MINUTES OF A SUBDIVISION COMMITTEE MEETING
The Subdivision Committee of the Fayetteville Planning Commission met at 4:30 P.M.,
Tuesday, May 27, 1980, in the Directors Room, City Administration Building, Fayetteville,
Arkansas.
MEMBERS PRESENT: Newton Hailey, Don Hunnicutt, Keith Newhouse, Elizabeth Crocker.
MEMBERS ABSENT: None.
OTHERS PRESENT: Bobbie Jones, Cynthia Stewart, Jim Vizzier.
Chairman Newhouse called the meeting to order.
The minutes of the May 12, 1980 meeting were MINUTES
approved as mailed.
The first and only item of business was WASHINGTON MOUNTAIN
the approval of the Concept Plat of Washington CONCEPT PLAT
Mountain, a PUD, located South of Hwy. 62 West and PUD
West of 71 By -Pass; Washington Mountain Properties,
Owner £, Developer. Jim Vizzier was present to represent.
Mr. Vizzier presented to the Committee, various vicinity, aerial, and topographical
maps. One map showed utility lines, shopping areas, and schools.near the proposed
subdivision. Mr. Vizzier presented a map showing approach and transition zones to the
Fayetteville Municipal Airport. He stated that the zones were at a 50:1 slope for a
radius of 10,000 ft., 40:1 slope after that.(on the other side of the zone the slope
was 7:1). Vizzier stated that there was an area on top of the mountain where structures
could be 250 to 300 ft. above the mountain top. He said that this was pertinent in that
they may want to put a pressure tank on top of the mountain at a later date for water
service; it would probably be about 30 ft. high.
Mr. Vizzier stated that there are four kinds of soil involved in this project. The
top part of the mountain was terraced and consisted of good top soil, which was farmed at
one time, that the top soil was 5 to 6 ft. deep. He also stated that there were some
areas, which he pointed out on a topographical map, where rock is very close to the surface.
He said that in some areas the land is subject to shrinking and swelling, and did not have
good percolation. Vizzier said that there were some slopes of over 20 percent, and when
building the roads, they would have to come up gradually, at an angle. Mr. Vizzier said
that there was tree covering consisting of much cedar and some hardwoods.
Mr. Vizzier said that the proposed PUD would have access to a service road, along
Hwy. 71 By-pass, which would start at Hwy. 62 and would go down to Cato Springs Road as
well as Finger Lane.
Mr. Vizzier said that they were planning to put higher density on the steeper areas,
and on the more level areas they would develop the lower density areas He said that he
understood that, according to the PUD ordinance, 30 percent of open space was required.
He said that there was approximately 173 acres to work with, and that would mean a possible
1,210 units, he said that they were thinking in terms of 350 to 500 units total.
Mr. Vizzier said that the contract with the FAA on the tower was coming up for
renewal in 1982, and that a decision would be made to either move it or raze it at that
time. Vizzier stated that their decision may have some bearing on how the project will be
laid out. He said that they were trying to keep the lot sizes at about 5/8 of an acre,
and that including streets, it comes to about 1 unit per acre, if the whole project is done
in single family dwellings. He stated that they were leaving the lot sizes larger so that

the structures may be situated facing the south for maximum energy conservation.
He said that they would like to keep public and connector streets to a minimum,
because they may want to build private streets in order to avoid width and curb
and gutter requirements. Vizzier pointed out that part of the project was in the
county and that, in the future, they planned to annex more land into the City limits
when they bring in the preliminary plat.
Mr. Vizzier said that they may build the project in stages of 20 - 30 acres. He
said that sewer would probably have_toccome down Finger Lane. He said that sewer
was available to the North, but that it would probably have to come in from
Finger Lane in order to serve the whole development. He said that the extreme southern
portion of the development would not have sewer extended into it.
Beth Crocker asked how long Finger Lane was between the proposed development and
Highway 62. Vizzier replied that it was about 600 ft. Crocker asked what Vizzier
intended to do with the road as his development would add a lot of traffic to it.
Vizzier explained that he knew off-site improvements would have to be made and asked for
the Committee's recommendations. Crocker stated that she felt adding 300 to 500
living units would necessitate some improvements to Finger Lane.
Don Hunnicutt asked if FAA approval was needed before the project commences. Mr.
Vizzier replied that the contract would be renegotiated in 1982. He said that a
contract would have to be negotiated before the Preliminary Plat is presented.
Keith Newhouse said that he felt the project was well conceived, and that the 1
Developer could expect to make some improvements to Finger Lane. Beth Crocker agreed.
Crocker made a motion that the Concept Plat be passed on to the Planning Commission
with the comment that the Subdivision Committee thinks they are going in the right
direction and that the Developer realizes some of the problems they will have to solve
as far as the FAA and off-site improvements are concerned. Don Hunnicutt seconded.
The motion was approved (5-0-1) with Crocker, Newhouse & Hunnicutt voting "Aye" and
Hailey abstaining.
