 - Minutes• • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Wednesday, May 3, 1989 at 1:30 p.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Julie Nash, J.R. Springborn MEMBERS ABSENT: Jack Cleghorn and J. David Ozment OTHERS PRESENT: Terry McConnell, David Mix, Curtis Wray, Jeff Staggs, Wade Bishop and Doug Hemingway LARGE SCALE DEVELOPMENT PLAN FOR SUPERIOR INDUSTRIES TERRY MCCONNELL - 1901 COMMERCE DRIVE The first item was a Large Scale Development Plan for Superior Industries submitted by Terry McConnell of Commerce, Inc., general contractors, for property located at 1901 Commerce Drive. Property is zoned I-2, Heavy Industrial and contains 30.99 acres more or less. Chairman Nash asked if they had submitted their proof of notification to adjoining property owners. Mr. McConnell stated that-they-hadrput-a legal notice in the newspaper and they would submit a copy of the ad by the Planning Commission date. Chairman Nash stated that they need to have the name of the person who drew up the plan on the plat. Mr. McConnell noted that Dennis Becker drew it up and his name is on the stamp on the plat. Chairman Nash clarified that both areas will be sprinklered. Mr. McConnell answered, yes. She asked the Planning Secretary to check if this would require any additional parking and would they be required to put in a sidewalk. Commissioner Springborn asked Mr. McConnell if he had any questions about the traffic flow. Mr. McConnell answered, no, they have added a new drive. MOTION Commissioner Springborn moved to approve the Large Scale Development Plan subject to Plat Review comments, seconded by Nash. The motion passed 2-0-0. PRELIMINARY PLAT OF OAKLAND VIEW SUBDIVISION CURTIS WRAY, DAVID MIX & JERRY JOHNSON - GULLEY RD, WC 345 The second item was a preliminary plat of Oakland View Subdivision submitted by Curtis Wray, David Mix & Jerry Johnson and represented by Milholland Engineers. Property is located outside the City Limits and contains 10 acres more or less. ,oc • Subdivision Committee May 3, 1989 Page 2 Chairman Nash asked if they had submitted notification of the adjoining property owners. Mr. Wray stated that they have a plat with all the adjoining property owners signatures except for one person who would not sign it. They have sent a certified letter notifying them. The Planning Secretary advised that they have submitted a copy of the certified letter, but she needs the plat with the signatures for the file. Chairman Nash asked if this is zoned A-1, stated that this is outside the City Limits zoned but when it is annexed in, it will be Chairman Nash stated that sometimes in the Agricultural. The Planning Secretary ( in the growth area) so it is not come in as A-1, Agricultural, zoning. Growth area there is "holding" land that they go ahead and zone A-1, Agricultural. In answer to a question for clarification on the location of this subdivision, Mr. Mix stated that the City Limits line is approximately 3.75 miles from this site. Chairman Nash stated that they will need to submit a copy of the protective covenants. The utility easements that were requested are shown on the plat. She asked if there was anything they can do about the electric company not putting in an underground line. Mr. Wray stated that they are going to do their best to put everything underground. Chairman Nash asked 1st in regard to the surface and they are • what the County Planning had decided at their meeting on May road. Mr. Mix stated that it is going to be a dustless going to go with the 2" hotmix with a 6" base. In answer to a question from Chairman Nash, Mr. Staggs from Milholland Engineers stated that there had not been a County Road number assigned yet. Chairman Nash advised that Don Bunn had requested a letter to the stating how they want to pay the parks fee. Mr. Wray stated that a letter yet. Chairman Nash stated that they need the letter Commission meeting. Planning Office they don't have by the Planning Chairman Nash stated that on the vicinity map, it looks as if the creek intersects the project site in two places but she only found one creek. Mr. Mix stated that there is basically only one creek. Chairman Nash asked them to have that cleared up on the plat by Monday night so that it won't confuse people and also they need to show the monuments of the subdivision corners on the plat as well as wooded areas and flood plains if there are any. Chairman Nash stated they need to enforce the City Limits. that she would like to have Don Bunn's opinion on whether street lamps and sidewalk requirements since this is outside Commissioner Springborn asked if they are going to have septic tanks per lot and if they have any drainage problems. Mr. Wray answered, yes, they will have septic tanks but they haven't had any perc tests done yet. I/O • • Subdivision Committee May 3, 1989 Page 3 Chairman Nash asked if they had offered a Bill of Assurance for the parks fee. Mr. Wray answered, yes. MOTION Commissioner Springborn moved to approve the preliminary plat subject to Plat Review comments, clearing with Don Bunn on street lights, advice on perc tests and the Bill of Assurance on parks fees, seconded by Nash. The motion passed 2- 0-0. REVISED PRELIMINARY PLAT OF YORKTOWNE SQUARE, PHASE III WADE BISHOP - N OF STUBBLEFIELD RD, W OF OLD MISSOURI RD The third item was a revised preliminary plat of Yorktowne Square, Phase III submitted by Wade Bishop and represented by Milholland Engineers for property located north of Stubblefield Road and west of Old Missouri Road