MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning Commission
was held on Wednesday, September 21, 1988 at 10:30 A.M. in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville, Arkansas.

FINAL PLAT OF THE GRAUE ADDITION
BILL GRAUE - E END OF HILLDALE, W OF OLD WIRE RD
The first item of consideration vas the final plat of the Graue Addition
submitted by Bill Graue Property located at the east end of Hilldale and west
of Old Wire Road and represented by Harry Gray of Northwest Engineers. It is
zoned R-1, Low Density Residential, containing 2.29 acres with 7 proposed lots.
Dow advised that the main concern they had when this was discussed at the last
Subdivision Committee Meeting was the three exits on Old Wire .Road`and-'that:has:
been changed. She noted that a Conditional Use has been granted for the tandem
lot (Lot 2).
Harry Gray advised that he does need a variance on the lot frontage on one of the
lots. Dow asked if the Planning Commission could approve that or would it have
to be the Board of Adjustment. Mr. Gray stated that the Planning Commission has
given them variances like this in the past. Dow asked the Planning Secretary to
check on this to determine if the Planning Commission could approve this before
the Planning Commission meeting.
MOTION
Robertson moved to approve this final plat as submitted subject to approval of a
variance on the lot frontage and Plat Review comments, seconded by Dow. The
motion to approve passed 2-0-0.
Harry Gray advised that there will be no protective covenants in the Subdivision.
LARGE SCALE DEVELOPMENT PLAN OF LEWIS CHRYSLER DEALERSHIP
LEWIS BROTHERS LEASING CO - W OF N COLLEGE & N OF LONGVIEW
The second item of consideration was a Large Scale Development Plan for Lewis
Chrysler Dealership submitted by Lewis Brothers Leasing Co and represented by
Dennis Moore and located west of North College and north of Longview.

Dow asked if the proper notification had been sent. Mr. Lewis stated that
notification had been sent but he had not received the return receipts yet. He
stated that he would bring them to the Planning Commission meeting.
Robertson asked if the Gas Company easement had been worked out. Mr. Moore
answered, yes, the Gas Company is going to put their line in the center of the
50' utility easement. He noted that it has already been worked out with the Gas
Company.
Dow noted that Don Bunn had stated in the Plat Review that the City would not be
going past this development with the continuation of widening Longview.
Mr. Moore explained that they are proposing to widen the street back to the last
service drive, curb & gutter that part and install the gutter and curb and leave
the street the same width on the other part of it. Mr. Lewis would like to issue
the City a Bill of Assurance that if, in some future time, they decide not to
have a dead-end street, he would do his part on the widening of the street.
Dow stated that this sounds reasonable to her because the front part is where the
major part of the traffic is going to be occurring. The Bill of Assurance will
be there if there ever is a problem. Robertson explained that the Bill of
Assurance would be at the call of the City.
Mr. Powers stated that the power company is going tor.: relocate their existing
power poles in order to coordinate with their plans; they are aware of this.
Dow asked if they had decided on a sprinkler system. Mr. Moore .stated that Mr.
Lewis is going to talk with his insurance company to see if it is to his benefit
to put one in. He explained that they will have a two-hour fire wall between the
service area and the offices which will meet the City code.
Mr. Moore advised that there is a fire plug within the required limitation of the
building. Dow stated that Mickey Jackson had made the comment at Plat Review
that this is the type of occupancy across the country to have a lot of fires
Dow asked if they were going to tie into the 6" main water line on the front.
Mr. Moore answered, yes, and they have told them that they can tie onto the
existing sewer tap if they desire to.
Dow asked if they planned to leave the existing shrubbery there. Mr. Lewis
answered yes.
MOTION
Robertson moved to approve the Large Scale Development Plan as submitted subject
to Plat Review comments, a Bill of Assurance for the widening of the street past
• the entrance/exit of this property, seconded by Dow. The motion to approve
passed 2-0-0.

Dow advised that they would need to bring their proof of notification.
LARGE SCALE DEVELOPMENT PLAN FOR WILSON INN
KEMMONS WILSON COMPANIES - N OF HWY 16 W & W OF SHILOH DRIVE
The third item of consideration was the Large Scale Development of the Wilson Inn
submitted by Kemmons Wilson Companies and represented by Ery Wimberly. Property
located north of Highway 16 West and west of Shiloh Drive and south of Dorothy
Jeanne Street. Property contains 3.2 acres and is zoned C-2, Thoroughfare
Commercial with 136 proposed guest rooms.
Dow asked if he had proper notification. Wimberly stated that he had did
notification in the paper and he submitted a copy to the Planning Secretary.
Dow asked if this was the property that was rezoned within the last year.
Mr. Wimberly answered, no, it was rezoned way back. The south 4 acres got
rezoned but what they don't know is if it was before or after the state took
additional right-of-way.
Dow advised that in discussion of rezonings in this area, the point has been made
that they are doing so heavily the rezoning on Highway 62, this is a good
interchange for something.
Dow noted that Mickey Jackson stated at Plat Review that, a_sprinkler system is
required. Wimberly stated that is in the plan.
Wimberly stated that the only issue to be resolved is the widening of the street.
He noted that it is state right-of-way and the state bought that right-of-way and
built the frontage road. He advised that they haven't asked the state about
widening it because if he widens it on his side, it will never be widened by
anyone else on the other side.
Dow asked how it could be resolved. She referred to what Don Bunn had stated
in the Plat Review about it effectively being a City street. Dow asked the
Planning Secretary if she could do some research about this and let them know by
Monday night at the Planning Commission meeting.
Wimberly stated that they planned to go ahead and build the entrances to
accommodate it. He noted that he didn't see any advantage to going ahead and
curb & guttering it right now because they have a good 23' paved surface and
there is no parking on the street. There is plenty of right-of-way.
Dow stated that Perry Franklin, Traffic Superintendent, had expressed some
concern about traffic on the corner where it ties into Highway 16.
She stated that she thought this was a reasonable place to put something like
this.

Robertson moved to approve this Large Scale Development Plan as submitted subject
to Plat Review comments and with no recommendation on the widening of the
controversial City or State street with a request that it be researched before
the Planning Commission meeting, seconded Dow. The motion to approve passed 2-0-
0.
