HomeMy WebLinkAbout1986-07-24 - MinutesMINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE PLANNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday July 24, 1986 at 4:00 P.M. in Room 111 of the City Administration Building, 113 W. Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: Ernie Jacks, Sue Madison and B.J. Dow MEMBERS ABSENT: Stan Green GLEN OAKS SUBDIVISION — PRELIMINARY PLAT EAST OF. OLD MISSOURI & SOUTH OF SWEETBRIAR — JAMES LINDSEY The first item of consideration today was the preliminary plat of Glen Oaks Subdivision submitted by James Lindsey and located East of Old Missouri Road and South of Sweetbriar. Carlisle requested the preliminary plat be taken back to Plat Review since the plat had been changed it would effect the utility companies. Carnahan stated he had met with the utility eompanys and the easements on the new plat are acceptable by them. Madison asked if the sewer problem had been worked out with Don Bunn and Lindsey stated no. Madison stated she felt the plat had changed significantly from what the Plat Review Comments reflected and since the layout of the streets, drainage and water configuration had changed she would feel better if this Subdivision went back to Plat Review. Lindsey asked when the next Plat Review would be and Carlisle stated Thursday the 31st of July. Dow stated it was confusing to her because at the time of Plat Review the streets were not named and the minutes would refer to directions which were difficult to locate at the site. Lindsey asked Carlisle what the restrictions were on street names, and Carlisle stated there is already a Glen and many Oaks for street names. Carlisle stated the Post Office, Fire Department and Police Department objected because they receive most of the emergency calls and it could be confusing. Madison stated when this goes back to Plat Review if they could do the western piece of Errol Street differently, it bothered her for it to just stop and she understood why they would not want it to be there presentation entrance but it still needs to be finished at the end. Subdivision Committee July 24, 1986 Page 2 Lindsey stated he had a problem with how people would perceive that entrance and also he would be willing to pay half the cost for construction of a privacy fence along Errol and the nursing home. Lindsey stated the western piece of Errol street would not be a good entrance into that subdivision. Madison stated it would be a waste of a good city street and they would use it for four lots, she felt it needs to be a cul -de -sae. Carlisle asked if they were going to access lots 44, 45, 46 and 47 by Errol Street and Lindsey answered yes. Jacks felt if they were going to screen the Western piece of Errol street from the nursing home there would be no problem in making a turn around or tying Errol through to Glen Oaks Drive. Lindsey felt the traffic in that area would be for all the lots adjoining and would be negative as he saw it. Jacks stated he would like to see a.eoneept plat of the entire acreage or in phases of what Lindsey has planned for the 56 additional acres. Carnahan asked for an opinion from the Committee if they agreed with powells comments as to doing away with the main entrance on Glen Oaks and Madison stated until she went out there she could not give one. Jacks stated they would go back to Plat Review on July 31, 1986 and Subdivision on August 7, 1986. SEQDOYAH PLACE — PRELIMINARY PLAT HIGHWAY 45 EAST AND WHIPPOORWILL — JAMES LINDSEY The second item of consideration was the preliminary plat of Sequoyah Place submitted by James Lindsey and located at Highway 45 East and Whippoorwill. Madison stated access for lots 1, 3 & 4 would come off of Whippoorwill and lot 2 would access off highway 45. Madison asked Lindsey if he received permission to Bross the utility easement to access lots 3 & 4 and Lindsey stated in the abstract and covenants it made no restriction on a driveway going across the utility easement and Madison asked who owned the property where the utility easement existed and Carlisle stated the developer owns the property and the utility company has the right to use it. Madison then stated if they are going to access lots 3 and 4 from Whippoorwill Court they have to have permission from the property owner or the property owners association. Madison asked if the adjoining property owners had been notified and Lindsey stated no. Carlisle stated all adjoining property must be • • • Subdivision Committee July 24, 1986 Page 3 notified before the Planning Commission meeting on Monday, July 28th. Madison said a sidewalk would be required on highway 45 and 40' of dedicated ROW. Madison questioned the parks fee for offices and Lindsey stated there may be a market for a duplex on two of the lots and Madison said if it becomes residential then a green space fee is in order. Madison asked if the street light spacing had been worked out and Carlisle stated yes. Carlisle asked if they checked with the Highway Department about accessing off highway 45 and Carnahan stated the highway department said there would be no problem. MOTION Madison moved approval of this plat subject to: 1. Proof of notification of all adjoining property owners before 5:00 p.m. Monday; 2. compliance with the green space ordinance will depend on use of the lots; 3. no more than one driveway accessing from State Highway 45; 4. secure whatever permission is necessary to access lots 3 6 4 from Whippoorwill; 5. proof of 40' dedicated ROW; 6. and a Bill of Assurance for a sidewalk along highway 45. Dow seconded and the motion to approve passed 3-0-0. 0
