HomeMy WebLinkAbout1981-01-26 - Minutes• MINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the Monday, January 26, 1981, in the Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Fayetteville Planning Commission met at 4:15 P.M., Directors Room, City Administration Building, Don Hunnicutt and Newton Hailey. Elizabeth Crocker. Ed Schweitzer, Larry Wood, Elizabeth Reagan, Bobbie McWethy. Don Hunnicutt called the meeting to order. Jones, David The only item for consideration was the Concept Plat NETTLESHIP PLACE, A PUD of Nettleship Place, A PUD, located South of the proposed Concept Plat Drake Street extension, West of Villa North Subdivision, North of Township Road, and East of Gregg Avenue (formerly Johnson Road). Dr. Anderson Nettleship is the owner. The property is presently zoned A-1, Agricultural District and R-0, Residential Office District. Planner Ed Schweitzer was present to represent. He said that Dr. Nettleship wanted to keep the overall density on this development low density and wanted to develop a medical park which already has R-0 zoning. There is also a small neighborhood commercial area proposed in the development. The PUD would contain 59 acres and adjoins Villa Mobile Home Park, Villa North Subdivision and is:Just Southwest of Bishop Addition, all of which are designed for • medium density. He also wants to preserve some steep slopes. He said the area is divided in two by Scull Creek which cuts through it. They plan some recreational facilities. Mr. Schweitzer said they have maintained a large block of 5 acres for primarily recreational areas. They are proposing 60 single family dwellings. The access for the multi -family would be to the extension of Drake Street. He said that Dr: Nettleship would propose that Drake Street be rerouted partly onto the propery to the North to avoid cutting across the steep slopes. He said that Drake Street would align on Dr. Nettleship's North line from Bishop Addition to about half way across Dr. Nettleship's property before it would swing to the North completely off Dr. Nettleship's property. This would require only one stream crossing instead of two. David McWethy said he thought it would be the strong opinion of the Board of Directors that Drake Street should intersect in a 4 -way intersection at Gregg Avenue and should not jog to the North. Mr. Schweitzer said Dr. Nettleship would be very opposed to this for environmental reasons. He pointed out that the City's General Plan proposes this as open space and flood plain. Mr. McWethy asked if Dr. Nettleship had contacted Mr. Martin, the adjoining property owner to the North about swinging the street to the North, or if they had any cost sharing proposal on it. Mr. Schweitzer said they had not done either. He acknowledged that it would have to be done with the cooperation of Dr. Nettleship, Mr. Martin and the City. Mr. McWethy said he thought Dr. Nettleship should expect to construct the entire street on his property. Bobbie Jones said that Drake Street is presently constructed from North College Avenue through the intersection with Villa Boulevard. There is one-half of a street dedicated across the North of Villa North Subdivision and there are about 9 lots being held by the City until the street is constructed. There is also one-half of a street • dedicated across the South of Bishop Addition and a Certificate of Deposit being held to insure its construction there. 1 • • • Subdivision Committee Meeting January 26, 1981 - Page 2 Mr. Hunnicutt said that something will have to be worked out to tie Drake Street on through to Gregg Avenue. Mr. Schweitzer said they would probably want to start with the single family development. Mr. Schweitzer asked if under the Green Space ordinance the City was going to want a donation of land or money for public park facilities. He was informed they would. Mr. McWethy said they could take part of the open space and dedicate it to the City. He said he thought the City might have instances wherein they would agree to accept some flood plain area where it was part of a larger parcel which was developable. Mr. Hunnicutt said the Parks and Recreation Board is looking for sites of 5 acres or more. Mr. Schweitzer said he was not sure Dr. Nettleship would be willing to give the land to the City. Mr. McWethy said he could have the option of giving cash in lieu of land that would be used to purchase park land somewhere else. Larry Wood said that the adopted plan does show a park to be needed somewhere between Highway 71-B, Township Road and the By-pass. Mr. Schweitzer said he would want to have all the A-1 property rezoned to R-1. Bobbie Jones listed some of the points for consideration as she saw them as: 1) rezoning to residential; 2) the proposed commercial; 3) the alignment of Drake Street; 4) the new park requirements. Mr. Hunnicutt advised Mr. Schweitzer that the flood plain must be shown on the preliminary plat. Mr. Hailey advised him that any recreational facilities shown on the RUD plan must be constructed in connection with the first phase of the development. Mr. Hailey then moved to recommend approval of the Concept Plat of Nettleship Place to the Planning Commission on condition that the property will have to be rezoned, based on the comments discussed at this meeting and on the premise that before the final plat is approved for the multi -family portion, the matter•of where and how Drake Street will be extended to Gregg Avenue will be taken care of. Don Hunnicutt seconded the motion. The motion was approved unanimously. The minutes of the January 12, 1981 Subdivision Committee Meeting were approved as mailed. MINUTES The meeting was adjourned at 4:55 P.M.
