HomeMy WebLinkAbout1987-04-23 - MinutesMINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday April 23, 1987 at 3:30 p.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Stan Green and B.J. Dow MEMBERS ABSENT: Frank Farrish SELF STORAGE WAREHOUSE -LSD 71 BYPASS & WEDINGTON - LEN EDENS The first item of consideration was the Large Scale Dev elopment submitted by Len Edens for Self -Storage Warehouses. Represented by Evan Wimberly and James Cameron, of Northwest Engineers, property located at Wedington and the 71 bypass, and zoned C-2, Thoroughfare Commercial. Mr. Camerson stated they were proposing self -storage warehouses south of the existing Liquor Store. Mr. Camerson said they would provide screening to the adjoining R-2 property which would consist of a 6' chain link fence with slats. Dow asked if the 19 required spaces had been added, and Mr. Cameron replied "yes" they were added. Green asked if proof of notification of the adjoining property owners had been submitted to the Planning Office. Wimberly stated the ad was ran in last nights paper. Carlisle asked Mr. Wimberly to bring in the tear sheet for proof of notification. Wimberly added this would also go before the full Planning Commission because code required a conditional use for warehouses in C-2 District. MOTION Dow moved to approve the Large Scale Development for self -storage warehouses subject to: 1) plat review comments; 2) conditional use approval and; 3) proof of notification of adjoining property owners, seconded by Green. The motion to approve passed 2-0-0. Carlisle advised the address would be 1037 N. Shiloh. aZ Subdivision Committee • April 23, 1987 Page 2 • • PRELIMINARY SUBDIVISION PLAT ROBERT WHITFIELD - GARLAND TERRACES, SYCAMORE & GARLAND The second item of consideration was the preliminary Subdivision Plat submitted by P.R. Green Trust, and represented by Robert Whitfield. Property located at the northeast corner of Garland and Sycamore, and zoned R-2, Medium Density Residential District. Mr. Whitfield added the name had been changed from Oakland Terraces to Garland Terraces. Dow said he had reduced the stipulation of the Bill of Assurance which restricted 9 home per acre to 4 units above R-1. Whitfield said he had also changed the look of tandem lots to front to back lots which would take care of the easement problems. Carlisle noted that Mr. Whitfield had not signed the Bill of Assurance as yet. Mr. Whitfield said he would be in the Planning Office prior to Monday before the Planning Commission to sign the Bill of Assurance. Mr. Whitfield noted that lot number 17 and lot number 1 had existing homes that would either be demolished or improved. Green asked what would the access be for the lots that face Garland. Mr. Whitfield said the State Highway Department had approved curb cuts for each lot on Garland. He said the cuts would amount to 5 cuts. Carlisle noted she would need to have a copy of the Highway permits from the State with approval seals on them. Dow asked if was not feasible to access the lots on Garland from the inside street. Mr. Whitfield said they could do that, but thought the proposed design would give a different product. He said they would build on one side of the lot with a privacy fence to the fire wall, giving the look of a free-standing home from the street on both sides. Dow asked if that would be consistent with plans of Garland being 4 -lanes, and adding more accesses on to it. Mr. Whitfield said he thought the State was approving something that was already in existence. Green said if the State Highway Department agreed to that configuration he did not see the problem. Green asked if Mr. Whitfield was planning on widening Sycamore 2> • • • Subdivision Committee April 23, 1987 Page 3 Street at that intersection. Mr. Whitfield said he would be required to improve that portion of Sycamore with a Bill of Assurance. Carlisle said Mr. Whitfield wad dedicating additional land and that dedication would show up on the final plat. Green said, but Mr. Whitfield was not really required to improve Sycamore, and Carlisle said Don Bunn did not require anything, but Mr. Whitfield had offered additional ROW. Green added that Mr. Whitfield needed to understand what was required and what was not required. Green said Mr. Whitfield was not required automatically to widen the street, and Dow said the Commission did not know exactly what should be required. Green said the Commission did know exactly and that was a true statement. Green said McCord had told them over and over that the Planning Commission had to make that determination. Green said they had other situations like Jim Lindseys apartments on Gregg Street where he dedicated more ROW than he was required to, and they did not require anything on the street. Carlisle stated Mr. Whitfield was giving 15' of additional ROW that was not required. Green said so Mr. Whitfield was giving approximately twice as much ROW than he would be required. Dow said she was afraid this would have to go into their limbo pile unitl the City Board could give the Commission more input on what they want on the off-site improvements. Dow asked if the fire hydrant had been relocated, and Mr. Whitfield said the fire hydrant had been relocated in between lots 18 and 19. Carlisle said sidewalks would be required on the north side of Sycamore and the east side of Garland. Carlisle said she hoped the Planning Commission would accept a Bill of Assurance for those sidewalks on Sycamore and Garland. Dow asked if proof of notification had been submitted. Mr. Whitfield said he would have all the green cards at the Planning Commission meeting. Carlisle stated the Parks Board had already determined the parks fee for Garland Terraces. MOTION Dow moved to approve the preliminary plat subject to: 1) Bill of Assurance for sidewalks on the north side of Sycamore and the east side of Garland; 2) Bill of Assurance for the Density (not to exceed 9 residences per acre); 3) proof of notification of adjoining property owners; 4) lots 14, 15, 16, 18 & 19 to access 23 Subdivision Committee • April 23, 1987 Page 4 • • Noel Ave. opposed to Garland Ave. and; 5) off-site improvements will be determined pending the decision of the Board of Directors. Motion died for lack of second. Green said this would go on to the full Planning Commission for further discussion. a4
