HomeMy WebLinkAbout1981-03-23 - Minutes• • r MINUTES OF A SUBDIVISION COMMITTEE FETING A meeting of the Subdivision Committee of the Planning Commission was held at 8:30, A.M., Monday, March 23, 1981, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Chairman Don Hunnicutt, Beth Crocker, David Williams. MEMBERS ABSENT: OTHERS PRESENT: Newton Hailey (on temporary leave). Chad Kumpe, John Quinn, Paul Duell and other unidentified members of the audience. The minutes of the March 23, 1981 meeting of. the Subdivision Committee were approved as mailed. MINUTES The next item of business PRELIMINARY REPLAT was the approval of the preliminary replat LOTS 5 $ 6 of Lots 5 and 6, Fayetteville Industrial INDUSTRIAL PARK PLUS Park and a portion of the Southeast Quarter of the Southeast Quarter, Section 22, located West of Armstrong Road, North of Pump Station Road, and South of Highway 16 (15th Street); City of Fayetteville and Fayetteville Industrial Development Corporation, Owner and Developer. Zoned I-2, Heavy Industrial District. John Quinn was present to represent. Don Hunnicutt asked about the Combs Chapel property. Mr. Quinn explained that as long as the chapel is being used for the Home Demonstration Group, it will remain under that use When the use discontinues, the chapel property will be included in the plat. At this time, the property is ommitted from the legal description. Bobbie Jones stated that the property should be included in the legal description, and noted as a separate lot on the Final Plat. Hunnicutt stated that both Don Bunn and Clayton Powell had requested cost estimates on the portions of improvements that the City would have to bear. John Quinn stated that he had already submitted cost estimates. Bobbie Jones stated that is correct. Bobbie Jones said that at Plat Review Committee, Clayton Powell had said that he felt that anything less than an 80 ft. right-of-way in Industrial Developments is not enough. Quinn stated that this developer is allowing for an 80 ft. right-of-way on Pump Station Road. There is one portion of Pump Station Road which is adjacent to the Combs Cemetery property which is 60 ft. There is a grade problem that does not allow for widening of the road at this time. He stated that portion of Pump Station Road which is notl80 ft. is a length of about 100-120 feet. . Beth Crocker asked if the additional right-of-way could be obtained from the property that is to develop to the South of Pump Station Road. Quinn stated that if that occurred, a jog would be created in the road He said that East of the Combs Cemetery property, Pump Station Road has been improved, it is in the process of being paved, curbed and guttered. Quinn stated that Mr. Powell wanted the constructed radius of the cul-de-sac to be 60 ft. Quinn said that the developers are proposing a 60 ft. radius on the cul-de-sac, with 50 ft. of paved radius. He said that from an engineering 12 • • Subdivision Committee Meeting March 23, 1981 Page 2 standpoint, the largest size of tractor trailer should be able to negotiate the turn. Quinn said that the straight sections of street leading to the cul-de_sac will be a 50 ft. right-of-way with pavement 31 ft. back -of -curb to back -of -curb. Hunnicutt felt that the way the plat designates the street, it appears that the whole 50 ft. of right-of-way will be paved and it is somewhat confusing. He said that the plat should be revised so that only the paved section of street will be shaded. Quinn stated that the developers will request a waiver of the sidewalk and street light requirements from the Board of Directors. Bobbie Jones said that if a waiver of street light spacing is being requested, that the Planning Commission could act on that; if a total waiver of the street light requirements is desired, it will have to be sought at the Board of Directors level. Beth Crocker moved that the preliminary replat of Lots 5 $ 6, Fayetteville Industrial Park and a portion of the Southeast Quarter of the Southeast Quarter of Section 22 be approved with the following conditions: 1. Conform to all Plat Review Committee requests and requirements. 