HomeMy WebLinkAbout1988-09-07 - Minutes• • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLR PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Wednesday, September 7, 1988 at 10:30 A.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Butch Robertson and B.J. Dow Julie Nash Brad Wright, Ery Wimberly, Andy Kitsinger, Barry Gray & Elaine Cattaneo PRELIMINARY PLAT OF THE HUNT CLUB ADDITION BRAD WRIGHT - SW CORNER OF HWY 16 E & HUNT LANE The first item of consideration was the preliminary plat of The Hunt Club Addition submitted by Brad Wright. Property located at the southwest corner of Highway 16 East and Hunt Lane and zoned R-1, Low Density Residential, with 10 acres and 31 proposed lots. Dow asked if they had sent notification to the adjoining property owners. Mr. Wright answered, yes, he had sent them out. Dow noted that they had moved the fire hydrant across the street as Mickey Jackson had suggested at the Plat Review. Dow advised that Don Bunn had recommended off-site improvements on half of Hunt Lane and stated that the Planning Commission might consider a Bill of Assurance on this. Mr. Wright stated that he would prefer to do it with a Bill of Assurance. Dow asked if Hunt Lane is a completely unimproved road. Mr. Wright answered, no, that it is an asphalt county road. Dow noted that the drainage and sewer plans will have to be approved by Don Bunn as each step progresses. Dow noted that the names of the streets had been changed to Marty, Joanna, and Leann. She advised that this is a long street but there are two accesses to it. MOTION Robertson moved to approve the preliminary plat as submitted subject to Plat Review comments, seconded by Dow. The motion passed 2-0-0. LARGE SCALE DEVELOPMENT PLAN FOR THE VILLAGE APA CENTS JOHN C BURCKHART - S OF APPLEBY & N OF DRAKE The Large Scale Development Plan for the Village Apartments submitted by John C. 81 • • • Subdivision Committee September 7, 1988 Page 2 Burckhart and represented by Ery Wimberly. Property located south of Appleby Road and north of Drake Street and zoned R-2, Medium Density Residential. Dow asked if they had proof of notification on this. Mr. Gray answered, yes, they are in the file. Dow clarified that they had changed the south entry so that there will be one coming in off of Drake versus two and one coming in on Appleby. Mr. Gray answered, no, there will still be two entrances off of Drake Street and one divided entrance on Appleby Road. Dow noted that Perry Franklin had expressed a concern about traffic cutting through the Wal-Mart parking lot to get to College Avenue. She stated that there isn't really anything they can do about that but the improvement of Appleby Road may help it. Dow asked about the 40 year old water line that Don Bunn was concerned about. Mr. Gray stated that will tie their line into another 8" line so they will have two separate connections versus one. Mr. Gray stated that all the easements have been worked out and they plan to widen and curve along Appleby Road along the frontage of this project. He stated that as far as off-site improvements, they will be just improving a small portion of Appleby Road on the east side. They would like to obtain a Bill of Assurance for these off-site improvements. Mr. Gray stated that all. their drainage will go into an existing storm drainage system on Drake Street. Dow advised that it will all have to be approved by Don Bunn. Dow stated that the Parks Department stated that the Parks Fee would be $13,600. MOTION Robertson moved to approve the Large Scale Development Plan for the Village Apartments subject to Plat Review comments and improving the entrance and a Bill of Assurance for improvement of Appleby Road along the east side of the frontage of this development, seconded by Dow. The motion to approve passed 2-0-0. LARGE SCALE DEVELOPMENT PLAN FOR EAST OAK APARTMENTS LINDSEY CONSTRUCTION - ALONG E SIDE OF EAST OAKS DRIVE The third item of consideration was a Large Scale Development Plan for East Oaks Apartments submitted by Lindsey Construction and represented by Andy Kitsinger. Property located along the east side of East Oaks Drive, north of Mission Blvd and zoned R-0 with 56 proposed units. Andy Kitsinger stated that this was the same layout that they used earlier in a similar location. Dow clarified that they will need a conditional use for apartments in an R-0 zone. Mr. Kitsinger stated that they would be asking for the conditional use at the same time at the Planning Commission. • • • Subdivision Committee September 7, 1988 Paget 3 MOTION Robertson moved to approve the Large Scale Development Plan as submitted subject to Plat Review comments, seconded by Dow. The motion passed 2-0-0. FINAL PLAT FOR THE GRAUE ADDITION BILL GRAUE - W SIDE OF OLD WIRE ROAD, E OF HILLDALE DR The fourth item of consideration was the Final Plat of The Graue Addition submitted by Bill Graue and represented by Harry Gray of Northwest Engineers. Property located on the west side of Old Wire Road and on the east end of Hilldale Drive containing 2.29 acres with 8 proposed lots and zoned R-1, Low Density Residential. Dow asked if this final plat was different from the preliminary plat. Harry Gray stated that the preliminary had two tandem lots with three lots fronting on Old Wire Road and the final has one tandem lot with two lots fronting on Old Wire. Dow clarified that there are three fronting on Old Wire Road on the final too. She asked if the tandem lot was approved with the preliminary because she remembered some concern about a tandem lot fronting on Old Wire Road. Dow referred to the Planning Commission Minutes of February 8, 1988 which state that there was some concern for the number of driveways coming off of Old Wire Road. She advised that there are still three driveways coming off onto Old Wire Road in a small area and the motion clearly states that there should only be two exits onto Old Wire Road. She stated that this plat conflicts_ with.the.motion made when the preliminary came through. Robertson stated that he didn't care for the way the plat was set up with three driveways onto Old Wire Road. Dow advised that Old Wire Road is a nightmare and she doesn't want to go against the preliminary motion. Robertson stated that surely there is some way to get back to two driveways onto Old Wire Road. Dow asked if Lot 5 is going to become part of Lot 4. Mr. Gray stated that they would probably end up having to do that although they were hoping the church to the North would take it or the property on to the West. Dow asked Mr. Gray if he wanted to revise the plat in such a way that there would only be two exits out on to Old Wire Road. She stated that they need to see a proposal of that. Robertson agreed that two exits onto Old Wire Road should be maximum. MOTION Robertson moved to table this until the next Subdivision Committee Meeting, seconded by Dow. The motion to table passed 2-0-0. Dow suggested that they set it up the way they had discussed it at that February 8th meeting. Robertson agreed that it would flow a lot better than this final plat does. E33
