MINUTES OF A SUBDIVISION COMMITTEE MEETING
The Subdivision Committee of the Fayetteville Planning Commission met
at 4:00 P.M., Monday, April 14, 1980, in the Directors Room, City
Administration Building, Fayetteville, Arkansas.

Chairman Keith Newhouse called the meeting to order.
The minutes of the March 24, 1980 Subdivision Committee Meeting were MINUTES
approved as mailed.
The first item on the agenda was the approval of the HAMESTRING SOUTH ADDITION
preliminary plat of Hamestring South Addition Hwy. 16 West & County Road 877
to be located on the North side of Highway 16 West Preliminary Plat
and West of County Road 877, approximately one mile
West of Fayetteville City Limits but within the Planning Area Boundary.
Developers and Owners are Lester Longwith and Ben Hunt, Jr. Frank Blew
was present to represent the developers.
Bobbie Jones passed out copies of the minutes of the Washington County Planning
Board Meeting of April 7, 1980, at which this subdivision had been reviewed.
Chairman Newhouse asked Mr. Blew about the requested right-of-way dedication for
County Road 877.
Frank Blew stated that on April 7 the County Planning Board had requested that a full
60 ft. right-of-way be dedicated, either in cooperation with the property owners on
the East side of the County Road, or by this developer dedicating sufficient right-
of-way to bring the total right-of-way up to 60 ft. Mr. Blew said his clients would
have to give all of the additional right-of-way necessary to increase it to 60 ft.
He also said his client's' private contractor could not get insurance to occupy public
lands to construct the County Road and keep it open to the public at the same time.
He said his clients would have to pay the utility companies for any relocation of
utilities.
Mr. Blew said that his clients were going to dedicate whatever additional right-of-
way was necessary to attain a full 60 ft. and were going to then build the road to
County standards with SB -2 gravel, but not with chip and oil seal. He said this was
what the County Planning Board was requiring in view of the City's Ordinance 2576
on off-site improvements. Mr. Blew said that David Burleson was not willing to give
any additional right-of-way because he has some large trees, 36 inches to 40 inches
in diameter, right next to the road.
Mr. Blew requested permission to delete the two large lots on the North end of the
Subdivision (Lots 1 and 2 on the original proposal). He said widening the road past
those two lots would create a safety hazard, because the road. would suddenly narrow
down and have a corner fence post sitting where it narrowed down. He said he would
also have trouble getting rid of the drainage across the front of these two lots.
He said he would add a drainage easement between Lots 6 and 7 and install a drainage
tile across the County road at that point.
Elizabeth Crocker inquired what improvements had been required on the Pond Addition
across the County Road from this. Bobbie Jones consulted the file and stated that
no improvements had been imposed on that subdivider. He had only two lots fronting
on County Road 877.

Elizabeth Crocker moved that the Subdivision Committee recommend to the Planning
Commission that the preliminary plat of Hamestring South Addition be approved with
the following changes and conditions: (1) Developers are to give whatever right-
of-way is necessary to furnish a full 60 ft. County Road right-of-way; (2) Developers
are to build County Road 877 to County specifications with SB -2 (gravel), including
drainage in the construction; (3) Developers be permitted to eliminate Lots 1 and 2
shown on the plat under consideration; (4) County Road 877 to be completed with an
SB -2 gravel to County Road specifications including drainage to the North line of
Lot 3 as shown on the plat under consideration; (5) Remaining lots to be renumbered;
and (6) Developer to get whatever approval is necessary from the County to delete
Lots 1 and 2 shown on the plat under consideration. Mrs. Crocker added that if
the deleted Lots 1 and 2 are not sold as one parcel of property, that any future
splits of that property will have to be reviewed by the City Planning Commission.
Don Hunnicutt seconded the motion which was approved unanimously.
There was no one present to represent the large scale MITCHELL OIL COMPANY
development plan for Mitchell Oil Company.
The next item discussed was the approval of the HOUSTON PLACE
preliminary plat of Houston Place (a duplex Porter Road
subdivision) to be located East of Porter Road and South of Preliminary Plat
Deane Street. Gordon Houston is the owner and developer. The
property is zoned R-1, Low Density Residential District.
Gordon Houston and Neal Albright, his consulting engineer, were present to represent
the proposal.
Chairman Newhouse questioned whether Mr. Houston had notified the adjacent property
owners. Mr. Houston said they were notified formerly, both when the duplex conditional
use was considered and when the planned unit development was recently presented for
approval; however, he had not notified them of the proposal before the Committee at
this time. Elizabeth Crocker noted that Ordinance 2581 which amended Article II,
Section A of Appendix C also required notification to the owners of all property
within 100 ft. of the proposed subdivision prior to consideration by the Planning
Commission. She pointed out that this was a preliminary plat and that the conditional
use when approved did not have a plat with it, but only a tentative sketch.
Mrs. Crocker moved that the preliminary plat of Houston Place be tabled until the
next Subdivision Committee and Planning Commission meetings so that the property
owners within 100 ft. of the proposed subdivision could be notified by the Subdivider
as required by Ordinance No. 2581 which amended Article II, Section A of Appendix C.
Don Hunnicutt seconded the motion which was approved unanimously.
There was still no one present to represent the
Large Scale Development Plan for Mitchell Oil
Company, Inc. to be located on the Northeast
corner of 19th Street and South School Avenue.

Mitchell Oil is the developer. The property is
zoned I-1, Heavy Commercial & Light Industrial District.
Elizabeth Crocker stated that she felt there should be some representation of the
developer present to discuss this item.
Elizabeth Crocker then moved that this plan be tabled until the next meeting so
that the developer could be present to discuss the possibility of screening of
the bulk tanks; what street improvements on 19th Street he would be agreeable to;
and such other information as is necessary for the Subdivision Committee to arrive
at an appropriate decision. Don Hunnicutt seconded the motion which was approved
unanimously.
The meeting was adjourned at 5:00 P.M.
