HomeMy WebLinkAbout1987-07-23 - MinutesMINUTES OF THE SUBDIVISION COMMITTEE A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday July 23, 1987 at 3:30 p.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS MEMBERS PRESENT: Frank Farrish, B.J. Dow and Stan Green ABSENT: NONE PRELIMINARY PLAT APPROVAL - BROOKHOLLOW SUBDIVISION ERC PROPERTIES - WEST OF OLD MISSIOURI The only item of consideration was the preliminary plat of Brookhollow Subdivision submitted by ERC properties and represented by Everett Balk of Crafton, Tull, Spann and Yoe. Property zoned R-2, Medium Density Residential District, contains 16.3 acres and a total of 64 proposed lots. Farrish said as far as he could determine everything requested from the plat review minutes had been reflected on the revised plat. Farrish said he could not determine if the 2" plastic pipe under the street was reflected on the plat. Mr. Balk said the plat reflect the crossings by an asteric for 2" pipe for the phone company, 2" pipe for cable and 4" for electric. Farrish asked what the developer had decided about the request for an 8" water line from the Fire Department. Mr. Balk advised Mickey Jackson really did not request the 8" line and it was more under an advisement from the Fire Department. He said the developer would rather stay with the 6" line because they felt sometime in the future the line would be extended and looped. Mr. Balk also advised that the City Engineer (Don Bunn) felt the 6" line would be adequate. Carlisle advised that a 6" line was in existance off Old Missouri at present and felt there would be no way to go from a 6" line to an 8" line. Dow asked if the one additional hydrant had been placed at Devonshire. Mr. Balk explained a hydrant had been added and that Devonshire had been changed to Downing. Mr. Balk added, at plat review a request came from several, requesting 4 street names be • Subdivision Committee July 23, 1987 Page 2 changed because of duplications or street numbering problems. Farrish advised Mr. Balk of the parks fees and asked how the developer was going to handle those fees. Mr. Balk advised the developer was prepared to pay the parks fee in lieu of the land dedication. Mr. Balk asked if sidewalks could be installed as lots were sold or as homes were constructed. Carlisle advised the sidewalks had to be constructed within 5 years even though the lot had not been built upon. Mr. Balk asked what type of standard did the sanitation department have for T -turnarounds. Carlisle advised the Sanitation Department needed a 50' radius to pick up the trash on the two stub -outs. Carlisle then Mr. Balk advised to check with the Street Department on a particular standard for the temporary turn arounds. Mr. Balk added the developer was looking at extending the • subdivision to the north and align the lot lines with the stub streets. • Carlisle asked if proof of notification had been submitted and Mr. Balk replied he had 4 or 5 of the 9 back. Carlisle then advised to submitt what he had to the Planning Office Monday before the Planning Commission meeting. Dow asked if the additional 10' of ROW on the west side of Old Missouri had been given. Mr. Balk noted the additional 10' was reflected on the plat. Dow then said the sidewalks were reflected on the plat with the exception of a piece south of Stearns. Carlisle advised the sidewalk was required on the total frontage of the proposed subdivision which would include the west portion of Old Missouri Road. Dow asked what the developer proposed to do about the improvements to Old Missouri Road. Mr. Balk said the developer was proposing to put the curb in and widen the pavement from existing pavement out to the new curb. Green said it did not make sense to install half of the street when there might be a possibility that it may be torn back out. He said in the past the Planning Commission had been requesting a Bill of Assurance to improve the road to whatever extent they determined was appropriate and that that would be no greater than the cost of widening the road to the current standard plus curb and gutter. He said there was a long list of Subdivisions that • Subdivision Committee July 23, 1987 Page 3 • 1• the Planning Commission was going to determine at some point in the future what they ought to be doing on off-site improvements. Farrish suggested this preliminary plat be approved subject to proof of notification and off-site improvements. He said he really did not want the Subdivision Committee voting on the off- site improvements because there had been so much controversy over that particular subject. He said he would feel better if the full Planning Commission voted on the off-site improvements. Dow and Green both agreed with Commissioner Farrish. Dow asked if the developer would consider putting the sidewalks back at the property line. Farrish advised that would not be a requirement, but a choice. Mr. Balk advised he would check with the developer on that. MOTION Green moved to approve the preliminary plat subject to: 1) proof of notification; and 3) without any recommendation as to what should be done on off-site improvements on Old Missouri Road, seconded by Dow.
