MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee of the City Planning Commission met
at 4:30 P.M., Monday, February 25, 1980, in the Board. of Directors Room, City
Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Keith Newhouse, Elizabeth Crocker, Newton Hailey,
Don Hunnicutt, and Larry Wood.
MEMBERS ABSENT: None.
OTHERS PRESENT: Bobbie Jones, Michelle Hale, Ervan Wimberly, Karl Tehl, J.B. Hays,
Claude Prewitt, and other unidentified members of the audience.

meeting were approved as mailed.
The first item for discussion was VILLAGE EAST ADDITION
the approval of the preliminary plat Preliminary Plat
of Village East Addition to be located Hwy. 45 @ Hwy. 265
South of Hwy. 45 East and West of Hwy. 265;
J. B. Hays and Frank Farrish, Owners & Developers, zoned R-1, Low Density Residential
District, and R-2, Medium Density Residential District. Present to represent were
Ervan Wimberly, Karl Tehl, Claude Prewitt, and Dr. J. B. Hays.
Chairman Newhouse asked about the street names. Mr. Wimberly stated they have
renamed the subdivision to "Cambridge Place". Mr. Wimberly stated that Street A was
being named Bristol, Street B was being named Chesterton, Street C was being named
Lensfield, Street D was being named Revere, and the drive through the subdivision will
be named Cambridge Road instead of Village Drive.
Chairman Newhouse asked if the adjoining property owners had been notified. Mr.
Wimberly said they had and he had brought all return receipts to the meeting.
Chairman Newhouse stated that the widths for the lots on the cul de sacs should
be 70 ft., 25 ft. back from the property line. Mr. Wimberly said they have a 40 ft.
setback on Bristol but the City calls for a 25 ft. setback. Mr. Wimberly said they
could increase the radius on the right-of-way of the cul de sac. Mrs. Jones said the
Ordinance calls for the lot to be:70 ft. wide 25 ft. back of the right-of-way. Mrs.
Jones said on 2 other instances they have gone to the Board of Adjustment for a variance
but the City cant require the greater setback unless it is imposed as a condition of the
Board of Adjustment granting a variance. Mr. Wimberly said they will just make the
radius on the street right-of-way bigger, which will increase the width of the lot.
Chairman Newhouse stated the sidewalk.request will require a waiver from the Board
of Directors. Mr. Wimberly said what they are proposing is a street with a median in
the center and they want to build sidewalks on both sides of Cambridge Road instead of
on the cul de sacs. Chairman Newhouse asked about the street width. Mr. Wimberly said
the idea is to continue the same idea into the 22 acres to the South. He said it work-
ed out to keep a 65 ft. right-of-way width. He said his other option would be to build
a street 30 ft. wide plus curb and gutter. Mr. Wimberly said they feel like 18 ft. is
plenty of driving lane for one-way traffic. Dr. Hays stated they left the street wider
at the entrance and then cut it back Mrs. Crocker said she would rather have the
street with 18 ft. wide lanes than having it 30 ft. with no median. Mrs. Jones said
Mr. Brt's (Sanitation Superintendent) comment was that his garbage trucks couldn't get
through if there were cars parked on the sides of the streets. Mr. Wimberly said he
couldn't see why there would be any problem at all. Mr. Prewitt said they could put
up "No Parking" signs on the street. He added they didn't want to limit driveway access
to it. Mrs. Jones stated the established policy minimum for divided lanes is 21 ft.

on the plat because someone may want to put a driveway in the back. Mr. Newhouse
said the 18 ft. is O.K. without parking or driveways. Mr. Prewitt asked for ap-
proval of the plat as submitted, then if it was not O.K. with the Board of Directors
they could go back to a 20 ft. street.
Mr. Hailey asked how emergency vehicles will know which end of the cul de sacs
to go to. Mrs. Jones said when the copies of the final plat are mailed out, the
house numbers will be on them. Mr. Hailey asked about the drainage between Lots 3
and 4, where will it go? Mr. Wimberly said the drainage will be directed along the
East side of Lot 1 to the ditch along Highway 45.
Mr. Wood stated he and Mr. Wimberly had talked about stubbing a street out toward
the East. Mr. Wimberly said they own the 20 acres to the South which is undeveloped
and eventually it will be developed all the way out to the South to Ridgely Drive or
Manor Drive. Mrs. Jones said the City will hold a lien on some lots until all the im-
provements are done.
Chairman Newhouse asked about the sidewalks. Mr. Hailey stated he felt they
should be required on the cul de sacs since there would be as many as 12 lots on a
cul de sac; and that without sidewalks, there would be no place for the kids to play
except in the street. Mr. Prewitt said it seems more logical to put them on both
sides of Cambridge Road rather than around the cul de sac. He said the sidewalk will
be back off the curb. Mr. Wimberly said if they go this route the developer will build
the sidewalks initially. He said he would like them to look nicer.
Mr. Hailey moved to recommend approval of the preliminary plat of Cambridge Place
to the Planning Commission, excepting sidewalks, with these conditions:
1. Street name and subdivision name changes as described.
2. Waive the requirements in 2 instances for street light spacing.
3. The developer have the option to either deny access from all R-1 lots onto
Cambridge Road and maintain the proposed 18 ft. width or build the street to
the normal street width.
4. Increase the street radius to meet the minimum lot widths on the cul de sacs.
5. How the termination of the South end of Cambridge Road will be built to be
worked out with the developer and the Street Superintendent.
Mrs. Jones stated Mr. Powell will require they do something to the end of the
street. Chairman Newhouse stated the Subdivision Committee also recommends no in-
dividual driveways be built to go out onto Cambridge Road and that the Board of Dir-
ectors declare no parking on Cambridge Road.
Mrs. Crocker seconded the motion. The motion passed 4-0.
There being no further business, the meeting adjourned at 5:20 P.M.