2. The Final Plat will show the Combs Chapel property as a separate lot and it will be included in the legal description. The use restriction will be shown on the plat. 3. Only the paved portions of the proposed streets will be shaded, rather than the entire rights-of-way. David Williams seconded. The motion passed (3-0). The next item of business was the LARGE SCALE DEVELOPMENT PLAN approval of the Large Scale Development FAYETTEVILLE HOUSING AUTHORITY Plan for Fayetteville Housing Authority to be NORTH OF 15TH STREET located North of Highway 16 By-pass (15th Street), East of South Washington Avenue, and West of Wood Avenue. Zoned R-2, Medium Density Residential District. Chad Kumpe and Paul Duell were present to represent. Duell stated that he would like the question of streets brought up at this meeting. Don Hunnicutt said that a decision will have to be made at the Planning Commission and Board of Directors level. Bobbie Jones presented the plat book to the Committee members showing the streets surrounding the proposed development. She stated that South Willow has only been half dedicated and that there are no cross streets existing between Washington and Wood Avenues, South of 7th Street and North of Fifteenth Street. Bobbie further stated that on the West side of Wood Avenue there is development most of the distance North of this property. The West side of Wood, North of this point is developed, but South of this point there is almost no development. The zoning is R-2, which extends over to Morningside Drive. Don Hunnicutt stated that the Developers are requesting guidance in the extension of Eleventh and Thirteenth Streets. Bobbie Jones stated that Thirteenth 13 • • Subdivision Committee Meeting March 23, 1981 Page 3 Street is presently open from Willow to Washington but that she was not sure about the condition. Hunnicutt stated that to extend Eleventh or Twelfth Streets to the Development would require improvement from Washington. Paul Duell stated that the Developer's feelings are that Twelfth and Thirteenth Streets should be developed up to this property and that Eleventh Street should be vacated. Bobbie Jones stated that there is presently 20 ft. of right-of-way for Willow, but that 50 ft. is required. Bobbie said that 25 ft. should come off this Developers' property and another 5 ft. off the property on the opposite side of the road for Willow, if Willow is to be developed. An unidentified woman in the audience stated that she would be against the construction of South Willow as it would run through her yard. Beth Crocker asked if South Willow is on the Master Street Plan. Bobbie Jones stated it is not (as a major street), but that it is on the Master Sidewalk Plan. Bobbie further stated that there are no (major) streets shown through this area on the Master Street Plan between College and Morningside Drive, and Sixth and Fifteenth Streets. Bobbie said that the Board of Directors could choose to vacate Willow. She said her concern is that other properties will suffer from a bottleneck. She felt that access problems were a main reason this property had not been developed previously. There are long distances in this area with no cross streets. Duell stated that the Developers are concerned about creating a lot of through traffic. Elizabeth Reagan stated that she was there to object to the extension of South Willow and Thirteenth Streets. Chad Kumpe stated that some houses were built right up to the right-of-way line of South Willow, the woman in the audience said that is correct, that if South Willow is extended, that it will run right under her window. Kumpe said the same sort of problem exists with Eleventh Street. The street is dedicated, but there are two houses in the right-of-way. In order to widen Eleventh Street, two houses would have to be destroyed. Beth Crocker asked Bobbie Jones if she was concerned about North/South or East/West Streets. Crocker asked if the development of Wood would alleviate some of her concern. Bobbie Jones stated that would give some North/South relief, but that there are no East/West accesses from Seventh to Fifteenth Street. This development could seal off any access East/West. She felt that the Planning Commission and the Board of Directors should be aware of this. Beth Crocker stated she felt that Wood Avenue would be the best street to develop. Hunnicutt agreed. Crocker moved that the Large Scale Development Plan for the Fayetteville Housing Authority be approved with the following conditions: 1. Dedicate 25 ft. from centerline for Wood Avenue. 2. Dedicate 25 ft. of easement on South Willow and 25 ft. of easement on Eleventh Street to provide access to the property North of this development (25 ft. by 25 ft.). David Williams seconded.
