MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETrEVILLE PLANNING COMMISSION
A meeting of the Subdivision ittee of the Fayetteville Planning Commission
was held on Wednesday, August g1988 at 10:30 A.H. in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville, Arkansas.
MEMBERS PRESENT: Julie Nash, Butch Robertson and B.J. Dow
OTHERS PRESENT: Ery Wimberly, Barry Herzog & Elaine Cattaneo
APPROVAL OF PRELIMINARY SUBDIVISION & LARGE SCALE DEVELOPMENT PLAN
NORTH HILLS MEDICAL PARS (PHASE I)- SOUTH OF HWY 471 & N of APPLEBY
The only item of consideration was the Preliminary Plat and the Large Scale
Development Plan of North Hills Medical Park (Phase I) submitted by MED -USA and
Barry Herzog and represented by Ery Wimberly. Property located south of Highway
471 South and north of Appleby Road with 70.1 acres and 17 proposed lots.
Property zoned R-0, Residential -Office.
Dow asked if they had submitted proper notification. Mr. Wimberly answered, yes,
they had notified by certified mail.
Dow asked about the location of the flood plain on this property. Mr. Wimberly
answered that it was a very small area in the northwest:torner -of this- property.
Nash asked if the drainage to the northwest that they had referred to at Plat
Review would be going through the flood plain.
Dow asked if they have all the easements worked out with SWEPCO. Mr. Wimberly
answered that because of the system that they may be using, that will have to
work it out in very close detail.
Dow asked at what point will the details for the easements with all the utilities
be worked out. Mr. Wimberly answered that these would be worked out when they
get detailed construction plans for the buildings. He stated that the utility
easements will be no problem at all; they will grant all that is necessary. They
will need to firm up exactly which buildings within the Medical Plaza will be
built initially and which buildings to be built next and that will dictate the
routing of the utilities. He advised that they may not initially build all 17 of
the clinics.
Mr. Wimberly advised that they plan to go ahead and grade the site including the
maximum parking area and build the loop streets , the public streets and all the
water/sewer shown on the second page of the plot plan.
Dow asked if this will be done as a P.U.D. Mr. Wimberly answered, yes, it will
be done as a commercial P.U.D. because each office building will own their own
piece of land with common ownership of parking and greenspace.
Nash asked if they are planning to put in a sprinkler system. Mr. Wimberly

stated that if the buildings are

Dow stated that she had talked to Don Bunn about the drainage and he said the
details had not been worked out as of yet. That will have to all be approved
before they can get their permits. She asked what the basic plan on the
drainage was. Mr. Wimberly stated that the basic scheme was shown on the second
page of the plot plan with everything being storm drained with an open channel
and it will go under the highway at the northwest corner.
Dow asked if the off-site improvements were half of the street construction on
Appleby Road across the front. Mr. Wimberly stated that is what they have
planned on. He noted that they wanted to make sure that the Planning Commission
agrees with the staff recommendation on this.
Dow stated that Don Bunn had stated that all of Appleby Road is on schedule to be
completed out within a year. She stated that the curve of Appleby Road where
people sometimes go straight was going to be jogged over a little bit to give
people the clue not to go through that subdivision.
Mr. Wimberly stated that they anticipate that the primary access will be along
the frontage road (Futrall Drive) from Gregg Street. Dow suggested that when
patient brochures were sent out informing them of the mover.they."could state the
location of the primary access.
Mr. Wimberly noted that next spring would probably be the earliest they could
start building construction. Appleby Road should be finished by the time they
have building occupancy. He stated that when the property further to the east of
this is developed they would tie into Millsap Road. He noted that the Highway
Department has approved the intersection there as they have indicated it.
Mr. Wimberly advised that they may make a change on the south entry of Appleby
where they show it. He noted that Mr. Younkin might who has a strip of land
there that is about 300' wide and a half of a mile long that is a grass runway
now. Someday a street might be put down the middle of that runway and they would
probably try to line up with it to provide a straight connection with Drake
Street.

this in more detail (See Attached). The loop and the frontage road will be 31'
wide. They will be asking for the 28' streets which will line up with the

MOTION
Nash moved to approve this subject to Plat Review comments, seconded by
Robertson. The motion to approve passed 2-0-1 with Nash and Robertson voting
"yes" and Dow abstaining.
Dow advised that the street width variance would have to be approved by the full
Planning Commission.