with 34 proposed lots on 8.915 acres. Property is zoned R-1, Low Density Residential. Chairman Nash asked if they had submitted proof of notification to the adjoining property owners. Mr. Bishop stated that he had submitted certified mail receipts. Chairman Nash advised that when this came through before the Planning Commission had required construction of Phase III prior to construction of Phase II to provide another entrance into the subdivision. She added that the Board of Directors had instructed them not to approve the final plat of Phase II until there was another egress. Chairman Nash advised that SWEPCO had requested an easement between lots 9 & 10. but which block is that in. Mr. Staggs stated that is in Block 7. Chairman Nash stated that she would like to have an opinion from Perry Franklin, Traffic Superintendent, on the impact of the additional traffic on Stubblefield and some of the surrounding streets. She added that City Engineer wanted them to make the stipulation that he will approve this only so long as all the utilities are in agreement with the drainage and the easements. Mr. Bishop stated that he understood that. Chairman Nash noted that Mr. Bishop would need to bring in a copy of the protective covenants. She added that he had offered a Bill of Assurance on the off-site improvements on Stubblefield. She noted that they need to show the wooded areas and flood plains if any on the plat. The street lights are shown. Mr. Bishop advised that bringing this plat through was necessary because when they brought Phase I and II before the Planning Commission, they didn't own the land here. They are revising it by adding 4 lots( inset on plat) which was part of the Phase II development to tie it in with the existing lots. • Subdivision Committee May 3, 1989 Page 4 Mr. Staggs stated that he will clarify the location of this on the plat to help them orient where it is. Chairman Nash commented that it would help if they show where this is located in relation to Stubblefield. Chairman Nash asked if the "earthen swale" just collects ground water. Mr. Bishop answered, yes. Commissioner Springborn stated that he would strongly suggest that this all be explained as carefully as possible so that everybody understands what they are dealing with. Chairman Nash requested that the Traffic Superintendent give them his opinion on the impact of traffic on Stubblefield rather than just sight distance. MOTION Commissioner Springborn moved to approve this revised preliminary plat subject to Plat Review comments and the comments and requirements made here, seconded by Nash. The motion passed 2-0-0. FINAL PLAT OF FRED STARR ESTATES • JOE FRED STARR - E OF LOVER'S LANE AND CANTERBURY • The fourth item was a final plat of Fred Starr Estates submitted by Jim Lindsey for Joe Fred Starr and represented by Doug Hemingway, surveyor, for property located east of Lover's Lane and Canterbury Road and zoned R-1, Low Density Residential with 20.15 acres and 6 proposed lots. Chairman Nash asked if they had submitted proof of notification to the adjoining property owners. Elaine Cattaneo, Planning Secretary, answered yes. Chairman Nash asked if the drainage plan with cut and fills was on the plat. Mr. Hemingway stated that would be included in the construction plans to the City Engineer. Chairman Nash advised that the subdivision regulations say that a final plat should include the drainage plan with proposed cuts and fills. She asked the Planning Secretary if that was generally attached to the plat. Elaine Cattaneo stated that she thought the standard procedure is that they submit all of that to Don Bunn, City Engineer, for approval. Mr. Hemingway stated that all drainage, curb/gutter and storm drainage will all be submitted with the Engineer's cuts & fills sheets. Chairman Nash requested that Don Bunn provide that information for them Monday and ask his opinion on how that is supposed to be put on the plat. Apparently, Mr. Bunn has been getting it but the Planning Commission has not and if he prefers that it stay that way, the ordinance needs to be amended. Commissioner Springborn stated that he doesn't see any problem with not having it on the plat as long as there was one with the City. Mr. Hemingway stated that the "cuts and fills" is the grading plan for the • Subdivision Committee May 3, 1989 Page 5 building of the road. Chairman Nash noted that they had submitted a copy of the protective covenants and the building setback between Lots 2 & 3 in Block 2 is shown on plat. She added that wooded areas should be shown. Mr. Hemingway stated that the woods line is shown on the plat with 90% of the designated area being wooded. He noted that there was a statement about this on the preliminary plat. Chairman Nash asked if they had signed the Contract with the City for the off- site improvements. Mr. Hemingway stated that hasn't been signed yet. Chairman Nash noted that the Electric Company's requested easement had been added. Mr. Hemingway stated that they have noted on the plat that septic systems will not be allowed on two lots. Chairman Nash stated that the Cable Company had said they would have trouble getting to some of those lots. Mr. Hemingway stated that the Cable Company had agreed that there is a substantial amount of easement width to be able to construct, he is talking about doing it with all the rocks there. • MOTION Commissioner Springborn moved to approve the final plat subject to the Plat Review comments and Subdivision Committee comments, seconded by Nash.
