HomeMy WebLinkAbout1983-04-08 - Minutes9 7� • • • MINUTES OF A SUBDIVISION COMMITTEE FETING A meeting of the Subdivision Committee of the Planning Commission was held on Friday, April 8, 1983 at 1:30 P.M. at the Fayetteville Chamber of Commerce. MEMBERS PRESENT: Don Hunnicutt, Barbara Crook MEMBERS ABSENT: Melanie Stockdell OTHERS PRESENT: Gary Carnahan, Bobbie Jones, Suzanne Kennedy Barbara Crook moved to approve the Minutes of MINUTES the meeting of March 11, 1983, as mailed. The motion was seconded by Don Hunnicutt and passed, 2-0, with Melanie Stockdell absent. The only.. item on the agenda was to review the Large Scale Development for Oakshire Apartments, Phase 3, Lots 8-12 of Block 2 of Kantz Place, located north of Highway 45 and east of East Oaks Drive. Gary Carnahan, engineer, LARGE SCALE DEVELOPMENT OAKSHIRE APARTMENTS -PHASE 3 KANTZ PLACE -BLOCK 2, LOTS 8-12 EAST OAKS DRIVE $ KANTZ PLACE was present. Don Hunnicutt pointed out,: if it were not for the request for a waiver on the tennis courts, this Large Scale Development would not have to go on to the Planning Commission for approval. Carnahan said he had forgotten to show the landscaping and the adjustment on the parking on the revised plat. Bobbie Jones explained the two parking spaces on the east end must be five feet away from the property - that when these spaces are eliminated, they will be three spaces short of the required number. She said 10% landscaping is required between the two parking lots and Kantz Drive and on East Oaks Drive between the parking lot and the street and between the building and the street because, in the R-0 District, this is required for a 25 foot building setback as shown. She said sidewalks are required on the other side of Kantz. Barbara Crook brought up the question of site drainage as discussed in Plat Review meeting of March 28 and asked Carnahan what plans he had for taking care of the drainage on the site as required by Clayton Powell. Carnahan commented that he never was required to take care of drainage on the site before. Crook asked if the drainage could go to the nearest inlet with some storm drains. Hunnicutt asked about making outlets at the parking lots and swaling the drainage. Carnahan said the drainage will all go to the north, stressing that the street is much lower than the property. Hunnicutt asked Carnahan to work something out with Clayton Powell before Planning Commission meeting, pointing out that Powell will be the one to do the final inspection. Carnahan said Powell has a rule you can only let water run in the gutters along the street 700 feet without storm draining it. • Subdivision Committee Minutes April 8, 1983 Page Two Barbara Crook said the subdivision ordinance states, under Large Scale Developments, to comply with those requirements of Article III, Section A of subdivision regulations pertaining to streets, surface drainage, etc. and that the surface drainage shall be transported to existing storm sewers, that they have drainage facilities or natural drainage ditches approved by the City Engineer. She pointed out the City would wish to prevent the kinds of drainage problems such as those on the western slope of the City and to prevent situations where there can be a succession of subdivisions without ever handling drainage coming off the parking lots. Bobbie Jones said the east building must be ten feet from the east property line, not 81 feet as shown. Regarding the easement referred to by Arkansas Western Gas, Carnahan said the units will be all -electric and the easement will not be required. Bobbie Jones said lot numbers will suffice for a legal description except for the lot where the tennis court is. She said the engineer's seal is not required until the plans are submitted for a building permit. Crook suggested sending the whole development on to the Planning Commission since revisions are so incomplete, and Hunnicutt suggested if corrections were made before Monday, approval could be recommended. Regarding the water line easement requested by Don Bunn, Carnahan said they plan to bring that line up through the existing 25 foot easement, and said they would make the water meters line up with the sidewalk. Bobbie Jones said she had talked to the City Attorney regarding the overturned parks ordinance and the judge's decision has not yet been recorded. She said McCord is going to request a Writ of Supercedous to allow the City to enforce the ordinance while it is on appeal and, if the City loses the appeal, whatever funds or lands which come in during the process will be returned to the developer. She said, for this development, the existing buildings will not apply, but that the parks fee would be $85 per new unit, that 1/3 of this will be due when the building permit is issued, the other 2/3 in two equal annual payments. She said the requirements go with the land, if it should sell. Barbara Crook moved that, if revisions (including Plat Review comments) and Clayton Powell's recommendations on drainage (either in person or in writing) are submitted by April 11, the Subdivision Committee would recommend the development be approved by the Planning Commission. The motion was seconded by Don Hunnicutt and passed, 2-0, with Stockdell absent. Bobbie Jones asked Carnahan to write her a letter requesting the property line adjustment. Carnahan said it would not be a lighted tennis court. • Hunnicutt said no fence is required but Bobbie Jones said that requirement will be imposed on the C-1 property to the south of this when it develops. With no further business, the meeting adjourned at 2:05 P.M.
