MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYEITEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning Commission
was held on Thursday, November 5, 1987 at 3:30 p.m. in Room 111 of the City
Administration Building, 113 West Mountain Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN - AIRWAYS FREIGHT

The first item of consideration was a Large Scale Development plan submitted by
Edd Caudle and represented by Dennis Becker. Property zoned R-0, Residential
Office, proposed use office building.
Green asked if proof of notification had been submitted to the Planning
Administrator. Dennis Becker noted a change of ownership had occured and that he
was having a problem trying to located the new owner. Carlisle advised proof of
notification had not been submitted to her in the 7 -day time period, but she was
unclear if the new ordinance applied to the signatures on a plat by adjoining
property owners. Carlisle felt this could go onto the Planning Commission
meeting.
Green advised Mr. Becker if he did not have proof of notification by Monday,
November 9, 1987 5:00 p.m. that his Large Scale Development would not be heard by
the Planning Commission.
Carlisle advised she would check with Jim McCord about the new Ordinance recently
passed by the Board concerning notification due to the adjacent owner's death.
Dow advised the plat looked in order, but asked about landscaping. Mr. Becker
assured Dow that landscaping would be aesthetically pleasing.
MOTION
Dow moved to recommend approval of the Large Scale Development plan as presented
subject to: 1) Plat review comments; and 2) contingent upon proof of notification
of all adjoining property owners by November 9, 1987, seconded by Green. The
motion to recommend approval passed 2-0-0.

The second item of consideration was a Large Scale Development plan submitted by
Fred J. Derwin of KanArk Industries Inc. Property zoned I-2, Heavy Industrial
and contains 28.52 acres. The intended use of the proposed Large Scale
Development is unknown at this time.
Green asked if proof of notification had been submitted to the Planning
Administration and Carlisle replied she had received the proof of notification.
Green asked about the location of the fire hydrants and Mr. Derwin replied he had
met with Mickey Jackson and all fire hydrants were placed on the plat as to
Jacksons' requirements. Green asked about the drainage plans that were to be
sumitted to Don Bunn. Mr. Derwin said after the ditch was dug a survey would be
done then the easement would be rededicated to the City and the drainage plans
would follow. Green asked about the improvements for Pump Station Road. Dale
Christy advised they intended to pick up another 800' beyond were the pavement
stops to the property line for this development. He noted the Fayetteville
Development Corporation would be responsible for the improvements to both sides
of Pump Station Road for the proposed development.
Dow asked about the bill of assurance for the sidewalk. Mr. Derwin said they
would asked for a bill of assurance for the sidewalk.
Green said he did not understand a section in the letter where it said the City
would pave and improve the ROW drainage on a section of Pump House Road from the
end of the existing pavement to the west end of the site at no expense to owner.
Mr. Derwin noted that was for the storm drainage under the road and the "City"
meant the "Fayetteville Development Corporation".
Dow advised she had no problem with the plans, but had a problem not knowing what
it was. She advised she intended to speak with Mr. Pennington, but was unable to
reach him and she was a little bothered by not knowing what they were approving.
Green said he assumed that since the City had already not committed, but
indicated they were willing to provide the Industrial Development or revenue
bonds for it without knowing what it was so he would not pretend to have a
concern.
Carlisle asked Mr. Derwin if he had been in contact with Ms. Diffin and Mr.
Derwin replied he had and received a full packet of information from her. Mr.
Derwin said he would forward that packet to the owner to fill out and that Ms.
Diffin indicated she needed that information back two months prior to the opening
of the plant.
Dow noted her main concern was the policy of approving something without knowing
the exact use.

Dow moved to refer the approval of the Large Scale Development as proposed to the
full Planning Commission subject to: 1) plat review comments; 2) agreement of the
off-site improvements for street and storm drainage by the Fayetteville
Development Corporation and, 3) a bill of assurance for the sidewalk along Pump
Station Road, seconded by Green. The motion to recommend passed 2-0-0.
