MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission was held at 4:00 P.M. Friday, December 6, 1985 in Room
111 of the City Administration Building, 113 West Mountain Street,
Fayetteville, Arkansas.

THE MEADOWS SUBDIVISION - PRELIMINARY PLAT
W. EARLE BULLOCK - HOWARD NICKELL RD
The first item of consideration today was the preliminary plat of
The Meadows Subdivision submitted by W. Earle Bullock and located
outside City limits (on Howard Nickell Rd. west of Highway 112).
Chairman Jacks asked if the dedication to Washington County of 30'
along Howard Nickell Rd. had been taken care of and Bullock replied
that it had. He inquired as to the dedication of one-half a street
on Lindy Lane and Bullock agreed to sign a Bill of Assurance stating
that the remainder of the street will be dedicated and built at the
time of termination of the "life trust" which exists on the northwest
side of this proposed development.
Bullock noted that Lindy Lane will be changed to Lindy Road or Drive
and Meadow Wood will be one word as per the Water Meter Department.
In answer to Jacks" question regarding parks fee, Bullock advised
that he is prepared to pay cash in lieu of land. Bullock noted that
all property owners surrounding his parcel have been notified by certified
mail and that one owner, Leon Edens, has refused to pick up his mail
and will not answer the door. He said that Mrs. Edens has advised
surveyor, Frank Blew, that she is opposed to this proposal as headlights
from vehicles may shine on the Edens' home as they exit Meadowwood.
Jacks asked about street improvements and Jones explained that additions
in the growth area but not contiguous to the City limits, must meet
County street standards which are minimum double chip and oil seal
MOTION
Green moved approval of this proposal subject to 1. Plat Review comments;
2. a Bill of Assurance to dedicate and build Lindy Drive when the
life estate is terminated. Jacks seconded and the motion passed 2-0-0.
Jacks suggested amending the motion to include the changes in street
names; Lindy Lane to Lindy Drive and Meadow Wood to Meadowwood. Green
accepted the amendment which was added to the motion.

Bullock noted that he has appeared before groups similar to this one
many times in Illinois and expressed congratulations on the system
that is being used here in Fayetteville.
WILKINS PLACE - PRELIMINARY PLAT
GORDON WILKINS - OLD WIRE & OLD MISSOURI RDS.
The second item of consideration was the preliminary plat of Wilkins
Place submitted by Gordon Wilkins and located at the intersection
of Old Wire and Old Missouri Roads. (*Note: this plat was approved
under the name of Sunny Lane Addition submitted by Jim Hatfield on
July 6, 1984 by the Subdivision Committee subject to certain conditions.
The request for approval from the Planning Commission was tabled at
the request of the developer on July 9, 1984. The zoning on this property
has since been changed from R-1 to R-1.5, Moderate Density Residential).
Jones explained the history of this proposed development. She advised
that the original preliminary plat had consisted of 13 lots with 5
duplexes and 8 single family homes and added that Wilkins has submitted
the following list of proposed changes:
1. Change the name of subdivision from Sunny Lane to Wilkins Place.
2. Change name of internal street from Sunny Place to Wilkins Place.
3. Increase the lots by one by dividing Lot 1 into two lots.
4. Note the change in zoning.
5. Propose duplexes on each lot.
6. Omit the island in the cul-de-sac and re -locate the streetlight
to the lot line between two lots on the north side of the street.
The curve radius on the cul would then revert to 46'.
Jones said agendas for this meeting have been mailed to everyone whose
name was on the list in the re -zoning file for this property. She
next read the motion, with its contingencies, from the Committee meeting
of July 6, 1984 and noted which stipulations no longer apply.
MOTION
Green moved approval of this plat subject to: 1. Original Plat Review
comments; 2. change of the subdivision name and that of the internal
street; 3. dividing Lot 1 into two; 4. eliminating the island and
moving the streetlight; 5. an easement between Lots 8 & 9 being approved
by the City; 6. a drainage easement along the west property line,
the width as required by the City Engineer; 7. provision in subdivision
covenants that the drainage easement will be maintained by the owners
in such a way as to not block the flow of water. Jacks seconded
and the motion to approve passed 2-0-0.
There being no further business, the meeting adjourned at 4:30 P.M.
