MINUTES OF THE SUBDIVISION COMMITTEE
OF THE FAYETTEVILIE PLANNING COMMISSION
A meeting of the Subdivision Committee of the Fayetteville Planning
Commission was held on Friday, March 23, 1984 at 1:30 p.m. in the
Fayetteville Chamber of Commerce.
MEMBERS PRESENT: Melanie Stockdell & Stan Green
MEMBERS ABSENT: Barbara Crook & Sue Madison
OTHERS PRESENT: Newton Hailey, Jr., Bobbie Jones & Jeanette Crumpler
The meeting of the Subdivision Committee was called to order by Melanie
Stockdell.
MINUTES
The first item on the agenda was the approval of the minutes of the
meetings of February 24, 1984 and March 9, 1984. Again, there being
only one person present who had participated in the said meetings,
the minutes were tabled for approval at the Subdivision Committee
meeting of April 6, 1984.
BUTTERFIELD TRAIL VILLAGE, INCORPORATED
JOYCE STREET
LARGE SCALE DEVELOPMENT
The second item on the agenda was the approval of the Large Scale
Development for Butterfield Trail Village, Incorporated, located on
Joyce Street. Property zoned as R-2, Medium Density Residential District
and A-1, Agricultural District. Truman Yancey, Jerry Mahanke, Walter
Stepanek, Roger Schutte, Perry L. Butcher, Chuck Kirchen & Bob Beal
were present to represent this matter.
Jones presented comments which had been obtained from Larry Poage,
City Fire Inspector as follows: Poage advised that the shakes will
be Western Red Cedar, Class C shakes. They are treated, are flame
retardant, and are supposed to last five times longer than a composition
roof. Poage advised that these are much better than that which is
normally seen in this area. Poage advised that based on the information
which has been provided to them, the City of Fayetteville Fire Department
will withdraw their concern over the shakes.
Stockdell requested to know if there were any problems which the developers
have with the Plat Review Comments. Schutte advised that all of the
information has been provided as requested.

Stockdell requested to know if a drainage agreement had been arranged
between this developer and the City of Fayetteville. Yancey advised
that a document has not been filed on this matter as yet, but there
is an agreement for an easement on this drainage matter. Jones clarified
that this development has been treated as a Large Scale Development
rather than a PUD.
Stockdell requested to know if this developer was agreeable to par-
ticipation in the improvements to Old Missouri Road. Stockdell did
express concern about there being one primary access to this development.
Yancey advised that this developer did contemplate another access
off of Old Missouri Road, but wished to provide this access at the
time of expansion. Stockdell requested to know if there were any
problems with the dedication of the 60' right-of-way in improving
Old Missouri Road. Yancey advised there would be no problem.
Stockdell questioned the matter of the lot split with Jones advising
that this matter will be heard by the Planning Commission on Monday,
March 26, 1984. Jones advised that the only thing that this request
for a lot split would be lacking is the required frontage on an improved
public street for the balance of the property which this developer
has not purchased yet.
Stockdell questioned the parking off of Joyce advising that she felt
there should be a few handicapped spaces to the west of the apartments
to the north. Mahanke advised that the majority of the parking spaces
are assigned and there will be no problem with this as the spaces
will be assigned according to need.
MOTION
Hailey moved approval of the Large Scale Development of Phase I of
Butterfield Trail Village, Incorporated, contingent upon the Plat
Review Comments. Motion seconded by Melanie Stockdell. Motion passed
2-0-1 with Stan Green abstaining from vote.

LARGE SCALE DEVELOPMENT
The third item on the agenda was the approval of the Large Scale Devel-
opment for El Chico's Restaurant, located on Front Street. Property
zoned C-2, Thoroughfare Commercial District. Mr. Tom Hopper was present
to represent this matter.
Stockdell advised that all appeared to be in order with this Large
Scale Development.

Jones advised that this developer was supposed to get with the SWEPCO
regarding load requirements as well as checking with Warner Amex Cable
regarding their requirements. Hopper advised he has not taken care
of this matter yet, but will upon receipt of the plans.
Hailey moved approval of the Large Scale Development contingent upon
Plat Review Comments. Motion seconded by Stan Green. Motion passed
3-0.
There being no further business, the meeting adjourned at 2:15 p.m.
