MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee of the Planning Commission was held at
1:30 P.M., Friday, August 7, 1981, in the Directors Room, City Administration
Building, Fayetteville, Arkansas.

The minutes of the July 24, 1981
Subdivision Committee Meeting were approved
as mailed.
MINUTES
The Committee reviewed( the COMMERCIAL PUD
preliminary plat of Northview Heights NORTHVIEW HEIGHTS
located South of Rolling Hills Drive and J.B. HAYS
East of North College Avenue; J. B. Hays,
Owner and Developer. This phase of development
is zoned C-2, Thoroughfare Commercial District.
Ervan Wimberly and Al Harris were present to represent.
Bill Storey was present representing an adjoining property owner, L. D. Parks.
Addressing the Plat Review Committee Meeting minutes, Don Hunnicutt asked if
the Planning Commission had in fact made a condition of approval that the
streets within this development be public. Bobbie Jones stated the motion to
approve included a condition that the streets within the development be built to
City Standards (concrete, with 31 ft. of pavement from back of curb to back of
curb) but did not require that the streets actually be dedicated to the public.
Hunnicutt asked if the ordinance requires sidewalks on both sides of the
streets in commercial areas. Bobbie Jones stated that according to the ordinance,
the sidewalk is required only on one side of the street.
Hunnicutt asked about the radius at the intersection of Highway 71 and the
proposed access street. Ervan Wimberly stated that he had talked to the Highway
Department and a 50 ft. radius can be provided at the entrance.
Hunnicutt stated that the maximum length of a dead end street requirement will
not apply in this case, as the first phase of development contains only 720 ft. of
street.
Hunnicutt asked what had been done to flatten grades within the development.
Wimberly stated that the maximum grade will be 11.7%. He stated that at the
entrance to the development, the grade will be 2% for 20 ft. Bobbie Jones
stated that the code states that grades within 100 ft. of an intersection in hilly
terrain must be less than 4%.
Frank Farrish stated that if the 2% grade is carried back that will make the
grade back up the hill that much steeper.
The Committee discussed the proposed detention pond.
Bill Storey stated that Mr. Parks had submitted plans to his hydrologists
Mr. Evert L. Ackslan Van Vriesland and that if these are the plans Mr. Vriesland
approved, that Mr. Parks has no objection.
Wimberly stated that he may have to request a waiver of the parking requirements.

David Williams moved that the preliminary plat of Northview Heights be
approved with the following conditions:
1. Include proposed detention pond and drainage system in the first Phase
of Development.
2. Comply with all Plat Review Committee comments and requests.
3. Waive the 100 ft. requirement for the 4% grade at the intersection if satisfactory
with Clayton Powell.
4. Notify adjoining property owners.
