MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee of the Fayetteville Planning Commission
was held at 1:45 P.M. on Friday, November 4, 1983 at the Fayetteville Chamber
of Commerce.
MEMBERS PRESENT: Don Hunnicutt, Barbara Crook.
MEMBERS ABSENT: Melanie Stockdell.
OTHERS PRESENT: Dennis Hill, Bobbie Jones, Jeanette Crumpler.
Chairman Don Hunnicutt called the meeting to order.
The minutes of the Subdivision Committee meeting of Friday, October 7, 1983 were
approved as mailed.
The only item to be reviewed was the Large LARGE SCALE DEVELOPMENT
Scale Development plan for Mong Dynasty MONG DYNASTY RESTAURANT
Restaurant located at 1998 North College NORTH COLLEGE AVENUE
Avenue, zoned C2, Thoroughfare Commercial. LAWRENCE MONG
This includes a request for waiver of driveway
safety zone. Chairman Hunnicutt asked Barbara Crook if she was in favor of
making a recommendation to the Planning Commission that request for waiver of
driveway safety zone for Mong Dynasty Restaurant be granted.
Bobbie Jones stated that what Dennis Hill was hopeful of was that Mr. Hill could
begin work with the understanding that if the waiver of safety zone were not
granted, then he would just go ahead and work within the boundaries of the
requirements.
Barbara Crook questioned about the wording in Mr. Hill's letter of the State
Highway Department measuring from.:the property line on the driveway.
Hill advised that the Arkansas State Highway Department measures the width of the
driveway and safety zone wherever.. it crosses the property line.
Barbara Crook asked if Mr. Mong had any problems with the sidewalk Bill of
Assurance or dedication of utility easements.
Mr. Hill advised that Mr. Mong had no objection to the sidewalk requirements at
all.
Hunnicutt asked if Bobbie Jones had gotten all the easements worked out. Bobbie
Jones asked Mr. Hill if Mr. Mong had any objections to the easements requested.
Mr. Hill advised that Mr. Mong had no objections.
Bobbie Jones asked Mr. Hill if he had ever talked to Wally Brt with regard to
Sanitation "service. She advised Mr. Hill that Mr. Brt prefers dumpsters in the
case of a restaurant.
Mr. Hill advised that Mr. Mong is intending on using cans instead of a dumpster.
Mr. Hill advised that it would be extremely difficult to get a Sanitation truck
in to service a dumpster.

Bobbie Jones requested he be sure to work with Mr. Brt on this.
With regard to the flood plain, Crook asked what the finished grade of the
parking lot would be.
Hill advised that the steepest part would be approximately 711%, and that to
maintain the storage reservoir in the flood way, they would have to keep the
elevation at approximately 97.
Crook asked if this matched the capacity for the State Highway Department inlet
under Highway 71.
Hill advised that the State Highway Department has not looked at it yet and a
drawing has not yet been submitted, but he advised that he would find out what
the flow would be designed for and insert a large enough drain to handle it.
Barbara Crook moved recommendation of approval MOTION
of the Large Scale Development plan, including
a recommendation that the driveway safety zone waiver be granted as requested
and subject to Plat Review comments, in particular, the Sidewalk Bill' of Assurance
and Utility Easements. Hunnicutt seconded the motion, which was approved unanimously.

Bobbie Jones advised that Mr. Hill would like to go ahead and start before the next
Planning Commission meeting of November 14th.
Barbara Crook stated that the Subdivision Committee could accept no liability
in case the Planning Commission were to turn this down, but did not object to
Mr. Hill beginning work.
Hill advised, however, if the driveway safety zone waiver were not granted, some-
thing else would just have to be worked out on the parking; but this would not
affect the building. Hunnicut advised that he did not think there would be any
problem, as normally, the Planning Commission takes what is recommended by the
Subdivision Committee, and he thought it would be pretty safe to go ahead and
start, as the only problem would be something the neighborhood might complain
about and that type of argument would not be present here.
Bobbie Jones advised that most of the property abutting the subject property
has the same zoning.
The meeting was adjourned at 1:S5 p.m.
