A,geeting of the Subdivision Committee of the City of Fayetteville was held at 4:30 p.m.
u Y 23, 1979in the Directors Room, City Administration Building, Fayette-
ville, Arkansas.
PRESENT: Chairman Keith Newhouse, Elizabeth Crocker, Bill Kisor.
ABSENT: Newton Hailey.
OTHERS PRESENT: Angie Medlock, Bobbie Jones, Bill Mandrell, and other
unidentified persons.
There being no additions or corrections necessary, MINUTES
the minutes of the June 25, 1979 meeting were approved
as submitted.
First for consideration was the large THE NEW SCHOOL
scale development plan of the New School LARGE SCALE DEVELOPMENT
to be located north of Township Road near TOWNSHIP ROAD
ANL Laboratories, property being given to
the school, currently owned by Dr. Nettleship. Said property zoned A-1 and R-0.
Planning Administrator Bobbie Jones explained the City Board had waived the
requirement that a lot be located on a public street and the Planning Commission
had earlier approved a conditional use for the property. She said the petitioners
are today asking to be allowed to landscape in lieu of screening as required on
the west property line.
Bill Mandrell explained that as requested at Plat Review, they are going
to change a water/sewer easement from 20 feet to 25 feet, and the other
utility companies are agreeable to their moving another utility easement.
Mandrell said Dr. Nettleship is willing to give 80 feet west of this property
to bedused as a private drive and asked the committee if this would be acceptable.
Bobbie Jones said they would need a written agreement on the mutual use of the
driveway and pointed out that this would not necessarily make Dr. Nettleship's
property available for development. She said this would be a private drive.
Jones pointed out also that the developers would be getting closer to the flood
plain area, and if the driveway is located in the flood plain, it would
require approval from Inspection Superintendent Harold Lieberenz.
Bill Kisor asked if the south property owners had been notified and
Mandrell said they had sent certified letters to Mrs. Romans and Pat Tobin;
however, Tobin was out of town and Sturman Mackey had signed for a certified
letter addressed to him.
Keith Newhouse asked if a lot split has been processed and Bobbie Jones
said it has not been. Newhouse asked if Nettleship is aware that he is
limited to three splits and Mr. Mandrell said Nettleship is aware of this
restriction.
Following considerable discussion, Bill Kisor moved to table consideration
of the large scale development until the following could be worked out:
1) check the nearness to the flood plain; 2) the water/sewer easement on the
south and east be widened to 25 feet ; 3) determine if a utility easement is
needed on the west side for the water main to go to a fire hydrant-- provided
a hydrant is required in that location; 4) a lot split be approved. Crocker
seconded the motion.

Following more discussion, Kisor amended his motion to add 5) the
petitioner provide notification to either MrTobin or Mrs. Pat Tobin; and
6) written permission to move the development 80 feet west, and that
Nettleship note that he cannot use the private drive for development of his
property without approval of the Planning Commission.
The motion to table was approved 3-0, with Hailey absent in order to give
the petitioner time to meet the above stipulations, and redraw the plans
showing the changes, including the proposed landscaping in lieu of screening.
There being no further discussion, the meeting adjourned at 5:05 P.M.
