HomeMy WebLinkAbout1988-06-08 - Minutes• • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Wednesday, June 8, 1988, at 10:30 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: B.J. Dow, Julie Nash and Butch Robertson OTHERS PRESENT: Dave Jorgensen, Elaine Cattaneo and Don Bunn FINAL PLAT OF SPRING HOLLOW ESTATES - GORDON WTLKTNS E OF HAROLD, W OF OLD MISSOURI & S OF STUBBLEFIELD RD The first item of consideration was the final plat of Spring Hollow Estates submitted by Gordon Wilkins and represented by Dave Jorgensen of Jorgensen & Associates. Property located on the southwest corner of Stubblefield and Old Missouri Road and zoned R-1, Low Density Residential. Dow clarified that the only change that had been made on this was a 15' utility easement for the water line that goes down the north side of the property line. Dave Jorgensen answered, yes. Bunn advised Dave Jorgensen that the developer would need to decide how they were going to pay the parks fee and let the Planning Office know. Dow asked if Don Bunn was referring to a Bill of Assurance when he said that the ordinance requires that the City holds out a certain number of lots that equal the value of the improvements until they are taken care. Bunn clarified that he was referring to a contract between the developer and the City which would place a lien on a number of lots to make sure all the improvements to the land will be done. Dow asked if the developer has a Bill of Assurance on off-site improvements. Bunn stated that they have a Bill of Assurance on the sidewalk and the off-site improvements & drainage. However, the Planning Office doesn't have a copy of the Bill of Assurance on the off-site improvements, so they would need a copy of this from Gordon Wilkins. Dow advised that the off-site improvements that were specified in the minutes when the preliminary plat went through were that the off-site improvements on Stubblefield Road be equal to the cost to improve Stubblefield all along where it abuts the developer's property exclusive of any cost for the bridge re -do at Old Missouri and Stubblefield, but including 1/4 of the cost of the bridge back to the west of the developer's property. 714 • • •, Subdivision Committee June 8, 1988 Page 2 NOTION Dow moved to approve the final plat as submitted subject to Plat Review comments and the finalizing of the restrictions put on it in the Planning Commission minutes of September 14, 1987, seconded by Nash. The motion to approve passed 3- 0-0. FINAL PLAT OF REPLAT OF LOT 4, BLOCK 5 OF BROPHY ADDITION RALPH BROPHY - NORTH OF TOWNSHIP The second item of consideration was the final plat of the replat of Lot 4, Block 5 of Brophy Addition submitted by Ralph Brophy and represented by Dave Jorgensen. Property located north of Township on Brophy Circle and zoned R-3. Dow advised that this plat was very straightforward and she didn't see any problems with it. Dave Jorgensen stated that the reason for doing this was to break up Lot 4 so that the developer could sell lots separately for duplexes, etc. Dow asked if there had been any changes since this was approved as a preliminary. Bunn answered that there had been no changes. NOTION Nash moved to approve this final plat subject to Plat Review comments, seconded by Robertson. The motion to approve passed 3-0-0. 75
