MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission was held Thursday, August 8, 1985 at 4:15 P.M. in Room
111 of the City Administration Building, 113 W. Mountain St., Fayetteville,
Arkansas.
MEMBERS PRESENT: Stan Green and Joe Tarvin
MEMBERS ABSENT: Ernie Jacks and Sue Madison
The meeting was called to order by Vice -Chair Green and consideration
of the minutes of the July 8th were postponed.
HAPPY HOLLOW SCHOOL - RAY ST. N. OF HWY. 16 EAST
The first item of consideration was the proposed additions to Happy
Hollow Elementary School located on Ray Street north of Highway 16
East; represented by Charlie Berger of Hailey-Powers-Froning Architects.
Green asked if there were any problems with comments made by represent-
atives at the Plat Review Committee and Berger replied there were
not.
Green asked about the additional 5' of right-of-way requested on Ray
Avenue and Berger replied that it presented no problem. He added
that there was no problem with the sidewalks requested on Ray.
MOTION
Tarvin moved approval of this proposal subject to 1. Plat Review comments.
Green seconded and the motion to approve passed 2-0-0.
WASHINGTON SCHOOL - BETWEEN MAPLE AND LAFAYETTE
The second item of consideration was the proposed additions to Washington
Elementary School located between Maple and Lafayette, between Forrest
and Highland.
Berger stated that there would be no problem with the rights-of-way
being requested along Forrest and Lafayette but noted that if the
additional 5' of requested r/w is given along Lafayette, it would
possibly disturb the existing rock wall. It was determined that the
code allows the Board of Directors reduce the amount of r/w required
if there is a hardship or practical difficulty. Berger advised that
dedicating the requested amount of r/w along Highland and Maple would
result in the proposed additions not being able to meet building setbacks.

Tarvin said he felt that recommending a r/w dedication of 6' instead
of the required 10' would be appropriate along Maple.
Berger noted that Highland requires 50' of r/w with only 40' currently
existing. He said he felt that both the school and the neighborhood
are well established and although the school bus previously stopped
on the street, creating a safety hazard, the developers are providing
a 90' turnaround in the proposed plan. Tarvin advised that enough
r/w exists to build a street to current City standards, if necessary,
even though the r/w would be sub -standard.
Berger said the requested sidewalk work will begin at Forrest and
extend down Maple to Highland wheie sidewalk is already existing.
Green asked if there were any problems with the utility company comments
and Berger replied that there not. He added that an additional handicap
parking space has been included as requested for a total of two and
that striping and wheel stops will be installed in the parking area
as requested.
MOTION
Tarvin moved approval of this addition subject to 1. Plat Review comments
with the exception of the r/w requested on Maple and Highland; 2.
a recommendation that an additional 6' r/w be dedicated on Maple in
lieu of the required 10' and that no additional r/w be dedicated on
Highland in lieu of the required 5' as the Committee felt that both
of these streets (collector on Maple and local on Highland) could
be constructed to City standards in the present sub -standard r/w if
the City should so desire. The reason for the committee recommending
these reductions in r/w are that it would create a hardship for the
schools by placing them in violation of the building setbacks.
Green noted that this Committee (and the Planning Commission) may
only recommend the waiver of rights-of-way to the Board of Directors
who have the authority to execute said waiver. He then seconded the
motion which passed 2-0-0.
ASBELL - SANG AT
The third item of consideration was the proposed additions for Asbell
Elementary School located on Sang north of Lawson.
Fire Inspector Poage's request that construction of the two proposed
additions take place at different times because of the fact that one
addition will cover the main exit points was discussed. Berger said
this would be difficult because it would create a conflict in the
contractor's scheduling and the prices would be increased. Berger
noted that alternative points of exit will be provided as construction
work is carried on.

Tarvin made inquiries about drainage studies undertaken in this area
and how they relate to this development. It was determined that Street
Superintendent Powell noted these studies in Plat Review comments
primarily for information purposes.
Green asked about bringing Sang up to City standards and Berger replied
that there is no problem with that request. He added that a continuous
sidewalk will lead from Sang to the school and back out to Sang and
he requested a Bill of Assurance for street improvements along Sang
to be installed at the call of the City which will include sidewalk
adjacent to the r/w of Sang.
Sidewalk along Lewis was addressed and it was noted that Jones had
suggested that a Bill of Assurance for this location might be acceptable.
Berger so requested said Bill of Assurance.
Jurisdiction of the park adjacent to Asbell School was discussed and
it was suggested that further information was necessary to determine
the party responsible for improvements along Lewis. The park area
of the school property abuts Lewis, although said Park is maintained
by the City of Fayetteville Parks and Recreation Department. (See
note at end of minutes). Green said he felt sidewalk was not crucial
at this location but Tarvin said he felt it was a busy, well used
route which would benefit from sidewalk. Sandra Carlisle, Planning
Director, suggested that the sidewalk might be installed at the same
time as the proposed drainage improvements.
Tarvin asked if there were any problems with any of the remainder
of the Plat Review comments and Berger said there were not.
NOTION
Tarvin moved to recommend these proposed additions subject to 1. Plat
Review comments; 2. a recommendation that sidewalk along Sang be completed
only at the northwest corner; 3. that the portion of sidewalk adjacent
to Sang r/w be delayed until the City improves the street with the
developer executing a Bill of Assurance stating that he will participate
in the street improvements from the centerline of the street to the
r/w at the time the City makes above street improvements (includes
the installation of sidewalk); 4. a recommendation that the sidewalk
along Lewis Avenue be waived for the School Board. Green seconded
and the motion to recommend approval passed 2-0-0.
There being no further business, the meeting adjourned at 5:15 p.m.
NOTE: The Arkansas School Board has agreed to share equally with
the City of Fayetteville in the cost of installing a sidewalk along
the west side of Lewis Avenue at the call of the City because this
park is used jointly as school property and City park. (As per Hailey-
Powers-Froning Architects).
