A meeting of the Subdivision Committee of the Planning Commission was
held at 1:30 P.M., Friday, April 23, 1982 in the Director's Room, City
Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Don Hunnicutt, Barbara Crook, David Williams,
Melanie Stockdell.
MEMBERS ABSENT: None.
OTHERS PRESENT: Gary Carnahan, Bobbie Jones, Cynthia Stewart
The minutes of the March 5, 1982
Subdivision Committee meeting were approved
as mailed.
MINUTES
The next item of business LARGE SCALE DEVELOPMENT
was the approval of the Large COMMERCIAL STRUCTURES
Scale Development Plan for 2100 NORTH COLLEGE
Northwest Arkansas Grocery Company
to be located at 2100 North College
Avenue (between Ken's Pizza and Popeye's Chicken); Northwest Arkansas
Grocery Company, Developer. Property zoned C-2, Thoroughfare Commercial
District and R-1, Low Density Residential District.
Gary Carnahan of Lindsey and Associates was present to represent.
The Committee discussed the Plat Review Committee meeting minutes and the
developer's requirement of seeking a conditional use for the proposed storage
structures on the South side of the property.
Some of the items discussed at the Plat Review Committee meeting had been
resolved by the Developer, the 12-1/2 ft. safety zone requirement for the
South drive had been incorporated into the plan and the aisle width requested
South of the proposed canopy by Wally Brt had been provided.
Barbara Crook stated the parking still appears to be insufficient.
Gary Carnahan replied that some of the storage space had been reduced. It
was agreed that there was still a need for one additional parking space for
which there is ample room on site (61 spaces are required and 60 are shown
on the plan).
Bobbie Jones stated that she had adjusted the zoning boundary on the
property as allowed by ordinance on parcels where the zoning is split. She
has adjusted it the allowable 50 ft. However, the property will still
contain a small amount of R-1 zoning. This brought up the question of
screening between the commercial use and the R-1 property to the East.
Barbara Crook moved the Large Scale Development be recommended to the
Planning Commission for approval with the following comments:
1. Developer is to satisfy items raised at the Plat Review Committee Meeting
such as site drainage, easements, zoning boundaries and parking requirements.

2. Recommendation on Conditional Use approval and screening requirement
waiver request is deferred until formal requests are made to the Planning
Commission by the Developer.
Melanie Stockdell seconded the motion which was passed unanimously (4-0).
There being no further business, the meeting adjourned at 2:10 P.M.
