HomeMy WebLinkAbout1983-11-28 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the,Subdivision Committee of the Fayetteville Planning Commission was held at 4:00 P.M. on Monday, November 28, 1983 at the Fayetteville Chamber of Commerce. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Melanie Stockdell, Barbara Crook. 'Don Hunnicutt. Wayne Jones, Dale Frederick, Bobbie Jones F, Jeanette Crumpler. Barbara Crook called the meeting to order. Upon a motion by Stockdell and a second by Crook, MINUTES the minutes of the Subdivision Committee meeting of November 4, 1983 were approved as mailed. The only item to be reviewed was the Large Scale Development Plan for Drake Field improvements (Municipal Airport) located on South School (Highway 71), to be approved by the Planning Commission as a conditional use A waiver of the maximum width for a curb cut for a private drive is requested as well. The property is zoned.A-1, Agricultural District. LARGE SCALE DEVELOPMENT DRAKE FIELD CITY OF FAYETTEVILLE, MUNICIPAL AIRPORT Crook stated that as she sees it at the present time, we do not have a true large scale development plan. What it appears that we have is the Drake Field Airport layout plus the Plat Review Comments which would, at some point, result in a Large Scale Plan. This Large Scale Development. would have to meet the requirements of any Large Scale Development as per the City Ordinances. (Appendix C, Art. IV, Section I). She stated more specifically that this. would include: easements shown on the plat, roads, setbacks, etc. Mr. Wayne Jones then advised that the roads, setbacks, etc. were not required to be shown on the plat, per se, by FAA. Crook reiterated that what she was referring to was the fact that they do not have a Large Scale Development Plan which complies with the City Codes at this time. Crook wished to know what was being asked of the Subdivision Committee, if the entire plan was being presented as a Large Scale Development in one piece so they do not have to return? Bobbie Jones advised that "yes;' that was her intent. Bobbie Jones then stated that the plats would need to be updated to show easements, buildings, etc. in each phase of the construction. Melanie Stockdell requested if perhaps this Large Scale Development should be taken before the Update Committee because the area zoning is going to have to be changed in the master plan. Crookstated this could probably be approved as a Con- ditional Use, leaving the zoning change up to the Update Committee. Bobbie Jones advised that she thought the changes in the master plan were more to keep the development around the airport spread out so nothing is of close density or high use. Crook stated this is of great concern to the Planning Commission. Crook stated they would go through each of the requests made by the Plat Review Committee to be sure these were acknowledged: /32 • SUBDIVISION COMMITTEE NOVEMBER 28, 1983 PAGE TWO 1) Mr. Bunn had requested a 25' easement along the west and south sides of the new access road, and would also need a 20' easement from the access road back south along the west side of the future flight service and future air traffic control building as well as a 20' easement down the west side of future fixed base operations and T -hanger sites. 2) Arkansas Western Gas had asked that the one along the west side of the future fixed base operation and T -hanger site be widened to a 30' utility easement. Crook asked if there would be any problem with granting these easements. Wayne Jones stated there would be no problem with that and what little discussion has been carried on with Airport Management as far as granting easements, it was their intent all along that 25-50', depending upon what was needed for utilities along the south and west sides of the access road, would be granted for that purpose. Wayne Jones stated there was a need for an easement between the control tower site and the service drive which serves the T -hanger. That area was primarily reserved for utilities. This is an approximate 80' wide strip. 3) Crook stated that Clayton Powell addressed improvements to McCollum which in turn led to questions about right-of-way for McCollum Road and for the other service roads. Crook stated that what seems to be the. greatest request all the way through Plat Review is that the City acquire and define right-of-way for the access road plus McCollum Road, and the other roads which border Airport property. Wayne Jones advised that the Board of Directors has made some definite decisions which were based on FAA requirements. He stated federal monies were being used to construct the new access road and because of that, this access road cannot be used to serve the general public. Therefore, the access road is entirely separate and cannot be connected to McCollum Avenue, Airport Road or Stella Avenue. Wayne Jones stated that initially, the Airport