MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning Commission
was held on Wednesday, April 20, 1988, at 10:30 a.m. in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN - LAKE VIEW CONVALESCENT HOME

The first item of consideration was a Large Scale Development Plan submitted by
E.H. Sonneman and represented by Harry Gray located on Deane Solomon Road.
Property includes 2.73 acres zoned A-1 (Agricultural).
B.J. Dow referred to Mickey Jackson's comments in the Plat Review Minutes. She
noted that a sprinkler system would be required. She asked Don Bunn about his
request that the fire hydrant be moved closer to the building. Bunn stated that
the proposed fire hydrant shown on the plat at the northwest corner of the access
road would have to be moved closer to the Convalescent Home to be within the 300'
requirement. Harry Gray stated that it would probably be placed at the northeast
corner of the access road.
Dow asked about the septic system. Harry Gray stated that he was trying to get
an easement for a privately owned and maintained pump station; Carlos Mayo, an
adjoining property owner, is considering giving them an easement. Bunn explained
that they needed a pump system that would pump sewage back into the sanitary
sewer. Dow asked if Mr. Gray could have the easement information by Monday so
that they could consider it at the Planning Commission meeting. Gray said that
would not be possible, maybe they could approve it subject to the easement being
obtained.
Dow referred to Perry Franklin's comments about the restrictions for vegetation
at the Deane Solomon intersection. Mr. Gray stated that they didn't have any
plans to put vegetation there.
Dow asked Bunn if he felt the parking spaces were adequate. Bunn answered, yes.
Dow questioned whether golfers parking at the Country Club next to this property
might use the Convalescent Home parking area. Bunn stated that they would need
to make sure the adequate parking was available and not being used by the
golfers. Dow noted that if there is a problem with this, Mr. Gray should put a
sign up discouraging golfers from using the parking area.
Bunn stated that this property was recently annexed for the purpose of getting
fire protection out there.

Bunn noted that there is a request for a variance of the frontage requirements
listed as a separate item on the agenda. The ordinances allow the Planning
Commission to waive the 70' frontage requirements if access to the property is
adequate for fire and police protection.
Dow asked Bunn if Mickey Jackson felt that they had adequate access here. Bunn
answered, yes, it does have adequate access, but it doesn't have the 70'
frontage.
Bunn stated that a plat had been brought in with signatures of the adjoining
property owners denoting proper notification.
NOTION
Butch Robertson moved to approve the Large Scale Development Plan as submitted
subject to 1) the Plat Review comments, 2) the private pump sewer station being
worked out, 3) and a variance being obtained on the frontage requirements,
seconded by Dow. The motion passed 2-0-0.
