MINUTES OF A SUBDIVISION CO[MITTEE MEETING
A meeting of the Subdivision Committee of the Planning Commission was
held at 4:00, P.M., Monday, December 22, 1980, in the Board of Directors
Room, City Administration Building, Fayetteville, Arkansas
MEMBERS PRESENT: Keith Newhouse, Don Hunnicutt, Beth Crocker.
MEMBERS ABSENT:
OTHERS PRESENT:
Newton Hailey.
Larry Wood, Bobbie Jones, Cynthia Stewart, Jim Vizzier,
Jim Hill, Mel Milholland.
The Chairman requested that the MINUTES
minutes of the December 8, 1980 meeting
of the Subdivision Committee be corrected as follows;
on the last page of the minutes, the adjournment should be 5:05, instead of 4:05.
With that correction, the minutes were approved as mailed.
The next item of business PRELIMINARY PLAT
was the approval of the Preliminary WASHINGTON MOUNTAIN PUD
Plat of Washington Mountain, A PLANNED UNIT DEVELOPMENT
Planned Unit Development to be located
West of Highway 71 By-pass, South of
Highway 62 West, and East of Finger Road; Washington Properties, Owner and
Developer. Property inside the City Limits is zoned R-1, Low Density
Residential District. A portion of the Development is located outside the
City, it will conform to Ji City Standards and the Developers plan on annexing
into the City that portion which lies outside the City Limits.
This item was tabled at the December 8, 1980.:SubdiVision Committee meeting,
without recommendation to the Planning Commission, in order for the Developers
to have the opportunity to go back before the Plat Review Committee and resolve
the following items:
1. Easements required by the utility companies.
2. Street names.
3. Private versus public streets.
4. Stret light requirements.
5. Location of Phase I of the Development (being approximately 35 acres) show
how many acres and how many accesses.
6. Drainage.
Jim Vizzier, Jim Hill and Mel Milholland were present to represent. Vizzier
stated that as far as easements go, the utility companies requested a 25 ft.
easement on each side of the streets to be indicated on the preliminary plat.
At the time the engineering profiles are completed for the streets, the utility
companies will decide where they would like their easements.arid try to limit
easements to one side of the street (25 ft.) with 10 ft. x 10 ft. easements for

pedestles, transformers and meters every other lot line.with road crossings.
At the final plat level the unused easements will be released.
Regarding street names; Vizzier presented a list of proposed street names
which consisted of the names of famous architects. This list will be presented
to the Fire and Water Meter departments for them to check for duplication.
Vizzier said that the matter of private versus public streets will be
resolved when the matter of street lights goes before the Board of Directors. He
said he would like to have private streets, but if the City will not participate
in the matter of the street lights, the development may have to go with public
streets.
Beth Crocker arrived at 4:15, P.M.
Vizzier said that the matter of the street lights will be resolved at the
Board of Directors level also.
Bobbie Jones said in cases where the Subdivision has public streets, the
subdivider pays for the installation of the street lights, and the City pays
the electrical fees.
As far as the First Phase of Development, Vizzier said the Developers will
use the portion of land on the West side of the property and will take a strip
800 ft. wide by 1/2 mile long, containing 48 acres for the first phase.
Newhouse asked about access. Vizzier said there will be only one entrance/exit,
but that it will be accessible at two points.
Vizzier said concerning drainage, he had discussed with Clayton Powell
the matter of concrete lined ditches every lot line, and they had come up with
something more reasonable. Vizzier said that Powell had been concerned about
construction debris being placed in the natural drainage. Powell wants these
natural drainage ditches kept clear. Water will be bled off the streets, and
down the slopes. Some retaining ponds may installed with controlled overflow.
Newhouse asked where these ponds would be placed. Vizzier said the Developers
are only considering the concept of retaining ponds, but that if they are installed,
they will probably be placed in the recreation areas.
Vizzier said that Mr. Powell did not object to the sidewalks meandering around,
they - did not have to follow the street. Mel Milholland pointed out that
if the Developers decide not to connect the sidewalks t� the street, separate
engineering profiles will have to be submitted for the sidewalks.
Newhouse asked who would maintain the area between the sidewalk and the

Hunnicutt moved to recommend approval of the Preliminary Plat for

3. The first phase of development will be 48 acres located on the West side
of the Development and consisting of a strip 1/2 mile long and 800 ft. wide.
Access will be located on Finger Road.
4. Street lights will be as per recommendation by, the Board of Directors.
5. Sidewalks will conform to City Subdivision Regulations.
6. The proportionate share of off-site improvements to be born by the Developer
shall be determined by the Planning: Commission.
7. All Plat Review Committee comments from the November 20, 1980 meeting
and the December 18, 1980 meeting will be applicable.
Beth Crocker seconded Don Hunnicutt!.s motion to recommend approval. The
motion passed (3-0)
