MINUTES OF A SUBDIVISION COMMITTEE FETING
A meeting of the Subdivision Committee of the Planning Commission was held on
Friday, May 6, 1983 at 1:30 P.M. in the Fayetteville Chamber of Commerce.

The minutes of the April 8 and April 22 meeting were approved as
distributed.
The only other item under
consideration was approval
of a Large Scale Development
Plan for Keyport Self Storage
to be located south of Sycamore
Street and east of Highway 71; Keyport Venture, owners; property zoned C-2,
Thoroughfare Commercial District. Jerry Wilson and James Wilson were present
as well as adjoining property owner Eugene Glover and Realtor Kenneth Lazenby
(representing adjoining property owners Mrs. Winston Lindsay, et al, and
Ed Lindsay).

Chairman Don Hunnicutt asked if any part of Building A had been eliminated to
allow for the easement which was requested. James Wilson explained that one
bay had been removed from the east end of Building A, which Jerry Wilson said
shortened the building by about ten feet. It was noted this was shown on the
revised plat. There was some discussion about the fact that Don Bunn had asked
for a minimum 35 foot easement in Plat Review Committee meeting, but that only
a 25 foot easement is shown on the plat. James Wilson explained he had met
with Bunn and Bunn had agreed to 25 feet since this is just for service to the
building and not for public service. Hunnicutt asked that the owners get some
confirmation from the City Engineer before the Planning Commission meeting.
It was explained that Building A would get service off existing sewer line and
off the proposed water line to be relocated. The proposed water line is shown
to be cutting the corner of adjoining property owner Glover's property.
Jerry Wilson distributed an additional informational sheet on Keyport Self
Storage to the Committee members. He explained there will be one sewer hookup
and one water hookup for an apartment in Building A.
Bobbie Jones said the apartment would be permitted (only as housing for
caretakers) and would have to be approved by the Planning Commission.
Mr. Kenneth Lazenby, realtor, said he had received a call from adjoining
property owner Ed Lindsay, who resides in Connecticut, who just received
notification of the proposed project. Don Hunnicutt explained to Lazenby
that the notification sent to Lindsay applies to a conditional use request
which goes before the Planning Commission on Monday, May 9. He said comments
from property owners will be heard at that time.

Barbara Crook brought up the fire hydrant requirement mentioned in Plat Review
Committee. Bobbie Jones said there was a fire hydrant on North College but
traffic on College would be completely blocked if that one were used; and
another located at Sycamore and Walnut which she thought was 300 to 350 feet
away from the property corner. She said the fire hydrant was recommended, not
required, by Fire Inspector Larry Poage. James Wilson said there will be no
wood involved in the units, only concrete block and metal. He said the
partitions between the units would be metal, not masonry.
Don Hunnicutt brought up parking requirements per Bobbie Jones in Plat Review
comments and Jerry Wilson asked if this requirement was for the building area
or the total complex. Jones said one space per 1,000 square feet was based on
total square footage of building floor space. She said the only type of
occupancy which parallels this use in the Code is that for warehousing and
wholesale. Jerry Wilson said they intended to have a few spaces near the
business office but did not see the need for additional parking as people will
only pull up to a storage unit and leave again. He said they had done traffic
studies on a complex similar to this in Tulsa (even larger) and had an average
of 2.19 cars per hour. Don Hunnicutt said a waiver from the parking requirement
can only be given by the Board of Adjustment and cannot be waived by Subdivision
Committee. There was some discussion on the parking and it was generally agreed
that there was more than adequate paved area around the buildings to meet the
parking requirements, that this simply needs to be shown on the plat to indicate
the number of required spaces and, in actuality, the spaces would never have to
be striped, if the waiver was granted. Jerry Wilson said they have used
asphalt or concrete for similar projects and which they will use will be
determined by soil conditions and cost.
Barbara Crook pointed out a 71 foot easement was shown where the Telephone
Company had requested 15 feet. James Wilson explained they had thought Roy
Hawkins had meant for 71 feet to be on their property and 71/2 feet on the
adjoining property, for a total of 15 feet. They said they wanted clarification
on this directly from Mr. Hawkins. Hunnicutt said this must be clarified before
Planning Commission meeting.
Barbara Crook brought up the subject of storm drainage on-site and James Wilson
said they will install a junction box. Crook said the drawing does not show
an inlet and said it would make more sense to have the inlet on the parking lot
side and this should be shown on the plans.
Bobbie Jones said they propose to have poplar trees as screening, which won't
be total screening but will, in her opinion, look better than a privacy fence.
Jerry Wilson said they do intend to have a chain link fence for security pur-
poses and stated he thought the grade at the top of the hill will make it such
that a screening fence would not even be of any benefit. Hunnicutt said the
Planning Commission will decide whether to approve vegetation in lieu of
fencing.
Bobbie Jones said additional right-of-way is needed for widening of Sycamore and
an instrument must be drawn up to this effect before a building permit can be
issued. Jerry Wilson explained they still intend to give the ten feet that is
required but to give the 20 feet that was recommended would be a hardship.

Jerry Wilson asked about the possibility of waiving the front building setback
along Sycamore, as he thinks it would look nicer to have the building closer
to the street than for the setback area to get filled in with junk that
people will park there. Bobbie Jones said the Code allows the setback to be
reduced from 50 feet to 25 feet, if there is no parking between the building
and the street and if there is 10% landscaping. She said for anything less
than 25 feet, an appeal must be made to the Board of Adjustment. Wilson said
if he were permitted to move the building close to the property line, this
would save on some fencing and he would also move his driveway.
Bobbie Jones said City Manager Don Grimes had requested the property be cleaned
up in connection with the first building that is constructed. Jerry Wilson
said they intend to pre -grade and clean up the entire property before they
start any construction.
Barbara Crook moved to recommend approval of the Large Scale MOTION
Development to the Planning Commission pending 1) compliance with
Plat Review comments, 2) indication of a storm inlet either on the parking side
or as a driveway inlet, 3) indication of adequate area for parking, 4) that
Planning Commission address the question of trees in lieu of fencing on the
east boundary, and 5) subject to clarification that the 25 foot easement is
permitted by City Engineer Don Bunn. The motion was seconded by Don Hunnicutt
and passed unanimously.
• Bobbie Jones said she would have to do further research on the question of the
lot split.

Bobbie Jones told James Wilson, if he decides to have( a 25 foot building
setback on Sycamore, this must be shown on the drawing, as well as showing
no paving and showing 10% landscaping.
Bobbie Jones said last week the Board of Directors passed an ordinance which
allows her to act on requests for sidewalk waivers in the form of granting a
Bill of Assurance which says the owner will build a sidewalk at the call of the
City. She said since there is a sidewalk along Sycamore Street, she will ask
that this be kept in good repair or rebuilt and since there are no sidewalks
nearby on North College, she will accept a Bill of Assurance for that. Jerry
Wilson said he intends to tear out the sidewalk on Sycamore and replace it.
Bobbie Jones said five feet of width in addition to the curb is required and
he must ramp it down for the handicapped at driveways.
Jerry.Wilson asked that a correction be made to Plat Review Minutes on page
two, that in paragraph 3, under (2), "Architect Jerry Wilson" be changed to
"Architect James Wilson". A correction to page three was that paragraph 2 be
changed to read "Mr. Pearson said there would be non-combustible metal partitions
between each rental and the exterior would be concrete blocks."
Bobbie Jones said, if construction stops after the first building is completed,
she needs an as -built plot plan at each stage of completed construction. She
said the building permit for Building A must be obtained before May 27th, which
is the deadline for getting sewer hookups.
