AN ADJOURNED MEETING OF THE SUBDIVISION COMMITTEE
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission vas held on Friday, February 8, 1985 at 9:00 A.M. in Room
111 of the City Administration Building, 113, West Mountain Street,
Fayetteville, Arkansas.

This reconvened meeting of the Subdivision Committee was called to
order by Chairman Green.

WEDINGTON AND GARLAND
The only item of consideration today was a proposed change in the
access points and the placement of one building for Woodland Hills
large scale development located on Wedington Drive just west of Garland
Avenue; represented by Ed Rawls and Elliott Hunter.
Jones began by discussing code requirements regarding slopes on public
streets. She said maximum grade on a minor street in hilly terrain
is 15% unless waived by the Planning Commission. She sited tangent
distances and site distance figures.
Jones said the critical question in this case concerns conditions
imposed previously by the Planning Commission and she advised the
developers that SWEPCO has expressed concern regarding the number
of units to be initially built at this location. She also noted that
someone had inquired about property to the northwest of this parcel
with possible plans for development.
Questions were raised as to the planned location of the dumpsters
and Rawls explained that the final location will be selected when
the Sanitation Superintendent specifies the route of sanitation trucks.
Rawls explained that the reason for requesting the proposed changes
is primarily because of the fact that if the original plan were followed,
which would align the Wedington entrance with Hall Avenue on the south,
all of the trees in the southeast corner of the property would need
to be removed and much fill would be required under several of the
structures at great financial expense and lose of stability & aesthetics.

Rawls said that his second option, off -setting the entrance to Hall
is not acceptable to Jones and Street Superintendent Powell, consequently
he has drawn a plan that he feels is a compromise between the original
plan and that decided on by this Committee on July 9, 1984. He said
if he follows requirements for minimum and maximum slopes, he would
need to add 14 ft of fill at least two locations.
Rawls noted that his new plan attempts to get back to grade by using
"s" -curves on the southeast corner which involves losing one building
on the south side and replacing it on the northeast corner by adding
two 90 degree curves (one already exists) at the access point to the
easement for James Street. Jones expressed concern regarding both
access points having multiple curves.
Rawls advised that this situation has occured because of the difficulty
encountered in trying to survey under conditions of heavy brush, which
left some question as to identification of major trees and slopes.
He said the new proposed approach on Wedington is in the same location
but it enters at 4%, makes a curve, then makes a reverse curve back
to natural grade. He said he plans to fill, curb and landscape the
southeast corner to create a ground -view condition (on the east side
of the entrance drive) as well as the west side of the entrance drive
which will include an aesthetic retaining wall with guard rails.
Rawls explained that his plan will allow a vehicle to see and be seen
from a greater distance than was previously possible.
Rawls said original grade approached something close to 12% as it
made the 90 degree turn in front of the club house but if the new
plan is approved it will be only 7%.
Jones asked how the drainage will be handled in the area of the tangent
curves and Rawls indicated that his engineer is on call awaiting notice
of approval before picking up full plans again. He added that what
water would fall would come down the gutters and as it came down the
first curve would be taken off in an underground trough to the drainage
system. Rawls said the southeast corner will be swaled to take the
water down the east property line. He said this development does
not intend to increase the drainage that is presently flowing onto
the property to the east.
Madison inquired about sidewalks and Rawls said that his plans are
to begin the sidewalk at the lower level (on both sides of the private
drive in front of the club house) and use the landscaping to wander
up through the trees with it towards Wedington with some possible
steps. He said he wants to install rocks with the landscaping to
hold the earth and for aesthetic purposes.
Jones noted that the sidewalks need to be ramped at intersections
and added that the State Highway Department has mentioned four-laning
Wedington, which she felt would take place within the next ten years.

She said she had had some concerns about this plan having two access
points both requiring curves which is why she wanted the Planning
Commission to also examine the proposed changes. Jones said she could
now understand the reasons for this new proposal, especially because
these curves will probably not have the speed that a normal residential
street would have.
Madison said she felt this proposal was preferable to the steep grade
that existed in the previous plan. She said as long as sidewalks
were provided for pedestrians, she did not think the hazard was increased
at all. She suggested a sidewalk along the access to James Street
and Rawls replied that he didn't think the Washington Madison Baptist
Association (neighbor to the north) would want a sidewalk across their
property.
MOTION
Madison moved approval of the revised plat subject to 1. the dumpster
location being worked out satisfactorily with the Sanitation Department;
2. proper drainage arrangements being made on the curve at the new
entrance Drive; and, 3. internal sidewalks will still connect with
sidewalks on Wedington Drive. Green seconded and the motion to approve
passed 2-0-0.
Jones suggested these developers contact all of the utility companies
to notify them of the proposed changes.
Green advised that any member of the Planning Commission may appeal
the decision made here today and if that is the case, these plat revisions
will be discussed in full at the meeting Monday, February 11 at 5:00
P.M. He suggested a representative of this development be present.
There being no further business, the meeting adjourned at 10:10 A.M.