Committee had decided to use McCollum Avenue or that portion of McCollum Avenue from the pump station south as the Airport Road and they then found out that since McCollum was considered a public road, FAA would not participate in construction funding. Therefore, they backed up and put the access road inside airport fencing. The City has had a property survey made of the Airport property itself and property monuments have been established. The property boundary is primarily the west edge of the existing gravel McCollum Road. Wayne Jones stated that it has been ° their intent that a 50' wide easement be set up for the new access road to serve ° the east side and that easement, where it intersected McCollum Avenue, would . correspond with the Airport property line itself. Crook stated that according to the Plat Review minutes, Powell also requested that the statement, "Not for general public use" be incorporated in the plat in order to make this clear and have some element of control. Stockdell asked if there was a problem in showing that on the plat. Bobbie Jones reiterated that Powell was referring to ve- hicular traffic on this new road. Wayne Jones stated there were no restrictions with regard to vehicular traffic as the only access from this road would be to airport functions. Crook reiterated that this needed to be stated on the plat map. • Crook restated that Wayne Jones had mentioned that the Airport would be willing to dedicate easements along the south and west sides of the access road for ) 33 SUBDIVISION COMMITTEE NOVEMBER 28, 1983 PAGE THREE utilities. Since this would need to begin somewhere, a 50' right-of-way is needed for the access road and then the easements can be documented to the east, west and south side for utility companies, which they are crying for. Bobbie Jones added that the utility companies' concern is due to Ordinance #2926 which was passed by The Board of Directors which was concerned with "Terms and Conditions under which public utilities may occupy streets, highways or other public places." Bobbie Jones stated that The Board of Directors became quite strict about paying for relocation -costs in the event of streets being improved. Mrs. Jones stated that the ordinance calls for public utilities to refrain from erecting their services more than 7' inside the right-of-way line of a public street. Then when the City comes back to widen the street, if they widen the right-of-way and the utility is located more than 7' in, the pro- blem of relocation begins. The utility companies do not wish to bear the cost of relocation, and the City does not want to bear the cost of relocation. There- fore, utility companies are requesting that the right-of-way be dedicated so they can determine where they must be, easement -wise. Future relocation will not be an issue if this is accomplished now. Discussion was then carried out as to whether or not Stella Avenue and Airport Road were on City property. Dale Frederick then advised that these roads were on City property. Bobbie Jones advised that if the roads were in use for more than seven (7) years, they cannot be blocked off. Frederick advised it was not their intention to interrupt any of that service. Bobbie Jones stated that the utility lines will be coming into the Airport from the north down; McCollum Road on its west side. Wayne Jones advised that where the road terminates at the pump station on the northeast corner, the utility poles are approximately 5' on City property. Wayne Jones stated that there had been talk with Arkansas Western Gas about relocating the high pressure gas line because of its infringement upon the possible development area south of the new access road. The Airport would like this relocated to the north side of the access road which is presently under construction. Crook stated she felt this was the time to get easements and get them on record. If they are there, that is fine, but they need to be on record and recorded as part of the large scale development plat. Wayne Jones stated the only easement which would be a problem initially would be from the pump station south to McCollum Road at its intersection with Airport Road. In interpreting Judge Lineberger's recent definition of existing right-of-way for McCollum Road, Mrs. Bobbie Jones stated this refers to the width of the ruts. The Airport property line is basically at that same point. If this is the case, the power company can be given an easement on City property out of existing Mc- Collum right-of-way. 4) Don Osburn had asked that the streets be named and the buildings be numbered. Discussion was then carried on with regard to the naming of the new access road. Wayne Jones asked if this street was to be renamed each time it changed direction. Bobbie Jones advised that this was the case and she did understand Mr. Osburn's concern because house numbers are set up based on the zero