MINUTES OF THE SUBDIVISION COMMITTEE OF
THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission was held on Friday, May 10, 1985 at 11:00 A.M. in Room
111 of the City Administration ,Building, 113 West Mountain Street,
Fayetteville, Arkansas.
MEMBERS PRESENT: Ernie Jacks, Sue Madison and Joe Tarvin
MEMBERS ABSENT: Stan Green
The regularly scheduled meeting of the Subdivision Committee was called
to order by Vice -Chair Jacks.
SAM MATHIAS - LARGE SCALE DEVELOPMENT
N._COLLEGE AT MASONIC - OFFICE/RETAIL
The only item of consideration today was the large scale development
plan for an office/retail sales complex submitted by Sam Mathias.
Property is located on N. College at Masonic and zoned C-2 at the
front and R-0 at the rear. Mathias and Dave Jorgensen representing.
Jacks inquired about the tandem drive to be shared with American College
(adjacent) to the north. Jorgensen explained that he had been concerned
about the potential traffic congestion in this area and was making
an attempt to keep things organized. He said he thought it would
be confusing to clients of both the college and the retail store to
enter and exit from this "tandem" drive. Jacks suggested signs indicating
either "one-way" or "entrance" and "exit".
Madison suggested paving the full width of Masonic for a lesser distance
with the cost of installment equalling that of the original requirement.
Jones noted that Street Superintendent Powell had addressed the off-site
improvement requirement on Masonic by saying that he would add some
7+ ft. to the developer's 15.5 ft. of paving (with curb and gutter).
Mathias said he would prefer to sign a Bill of Assurance or bond requiring
him to install those street improvements at such time as the City
is ready to finish the widening of Masonic including curb and gutter.
Jacks said he thought that 22 ft. width was unusual and that it would
be better to improve Masonic to a condition which would encourage
use by customers, thereby alleviating some of the Hwy.71 traffic problem.
Jones commented that the drive on Masonic had been requested by herself
and Powell.

Tarvin asked about on-site drainage and Mathias replied that it will
be taken from a drop inlet on the north property line to the drop
inlet on Highway 71 at the northwest corner of American College property.
Jones advised that the proof of notification of the adjoining property
owner was due today and Jorgensen said he would bring the return receipt
to the Planning Office. She said that 10% plants needs to be added
to the area between the future building and Masonic and that screening
is necessary around the north and east sides of the area that is R-0
because the adjoining property is residential. Jones advised that
the shrubbery must be in by occupancy of the first building.
She added that the setbacks are measured to the overhangs.
Jacks asked if there were any other problems with Plat Review comments
and Mathias replied that there not.
Mathias said he did not want customers to use the Masonic Street entrance
and Jacks and Madison agreed that it was desirable to do so. Madison
asked if the sidewalk along College would be installed and Jones replied
that Powell has recommended it be installed at time of construction
with the sidewalk Bill of Assurance being called for American College.
Tarvin suggested this developer provide some base street material
and the City add 11 feet of pavement with curb and gutter to complete
the full width of Masonic the length of this property. He said it
would be better to have the entire job done at once because of the
traffic problems on Highway 71.
MOTION
Madison made a motion to approve this large scale development subject
to 1. Plat Review comments; 2. signs being erected on Highway 71 to
clearly indicate entrance and exit; 3. improvements on Masonic being
worked out with the Street Superintendent; and, 4. return receipt
from adjacent property owner being presented to Planning Office.
Tarvin suggested a friendly amendment that #3 be eliminated with the
addition of a recommendation that the City provide 9 ft. of asphalt
and curb and gutter on the south side of Masonic to complete the paving,
and, if this is not acceptable, this situation will be considered
again. Madison accepted. Tarvin seconded and the motion to approve
as stated above passed 3-0-0. Jones advised that permits are necessary
for street work and driveway cuts on State Highways (Hwy.471).
OTHER BUSINESS Jones noted that Ery Wimberly has advised that the
LSD for Spee -Dee Mart on Hwy.16 West at Rupple Road will probably
need to go to the Street Committee and the Board of Directors as the
cost of the City's portion of drainage improvements will be very high.
There being no further business, the meeting adjourned at 11:40 a.m.
