HomeMy WebLinkAbout1980-08-25 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting was held of the Subdivision Committee of the Planning Commission at 4:15, P.M., Monday, August 25, 1980, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Elizabeth Crocker, Newton Hailey, Don Hunnicutt. MEMBERS ABSENT: OTHERS PRESENT: Keith Newhouse. Harry Gray, Butch Papon, Larry Wood, Ron Woodruff, Cynthia Stewart, Bobbie Jones, and other unidentified members of the audience. In the absence of Chairman Keith Newhouse, Acting Chairman Elizabeth Crocker called the meeting to order at 4:15, P.M. CALL TO ORDER The first item on the Agenda was the approval MINUTES of the minutes of the August 11, 1980 meeting. Elizabeth Crocker stated that the first item, a discussion,. should show Hunnicutt seconding the motion instead of Crocker. With that correction, the minutes of the meeting were approved as mailed. TheSubdivisionCommittee considered the next two items together, as they pertain to the same property. The approval of the Large Scale Development Plan of a proposed Shopping Center Development for the Gottlieb Corporation on property located North of Appleby Road and West of Highway 71-B (College Avenue). Property is zoned C-2, Thoroughfare Commercial District. LARGE SCALE DEVELOPMENT OLD 71 DRIVE-IN PROPERTY GOTTLIEB CORPORATION PRELIMINARY PLAT APPLEBY ACRES SUBDIVISION GOTTLIEB CORPORATION Also, the review of the Preliminary Plat of Appleby Acres Addition, a commercial subdivision, containing 24.73 acres located North of Appleby Road and West of Highway 71-B (College Avenue). Zoned C-2, Thoroughfare Commercial District. Owners: Gottlieb Corporation and J. B. Hays. Developer: The Gottlieb Corporation. Harry Gray and Butch Papon were present to represent. Butch Papon stated that the Developers are asking for a waiver of the requirement that the smaller stores have 10 ft. x 25 ft. truck berths in addition to the waivers requested and enclosed in the Agenda He stated they would also like to delete the request for a waiver of the maximum buildable area. Harry Gray gave a brief outline of what the Developers intend to do with the shopping center and the subdivision. He said that the Developers would try to shift the main entrance to the shopping center to line up with Rolling Hills Drive. At this time the entrance to the property is off -set from Rolling Hills Dr. The Developers are also trying to get a left turn signal light installed at the intersection. This would be the major entrance to the shopping center. There will be another minor entrance on to 71 at the Northeast corner of the shopping center,as well as an entrance off Appleby Road near the Southeast side of the shopping center 175 ft. from College Avenue, and a service entrance on the •' Subdivision Committee Meeting August 25, 1980 Page 2 Southwest corner of the shopping center on to Appleby Road. Harry stated that the North side of Appleby Road would be widened, with curb, gutter, storm drainage to be installed by.rthe_Developer. Harry Gray said the rear of the buildings will be 40 ft. from the rear property line of the development at the nearest point. The Developers would like to save as many trees at the rear property line as possible, and that there would also be a grassy area between the rear of the development and the property line. Newton Hailey asked if there were grade problems at the site, and asked about another entrance off Appleby Road Harry replied that there are severe grade problems, he said that Walmart will be 13 ft. below Appleby Road. Newton stated that he felt there could be a problem with only two exits out of the shopping center on Appleby Road. Harry said there would be four ingress/egress, two on Appleby Road and two on College. Don Hunnicutt asked how the elevations would affect drainage. Harry replied that the Developers would install a swale to drain water down off the site, and would also construct about 200 ft. of retaining wall for drainage purposes. He stated that the Developers may install a paved ditch to channel the water off the site. There followed some discussion as to the direction surface water would take and how the Developers will deal with drainage problems. Ron Woodruff addressed the Committee with some questions and problems that the adjoining property owners have regarding the Development. 1. The adjoining property owners would prefer to have a solid board fence for screening the development from their property, and would prefer the fence be at least eight feet in height. 2) They would like to see as many trees along the West line of the Development preserved as possible. 3) They would like some type of vegetation to help buffer the noise that will result from the shopping center. They want some assurance that lights installed within the shopping center will not be directed towards their homes. 5) If the shopping center has outside intercoms, that the volume be regulated. 6) They are concerned about trash collection, especially if there is a grocery store within the development. 7) They are concerned about drainage and erosion and asked that proper consideration be given to the special problems with elevation and grade. 8) They are opposed to any variance in setback requirements in regard to the rear or West property line. 9) They asked that proper consideration be given to the entrance/exits on Appleby Road This road is narrow, and not in very good shape, and really can't handle a lot of traffic. • SubdivisionmCommittee Meeting August 25, 1980 Page 3 Beth Crocker, Acting Chairman, asked Bobbie Jones for a clarification of the screening requirements. Bobbie Jones read the ordinance regarding screening between residential and non-residential uses. She stated that a view obscuring fence, vegetation or combination of the two is required, unless waived by the Planning Commission. Butch Papon stated that if a fence is required, some of the vegetation will have to be removed, in order to accomodate utilities. Newton Hailey stated that it appears there will not be enough stack space for persons entering and exiting on Appleby Road. He felt that a dangerous situation would be created. Harry Gray replied there would be 175 feet of stack space. Don Hunnicutt stated that some of that problem would be relieved with the installation of the left turn lane. Beth Crocker addressed the request for waiver of the setback requirements. Harry Gray stated that the waiver would be for the setback requirement of the truck berths. Particularly for the Wal-Mart Store. Don Hunnicutt stated that as far as deleting truck berths for the smaller stores, he saw no problem with that. Beth Crocker asked what the sidewalk requirements are concerning this development. Bobbie Jones stated that sidewalks are designated on the Master Sidewalk Plan for the North side of Appleby Road and for both sides of College Avenue. Butch Papon stated that he understands the Board of Directors will. address the sidewalks on Appleby Road. Don Hunnicutt recommended approval of the Large Scale Development submitted by the Gottlieb Corporation and the Subdivision of Appleby Acres with the following contingencies: 1. The 10' x 25' loading berths be waived for the smaller stores. 2. Waive the SO ft. setback requirement on the West end of the development for the truck berth on the largersstores from 50 ft. to 42 ft. and 46 ft. 3. Easements have been worked out. 4. Screening will be as. perthe ordinance with a preference for a. solid board fence. 5. Owner will dedicate 25 ft. from the centerline of Appleby Road for street. 6. Frontage requirements will be waived on Lots 3, 4, , 5. 7. Sidewalks will be installed on Appleby Road and College Avenue as required by the Board of Directors. 8. Planning Commission will discuss the entrance/exit on Appleby Road. 9. Development subject to all other Plat Review Comments, including the widening and installation of curb, gutter, and storm drainage on Appleby Road. Newton Hailey seconded Hunnicutt's motion to approve and the motion passed (3-0). The meeting adjourned at 5:10, P.M.
