HomeMy WebLinkAbout1988-08-03 - Minutes• 1 • MINUTES OF THE SUBDIVISION COMIfiTTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Wednesday, August 3, 1988 at 10:30 A.N. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Julie Nash and B.J. Dov Butch Robertson Harry Gray APPROVAL OF FINAL PLAT OF SUMMERHILL WEST ADDITION CHARLES SLOAN - N. OF MASONIC DR & E. OF RED CROSS The first item of consideration was the final plat of Summerhill West Addition submitted by Charles Sloan and represented by Harry Gray of Northwest Engineers. Property zoned R-1, Low Density Residential District, located north of Masonic Drive and south of Millsap, acreage 4.17 with 12 proposed lots. Dow asked Mr. Gray if he had taken care of the notification. He stated that he thought that was taken care of when the preliminary came through. Nash stated that notification had been taken care of in February., Dow asked if all the easements had been worked out. Mr. Gray answered, yes, and they added a note on the utility easement at the north end of this property that no access was allowed there. Dow stated that the main issue then is the off-site improvements. Mr. Gray stated that they have something worked out with the staff where the City will contribute up to $11,000. It will be discussed at the agenda meeting with the Board of Directors. What they would do is put a new curb and gutter on the north side across the whole thing and widen it to full standards. Then put a double seal on it which would be good for 5 to 10 years and should be maintenance free. He stated that hopefully others will develop out there and do something. The staff is going to recommend that the Board contribute up to $11,000 on a percentage basis with the Board's percentage being 59 1/2 and the developer's would be 40 1/2. Dow asked if he thought that amount would finish that out or how far west would it cover. It would cover the full 808 feet with a hard surface. The curb on Masonic is in but it doesn't line up so it would have to be torn out. Mr. Gray stated that if worse comes to worse, Mr. Sloan would probably (although he doesn't want to) put his share in an escrow account until such time as it would take place. Mr. Gray on the intersection. Nash asked if the developer was still going to do the Bill of Assurance from the street improvements with the City. Mr. Gray answered, yes. Dow stated that it looks, with the exception of the off-site pretty straightforward. MOTION Nash moved to approve the final plat subject to Plat understanding that the off-site improvements will meeting with the Board of Directors, seconded by Dow. improvements, to be Review comments and with the be handled at the agenda The motion passed 2-0-0. APPROVAL OF LARGE SCALE DEVELOPMENT OF THE ELECTRICAL SUBSTATION ' • SWEPCO - BOB WALDREN -- W OF ARMSTRONG & N OF LEEPER DRIVE The second item of consideration was the Large Scale Development of the Electrical Substation submitted by Bob Waldren of SWEPCO and represented by Harry Gray of Northwest Engineers. Property located west of Armstrong Road and north of Leeper Drive and zoned I-2, Heavy Industrial District. • Mr. Gray submitted the proof of notification to the Planning Secretary. MOTION Nash moved to approve this Large Scale Development plat subject to Plat Review comments, seconded by Dow. The motion to approve passed 2-0-0. 77
