MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville
Planning Commission was held on Thursday ,September 10, 1987 at
3:30 p.m. in Room 111 of the City Administration Building, 113
West Mountain Street, Fayetteville, Arkansas.
MEMBERS PRESENT: Frank Farrish, Stan Green and B.J. Dow
MEMBERS ABSENT: NONE
PRELIMINARY PLAT - SPRING HOLLOW ESTATES
GORDON WILKINS - EAST OF HAROLD AND SOUTH OF STUBBLEFIELD
The only item of consideration was a apreliminary plat of Spring
Hollow Estates submitted by Gordon Wilkins and represented by
Dave Jorgensen of Jorgensen and Associates. Property located
east of Harold and south of Stubblefield and zoned R-1, Low
Density Residential District and contains 11.91 acres with 25
proposed lots.
Dow asked about the "no mans land" question and wanted to know if
it was still a legal question. Dave Jorgensen stated that
question was more of a problem on the north side of Stubblefield
than it was on the south. He said the boundarys..that. he yielded
to was a platted survey of the property due west of the proposed
subdivision and he also found the existing property corners. He
said the owner of the proposed subdivision as well as the
adjoining property owner did not have a problem with the survey.
Carlisle asked if Don Bunns request for the lot corner on lots 8
and 9 to match the lot corner on on lots 18 and 19. Jorgensen
advised that line was not corrected because of an oversight. He
said he would add it the revised plat for the Planning Commission
meeting.
Jorgensed said Wally Brt from the Sanitation Department had
requested a 50' radius on the cul-de-sacs. He said at this
particular point he had not changed that to reflect the 50'
radius mainly because the owner wanted to find out the
possibility of some type of compromise. Jorgensen said Wade
Bishops cul-de-sacs were 45' in radius and the radius in Park
Place was 40' for cul-de-sacs. Farrish felt the 50' was in
excess of what was required. He noted the code was 50' for the
radius for the ROW for a cul-de-sac, but there would only be 35'
of hard surface. Dow felt Carlisle should look into the required

radius. Carlisle read from the code book "radius of the ROW on a
dead-end street was 50'. Farrish asked what the radius was for
the hard surface and Carlisle replied the code book did not say.
Farrish advised when Jorgensen revised the plat show not the
pavement, but show the street radius ROW. Carlisle advised the
sanitation department was receiving some larger trash trucks.
Carlisle advised Dave Jorgensen to speak with Wally Brt and find
out exactly what he wants.
Dow said as far as she could determine all the easements that
were requested were shown on the plat.
Jorgensen said he showed the sidewalks on the north side of
Harold street and to include the full length of Harold street.
Jorgensen explained the master plan showed the sidewalk to be
located on the south side of Stubblefield and both sides of Old
Missouri. He said there was an existing sidewalk on the east
side of Old Missouri and he said he could put a sidewalk on the
west side, however there was a steep drop off along the edge of
Old Missouri road. Carlisle said she would be willing to accept
a Bill of Assurance for the sidewalk on Old Missouri road if the
Planning Commission would. Jorgensen explainedone of the
requirements for the subdivision was to improve the south half of
Stubblefield road the entire length. He said that would be a
most definate costly item. Jorgensen said he spoke with Mr.
Wilkins on this and his first question was how come Wade Bishop
did not have to improve the north half. Jorgensen said he spoke
with Mel Milholland and he was told Mr. Bishop was required to
improve Stubblefield, but had requested a Bill of Assurance for
the improvements. Jorgensen then said Mr. Wilkins wanted to know
why he could not request a Bill of Assurance for another reason
that was more important. Jorgensen said some very drastic
changes would have to be made at the intersection of Stubblefield
and Old Missouri. For instance the drainage structure would have
to be resized and increased in size. He said the vertical
alignment would be a major undertaking. Also there is an
existing bridge that would have to be widened. Dow thought the
City had discussed widening the intersection when Yorktown
subdivision was brought through. Carlisle said she did not
remember any discussion on that. Carlisle also felt that a Bill
of Assurance was not given to Mr. Bishop on the street
improvements. She said her last understanding from Mr. Bishop
and Mr. Milholland was that they were going to improve the north
side of Stubblefield.
411 Jorgensen felt Stubblefield could not be properly widened and
improved without some type of overall game plan.

Farrish asked if Jorgensen had spoke with the neighbors across
the street and Jorgensen replied he had mailed out the standard
plat with return receipts requested.
Dow asked Jorgensen where he intended to put the sidewalks and
Jorgensen replied there would be some green space between the
curb and sidewalk.
Farrish asked Jorgensen what was his proposal and Jorgensen
replied at this particular point Gordon Wilkins was going to
request a Bill of Assurance on the improvements for Stubblefield
on the north side of his project or until the other side was
being improved or to the effect of a master plan. Jorgensen said
he could put the sidewalk in on Stubblefield, except if there
were drastic changes made to the vertical profile along
Stubblefield the sidewalk would be ripped out.
Carlisle advised a Bill of Assurance had not been granted to Mr.
Bishop and there was a contract on file for a lien on all the
property until all improvements were completed.
Jorgensen explained on the west end of Yorktown, Stubbelfeild
road as it existed was scooped to the north of the. ROW. He said
therefore if Bishop put in curb and gutter he would actually have
to cut into Stubblefield at that portion.
Green felt it did not make any sense to improve Stubblefield
right now and he did not see any point to doing patch work. He
said the north side would be widened on one part of the street
and the south side widened back to the east. He also said this
developer as well as Bishop should be required to pay some of the
cost to widen Stubblefield, but he was not opposed at all to a
Bill of Assurance.
Green felt in this particular case it made perfectly good sense
to him to exclude bridges from whatever the Planning Commission
determines to require on Stubblefield. He said one of the
bridges was beyond the entrance to the subdivision.
Farrish said he would like to see where Phase II of Yorktown and
where the Harold street ingress/egress would align. Jorgensen
said he thought they were reasonably close, but at the same time
he did not know there was going to be another point of accesss
for Yorktown Square. Farrish added if the Commission was not
careful they were going to screw up a street that was already
screwed up as far as the traffic partern.
