HomeMy WebLinkAbout1985-06-24 - Minutes• • • MEETING OF THE SUBDIVISION COMMITTEE A meeting of the Subdivision Committee of the Fayetteville Planning Commission was held on Monday, June 24, 1985 at 4:00 P.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: Ernie Jacks, Stan Green and Sue Madison Joe Tarvin The meeting was called to order and discussion ensued regarding the time this Committee would like to meet; 4:00 P.M. on Thursday was selected. PARK PLACE RECREATION AREA NWYS. 265 ANI) 45 - J.B. HAYS The only item of consideration today was that of Park Place Recreation Area situated in the Park Place Addition located at Hwys. 45 & 265. Property zoned R-1, developer'J.B. Hays, Ervan Wimberly representing. Wimberly introduced Mike O'Neal, a new employee with Northwest Engineers, to Committee members. Wimberly noted that the proposed recreation area is on Lot 19 of Phase III & IV of Park Place and not part of the proposed PUD in this addition. He said the established residents of Park Place have been promised a recreation area this summer and that when the developer makes a final decision on the east 40 acres, he will possibly ask the Planning Commission to consider this rec area as part of that section. Madison advised that a Conditional Use request will be required for a non-residential use on a residential lot. Wimberly replied that the rec area on this Lot had previously been approved as part of the preliminary plat of Phase III & IV. Jacks noted that the setbacks proposed for this recreation will require a request for waiver as the code calls for it to be 100ft. from adjoining residential property if the tennis courts are not lit and 200 ft. if they are. Jones read the section of code which addresses non-residential uses in residential districts. Madison asked how tall the lights on the tennis courts will be and how tall the surrounding required shrubbery will be. • • • Subdivision Committee June 24, 1985 Page 2 MOTION Madison moved approval of this large scale development subject to: 1. Letters stating "no objections to new setbacks" be received from adjoining property owners Harris, Johnson and Hays; 2. the shrubbery be as tall and dense as possible and be extended along the east side of the rec area; 3. no parking signs be posted along the road within the rec area. Green seconded and the motion passed 3-0-0. The motion was amended to include a recommendation that a Conditional Use be granted for non—residential use in a residential district. OTHER -BUSINESS Wimberly said he would like to see a change in policy which would allow the approval of a large scale development within a recently platted subdivision lot automatically, particularly in commercial or industrial subdivisions. Jacks and other committee members, as well as Administrator Jones replied that separate LSD approval is required in order to address off—site improvements, parking, traffic flow, easements, streetlights and drainage. Jacks added that he would be in favor of a plan that would eliminate part of the time it takes to process developments. Jones noted that there is nothing to prevent a large scale development plan from being introduced simultaneously with a subdivision plan as long as all requirements have been addressed.