location being Center Street and East Avenue. Everything running south is a south number and every- thing running north is a north number. If you have a road which takes two or 13� • • SUBDIVISION COMMITTEE NOVEMBER 28, 1983 PAGE FOUR three different angles, Osburn would want a different name from each angle in older that he may clarify by west, south, etc. Bobbie Jones then cited an instance where the City Board was asked to name an entire road, namely County Road 650. Crook stated this road would be on City property and would not be for public use, and therefore, would not seem relevant. Wayne Jones also stated there would not be many meters on the Airport property. Frederick finalized by saying there would be no problem with the numbering. Mrs. Bobbie Jones did question further expansion of the airport. With regard to Osburn's concern on Airport access, Frederick stated there were emergency procedures which Mr. Osburn's Department could follow in the event of a water line breakage, etc. This procedure has already been worked out. Crook stated what it seems to boil down to is that the streets be named and hangers be numbered to the satisfaction of the people involved. Crook questioned the setbacks between the T -hangers. Frederick advised there was really no major problem there. This is just a.matter.ofrreplatting them on the map. Wayne Jones advised that this was merely a planning diagram, i.e., a point of reference and distances between buildings were not meant to be to scale. Crook advised that Bobbie Jones, Planning Administrator, will need a Bill of Assurance for the sidewalk with some discussion by Frederick and Wayne Jones. Melanie Stockdell affirmed the fact that to get this matter approved by Sub - Division Committee and on to Planning Commission, the Airport must state they are willing to execute a Bill of Assurance as required by City codes. Frederick advised the Board of Directors would have to do this, but he did not think there would be a problem. Crook advised that according to Mrs. Jones, if the areas around the T -hangers were paved, Mrs. Jones felt parking would be adequate. Mrs. Jones advised that the requirement would be one per 500 square feet of floor area of the enclosed passenger terminal area. All other uses are as may be required by the conditional use permit. Melanie Stockdell asked if there could be some contingency made on the parking so that this matter is not closed before there is opportunity to make sure there is adequate parking. Bobbie Jones also advised there was lack of the required landscaping, i.e., 10% vegetation with a 25' setback between parking and the street, or 20% vegetation and a 15' setback between parking and the street. Crook stated that it was going to be necessary that the increments of airport development, as they occur, be brought back to the Planning Office. Crook stated one final matter which needed to be discussed was the waiver of the curb cut greater than 40', which is something that needs to be worked out with the State Highway Department. Wayne Jones advised that the permit was granted last January or February for the curb cut at a width of 124' from where the radius begins on each end to the other to allow for the turning radii. Crook reiterated that an as -built plan showing all buildings, paving, utilities (including service lines) and easements would need to be submitted to the Planning Office. Mrs. Jones stated that the Airport Department does need to have someone responsible for being sure that the City gets the as -built plans. /35 SUBDIVISION COMMITTEE NOVEMBER 28, 1983 PAGE FIVE Barbara Crook then moved that the Subdivision MOTION Committee recommend: a) The Request for Conditional Use be granted, that a waiver of the landscaping requirements for the east/west section of the access road be waived; b) That the 40' curb cut be waived and that 124' be granted. c) That the right-of-way description for the access road be provided to the Planning Office and easements as requested in the Plat Review Comments. Both shall be written and recorded and will be shown on the Large Scale Development Plat. d) That the naming of the Access Road and numbering of the meters shall be worked out to the satisfaction of other City Departments. e) That the drainage, as it affects other City facilities, will be worked out to the satisfaction of the City Engineer. f) This motion is subject to other Plat Review comments that have not been specifically waived or commented upon up to this point. g) Crook also moved that as the Airport develops, each phase must be submitted through the Planning Office to be checked for compliance with the general Large Scale Development. Due to the fact that this meeting was extremely pressed for time, no second to this motion was obtained, and the meeting was adjourned at 5:05 for presentation at the Planning Commission meeting to follow immediately. 136 A
