MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILLE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission was held on Friday, April 19, 1985 at 11 a.m. in Room 111
of the City Administration Building, 113 W. Mountain Street, Fayetteville
Arkansas.

The regularly scheduled meeting of the Subdivision Committee was called
to order by Vice -Chair, Ernie Jacks.
REVISIONS TO W00DLAND HILLS
WEDINGTON/GAR BND - RALPH GRAY
The first item of consideration today was proposed revisions to the
preliminary plat of Woodland Hills located at 1200 W. Wedington Drive
west of Garland. Property owned and represented by Ralph Gray.
Gray explained that the change proposed is to add 62 units to the
previously planned 100 units. He said he proposes all structures
at 6 units each instead of the previously planned 4 -unit structures.
Planning Administrator Jones noted that this proposal is within the
density for condos in an R-2 zone, which this project is in. She
also advised that Al Hughes, an area resident, had called the Planning
Office earlier today to express his concern regarding the high number
of units. She said he has offered the use of his driveway to police
units for the purpose of radar scanning of traffic on Wedington.'
Jacks asked when James Street will be constructed and Gray replied
that it must be improved at the time 40 units are completed or within
one year. He advised that his development plan has been shortened
from 24 to 18 months. Jones noted that the -parks fee will increase
according to the increase in number of units which will be discussed
at the PRAB meeting on April 27 at 4 p.m.
Jacks said he had no problem with this increase and Madison agreed,
noting that the plan was the same in spirit as previously submitted.
Gray noted that the internal sidewalk plan will remain the same. Jacks
asked if there were any problems with utility company comments made
at Plat Review meeting and Gray said there were not.

Madison asked if there were any indication as to where James Street
will eventually go and Jones advised that there is none and that the
temporary cul-de-sac will revert back to the property owners if it
is extended. She said there is a street -stub off of Stephens Street
which is undeveloped. Madison expressed concern that James Street
will not have any through connection.
NOTION
Madison moved approval of the proposed revisions subject to 1. Plat
Review comments; and, 2. the new report from the PRAB on Greenspace
requirements. Tarvin seconded and the motion passed 3-0-0.
Jones advised that any member of the Planning Commission or property
owners may express their objections to these revisions at the Planning
Commission meeting Monday, April 22.
DENNIS HOME FURNISHINGS ADDITION
3525 S. SCHOOL - RBNNETH DHNNIS
The second item of consideration today was a proposed addition to
Dennis Home Furnishings located at 3525 S. School. The petitioner
was not immediately present.
Jacks commented that this developer is required to appeal to the Board
of Adjustment for a variance in number of parking spaces provided
and he noted that he has requested a Bill of Assurance for sidewalk
which was required along S. School.
Jones noted that the petitioner is looking at part of his addition
as a warehouse, which is a conditional use in this zone and requires
only 1 parking space per 1000sq.ft. of floor area. Jones advised
that there is a piece of property between this and Standard Register
to the south and she added that Sunrise Mountain is on the Master
Street Plan. She noted that improvements to that street could be
required at the time the balance of the property is developed and
she advised that the east 500 ft. of this property is zoned C-2 while
the remainder is A-1. Jones said a question had been raised regarding
the remodeling and shifting of internal rest -rooms which are on a
septic tank system.
MOTION
Tarvin moved to recommend approval of this addition subject to 1.
Plat Review comments; 2. Board of Adjustment approving the parking
variance; 3. a sidewalk Bill of Assurance being executed; and 4. a
waiver of the requirement for street improvements to Sunrise Mountain
Road. Madison seconded and the motion passed 3-0-0. -

OTHER BUSINESS:
FIRST PENTECOSTAL CHURCH OF GOD
1351 MORNINGSIDE DRIVE
Jones said she wished to advise this Committee that a request will
be made at the Planning Commission meeting Monday April 22 for a bill
of assurance on a Commission requirement to install drainage and mono-
lithic sidewalk with curb and gutter along this property's frontage.
Jones cited a portion of minutes which reflect that "the church will
comply with the Street Superintendent Powell's recommendation...."
There being no further business, the meeting adjourned at 11:30 a.m.
