HomeMy WebLinkAbout1982-03-05 - Minutes• 1 MINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Subdivision Committee of the Planning Commission was held at 1:30 P.M., Friday, March S, 1982, in the Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Chairman Don Hunnicutt, Barbara Crook (one position vacant). MEMBERS ABSENT: David Williams OTHERS PRESENT: Gary Carnahan, Bobbie Jones, Cynthia Stewart. The first item of business LARGE SCALE DEVELOPMENT• was the Large Scale Development Plan THE COLONY SHOP for the Colony Shop, to be located East of FRONT STREET Front Street, South of Stearns Road and South and West of the intersection of Stearns Road and Joyce Street. Property is zoned C-1, Thoroughfare Commercial District. Colony Shop of Fayetteville - Developer. Gary Carnahan was present to represent. Bobbie Jones stated the Developer of the A $ W Subdivision is doing some site excavation that requires a Flood Plain Development Permit. Carnahan stated this property is not in the Flood Plain. Barbara Crook stated she worked with this site at the time the Subdivision Plat for the A $ W Realty property was submitted. She said there are severe drainage problems associated with this site. She felt that as lots are developed the drainage structures could be overloaded. Hunnicutt asked if this was a platted lot. Bobbie Jones stated that a final plat was never submitted for this property. She said the developer of this tract will have to obtain a waiver of the subdivision regulations (lot split). It will be considered by the Planning Commission prior to consideration of approval of the Large Scale Development Plan. Bobbie Jones said that sidewalks should be required with this development. According to the requirements at the time this property was approved on a preliminary level, the Developer (A $ W Realty) was required to construct sidewalks and install street lights. According to the Master Sidewalk Plan, sidewalks are required on Highway 71 B. She felt the sidewalk in connection with this development should be constructed along Front Street. Gary Carnahan stated there is a lot between this lot and Highway 71B, and sidewalk in connection with 71B should be required when that lot is developed. Bobbie Jones stated she recommends that lot split approval be contingent upon this developer constructing a sidewalk along Front Street for the entire frontage of his property. She said the developer may want to negotiate with A $ W Realty as to who actually constructs the sidewalk. Hunnicutt stated this should be discussed at the Planning Commission level as the Subdivision Committee cannot approve a lot split. Barbara Crook moved the Large Scale Development Plan for the Colony Shop be approved with the following conditions: 1. Recommend a waiver of the safety zone for the Southern drive from 12-1/2 ft. from the South property line to 10 ft. 3. Street lights shall be installed at the Northwest corner _and the Southwest corner of this property where it intersects with Front Street. 4. Drainage will be handled in such a way that surface drainage from this development will be controlled until it reaches the creek: Drainage will be subject to the approval of Clayton Powell, City Street Superintendent. Don Hunnicutt seconded. The minutes of the February 19, 1982 meeting MINUTES of the Subdivision Committee were approved as mailed. There being no further business, the meeting adjourned at 2:10 P.M.
