MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYEITEVILLE CITY PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville City Planning
Commission was held on Wednesday, October 19, 1988 at 10:30 a.m. in Room 111 of
the City Administration Building, 113 West Mountain Street, Fayetteville,
Arkansas.

Seiff

LARGE SCALE DEVELOPMENT PLAN OF LAKESHORE APARTMENTS
LINDSEY CONSTRUCTION - N OF JOYCE AND W OF OLD MISSOURI ROAD
The only item of consideration was the Large Scale Development Plan for Lakeshore
Apartments submitted by Lindsey Construction and represented by Kim Fugitt of
Fugitt & Associates. Property is located north of Joyce Street and west of Old
Missouri Road containing 19.29 acres and zoned R-2, Medium Density Residential,
with 360 proposed units.
Dow asked Kim Fugitt if he had submitted notification to the adjoining property
owners. He answered that they had not been sent out as of yet. Dow advised that
this would need to be done.
Dow referred to the City Engineer's report which states that the utility
easements were a big concern. Don Bunn, City Engineer, asked Mr. Fugitt if he
had talked with all of the utility companies about the revised plat to see if it
is o.k. Mr. Fugitt stated that he had talked to the Utility Companies but he had
not heard back from all of them. The telephone company and the cable company
have stated that they feel like they can work with what is being proposed.
Dow noted that the City Engineer has stated that if this easement problem isn't
worked out by the Planning Commission meeting date, he would recommend that it go
back to the Plat Review meeting again.
Dow advised that the access was an issue at the Plat Review meeting, however, the
revision shows two accesses. Bunn noted that they only had one access shown on
the original plat but the two accesses should be adequate. He advised that this
is almost 20 acres and they are proposing 360 units, therefore, the one access
was questionable.
Dow asked if the drainage was going to be a problem. Bunn stated that they need
to submit drainage plans when they submit detailed plans for the water and sewer
to be approved by him. He noted that he is trying to emphasize the drainage
issue because they have had some cases with drainage problems that they hadn't
been aware of before development took place. In this way, the applicant will be
forced to look at the drainage and be aware of what they are dealing with.

Seiff asked how the Lake will be fed. Mr. Fugitt stated that they will have to
fill it with hydrants because the surface drainage will not come onto this area.
Dow clarified that the plan is to have a Lake there, it is not a retention
problem. She noted that, as an adjoining property owner, they have had some
problems with drainage in this area. Bunn stated that they won't be allowed to
create any problems downstream whether that involves taking it off-site somewhere
or whatever. He noted that they will be required to take care of whatever
drainage comes off that property.
Dow advised that the traffic superintendent's concerns were covered pretty much
by the additional access.
Bunn advised that this has not been looked at from the standpoint of building
setbacks and meeting all of those requirements but it will be reviewed at the
time that they submit it for building permits. He noted that it appears to meet
all of the requirements.
MOTION
Robertson moved to approve this Large Scale Development Plan as submitted subject
to Plat Review comments, to notification of the adjoining property owners and to
working out the easement problems with the utility companies, seconded by Seiff.
The motion passed 2-0-1 with Dow "abstaining".
