MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee of the Planning Commission was held
I at 4:30, P.M., Monday, September 28, 1981 in the Directors Room, City Administration
Building, Fayetteville, Arkansas
MEMBERS PRESENT: Chairman Don Hunnicutt, David Williams.
ABSENT: Elizabeth Crocker, Newton Hailey (on temporary leave).
OTHERS PRESENT: Gail Mainard, Harry Gray, Bill Martin.
The minutes of the September 11, 1981
meeting of the Subdivision Committee were:
approved as mailed.

The next item for consideration was CONCURRENT PLAT
the approval of the Concurrent Plat to Replat REPLAT LOT 8, BLOCK 3,
Lot 8, Block 3, Kantz Place, located West of KANTZ PLACE
East Oaks Drive and North of Arkansas
State Highway 45; Gordon Wilkins - Owner and
Developer. Property Zoned R-2, Medium Density Residential District.
Gail Mainard was present to represent.
The Chairman asked if the easements for service lines crossing lot lines
had been taken care of.. Gail Mainard stated utility lines had been covered in
the Bill of Assurances enclosed with the Agenda.
Hunnicutt asked if there were any other comments from the Plat Review Committee
meeting that might apply. Bobbie Jones stated she needed to discuss parks fees
with the City Attorney to see if they apply to this Concurrent Plat.
David Williams moved the Concurrent Plat, a Replat of Lot 8, Block 3,
Kantz Place be approved subject to Plat Review Committee comments.
Don Hunnicutt seconded The motion passed (2-0).
The next item for consideration was the CONCEPT PLAT
approval of the Concept Plat of STONE GATE
Stone Gate located North of Highway BILL .MARTIN
45 East and East of Box Avenue; Bill Martin,
Owner and Developer. Property zoned R-1, Low
Density Residential District.
Harry Gray and Bill Martin were present to represent.
Bobbie Jones stated she had sent copies of the concept plat to the City Fire,
Street and Water $ Sewer Departments. She had received the following comments:
The Fire Department recommends two additional fire hydrants, one to be located
on the North point of Lot 6 at the intersection, and the second to be located
on the South line of Lot 4.
The Water..$ Sewer Department commented they have had water pressure problems
at points on Highway 45 East. Harry Gray statedt..the Developers intend to
install a lift station for sewer.
Hunnicutt asked if the green space would meet PUD standards. Harry Gray
stated there would be 2.6 acres of green space. However, Gray stated he had

discussed this Concept with the City Attorney, the City Attorney felt the best
way to present the Concept would be as a standard subdivision and request the
Planning Commission to waive the frontage requirement on a public street.
The Developer wants the street within the Concept to be private. Also, the
maximum length for a dead end street will have'to be waived.
Hunnicutt asked what the percentage of green space would be as presented.
Gray replied S%, Lot 4 will be a park.
Bobbie Jones suggested submitting the Concept as a PUD with the developers
requesting a waiver of the green space requirement. Jones asked if these would
be single family lots. Gray stated they would be.
Gray stated it would not be necessary to submit this as a PUD except for the
private street.
Bobbie stated a waiver would be needed for the green space requirement and for
the maximum length for a dead end street if this is submitted as a PUD.
Hunnicutt stated if the Concept is submitted as a subdivision, the only
waiver required would be for the frontage requirement on.a public street.
Gray stated the Property Owner's Association and the protective covenants
for the subdivision will be similar to those submitted for a PUD. Gray stated if
this is submitted as a PUD, the 30% open space would necessitate smaller lots.
He said the concept is to provide larger lots. The green space requirement, if
this Concept is submitted as a PUD, would be 12 acres.
Gray stated the concept is to have a regular subdivision with a private street.
The length will be over the maximum however, the number of units will be far below
the maximumsi
Hunnicutt suggested passing this item on to the Planning Commission without
recommendation. He said he would like to form a policy wherebya Concept Plat
will go directly to the Planning Commission without review by the Subdivision
Committee, since the Subdivision Committee cannot take action.
