HomeMy WebLinkAbout1986-05-08 - Minutes• • • MINUTES OF THE SUBDIVISION COMMITTEE OF THE FAYETTEVILLE INNING COMMISSION A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Thursday, May 8, 1986 at 4:00 P.M. in Room 111 of the City Administration Building, 113 West Mountain Street. MEMBERS PRESENT: Ernie Jacks, Sue Madison, Stan Green and B. J. Dow MEMBERS PRESENT: None VALLEY ADDITION - PRELIMINARY PLAT BUD TOMLINSON - OLD WIRE ROAD Today's item of consideration was the revised preliminary plat of Valley Addition submitted by Bud Tomlinson. The 8.75 acre tract is zoned R-1, Low Density Residential and is located on Old Wire Road south of Elmwood. Jacks asked about a requested 10' of additional r/w along Old Wire and was advised it is shown on the plat. Jacks inquired into covenants and Tomlinson said they have been entered into the file. Jacks noted there are no longer any lots exiting onto the highway. Tomlinson pointed out areas dedicated for streetlight r/w. Madison asked if the drainage ditch is shown rip -rapped and concrete and Tomlinson said it was. She asked if any thought has been given to placing sidewalks next to the property line rather than adjacent to the curb. Tomlinson said he would install sidewalk in this manner. Off-site improvements were discussed and it was pointed out that another addition recently approved had changed plans from having 17 lots exit onto Mt. Comfort to the elimination of all of those lots (and drives). Green said the Subdivision Committee reduced off-site requirements in exchange for the driveway elimination and said he would be in favor of approving that situation for this addition. Jacks advised that a recent discussion of off-site improvements resulted in the possible elimination of collector and arterial streets from that requirement. He said the problem still needs to be addressed until that suggestion is made final. Madison asked if it would cause any problem to delay making a decision in this case and Tomlinson said he would extend the street and put in the improvements but would rather not. • • • Subdivision Committee May 8. 1986 Page 2 Carlisle read from the minutes of the Subdivision review for Michelle Addition on Mt. Comfort Road. She noted the motion indicates the Committee felt the dedication of r/w along Mt Comfort constituted the developer's resonable contribution on a rational nexus basis as the r/w amounted to approximately one acre worth about $10,000. Madison suggested making a "non -decision" and Green said he wanted it made clear that the Committee is withholding a decision with the provision that it will be discussed again at a later date. Dow agreed to a "non -decision" as she felt it might hasten the City Board's review and opinion in this matter. Jacks suggested keeping subdivision files with off -improvement questions in a separate file in the Planning Office in order to anness them easily when some decision is reached regarding developers' contributions. MOTION Madison moved to recommend approval of this addition subject to plat review comments and the understanding that any off-site improvement requirements for Old Wire Road are being delayed until such time as the City Board arrives at a decision regarding same and that the maximum off-site improvements shall be as specified by Powell at the plat review meeting. Dow seconded and the motion passed 4-0-0. There being no further discussion, the meeting adjourned at 4:35 P.M. 1q�
