HomeMy WebLinkAbout1986-03-20 - Minutes• • • MINUTES OF A SUBDIVISION MEETING A meeting of the Fayetteville Subdivision Committee was held on Thursday March 20, 1986 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: Ernie Jacks, Stan Green and B. J. Dow Sue Madison AMP - LARGE SCALE DEVELOPMENT 3000 BLOCK OF N. COLLEGE - BILL LICHLYTER Today's item of consideration was the large scale development plan of AMP (Another Music Place) located in the 3000 block of N. College immediately behind King Pizza. Property is zoned C-2, Thoroughfare Commercial and is being represented by Angela Millsap for Bill Lichlyter. Millsap noted there is an agreement between Lichlyter, Frank Farrish and Arkansas Western Gas stating that the high pressure gas line which runs under the proposed building will be re -located by the gas company. Carlisle, Planning Director, advised that a letter of documentation from the gas company may be included in the file. Jacks inquired about the suggested possibility of the parking lot being accessible from the adjacent Wal-Mart parking. Millsap advised it is being negotiated. Jacks asked about the overhang of the building which was shown extending into the north side utility easement. Carlisle advised it has been trimmed to meet the setback. Carlisle advised the parking aisle has been increased to meet the 23' required between vehicles. In answer to Jacks' question, Millsap indicated the intent of use is to divide the structure into two or three businesses consisting primarily of music concerns such as the sale of pianos and stereo equipment. Upon a request from Dow, Carlisle explained the history of this property including a recently approved lot split and dedication of a 25' strip of property along the north side of King Pizza which will serve as access to this property as well as provide required street frontage. 011 • • • Subdivision Committee March 20, 1986 Page 2 MOTION Dow moved approval of this LSD subject to 1. a letter from the gas company stating their intention to re -locate the above mentioned gas line; 2. bumper stops for vehicles and directional arrows painted on the ingress and interior parking lot to facilitate traffic flow. Green noted he would abstain but offered comments. He expressed concern regarding the requirement of directional arrows. He advised that the ingress is not really a driveway and has been included for the purpose of compliance with code requirements. Green suggested if the arrows produce a more dangerous situation, it would require the developer to approach the Commission once again for modification. Jacks seconded Dow"s motion which passed 2-0-1, Green abstaining. MINUTES Green entered the following correction to the minutes of the March 6, 1986 meeting: Page 2, first full paragraph; "Green said the question had not been answered as to what arrangements should be made for access to Ernie Jacks Blvd. if the northern portion of this property is developed by someone other than this developer" There being no further business, the meeting adjourned at 4:30 P.M. lib
