HomeMy WebLinkAbout1979-05-25 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING A•meeting.of the Subdivision Committee of the City Planning Commission was held on Friday, May 25, 1979, at 4:00 o'clock P.M. in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Chairman Keith Newhouse, Beth Crocker, Newton Hailey. MEMBERS ABSENT: Bill Kisor. OTHERS PRESENT: Bobbie Jones, Gail Biswell, Carl Russell, Larry Smith, Bob Crafton, Ervan Wimberly and Chester House Chairman Newhouse called the meeting to order. The minutes of the previous meeting of MINUTES April 23, 1979, were approved as mailed. Chairman Newhouse stated that the first N. W. ARK. RADIOLOGY ASSOC. item for consideration was the approval of the Large Scale Development Large Scale Development plan for N.W. Arkansas Colt Square Radiology Associates, P.A.; Colt Square Subdi- vision, property zoned C-2, Thoroughfare Commer- cial District. Carl Russell, engineer, was present to represent. Chairman Newhouse noted that the developer was also requesting a waiver of the driveway safety zones. Mr. Russell noted that only so much frontage was avail- able on the corner lot and that they had come up with the best solution possible. He stated that the drives as laid out were, in effect, a 4 -way intersection with Colt Square Drive, a situation with which motorists are used to dealing. Discus- sion ensued. Chairman Newhouse noted that there would not be any further division of the lot allowed without a lot split. The Chairman reviewed the Plat Review comments with the Committee. After a short discussion thereon, Mr. Newhouse stated that he felt the only real problem to address was the driveway situation. Mr. Russell noted that Larry Wood, Planning Consultant, had mentioned the fact that he felt a fire hydrant should be placed either on the lot or close thereto. Mr. Russell pointed out a fire hydrant on the plans directly across the corner of Colt Square Drive from the lot which was only 300 ft. from the farthest building in the clinic complex. Bobbie Jones noted that fire hydrants along a street must only have 500 ft. spacing. After a short discussion, Newton Hailey moved to recommend approval of the plan to the Planning Commission, subject only to Plat Review comments. He also moved to waive the safety zone distance requirement for the drives. Beth Crocker seconded the motion, which passed unanimously (3-0). The next item for liminary plat of Kantz Crossover Road and the North of Hwy. 45; E. J. erty zoned R-2, Medium discussion was the pre - Drive located between proposed East Oaks Drive, Ball Trust, owner; prop - Density Residential District, KANTZ DRIVE - Preliminary Plat Crossover Rd. • • 1 Subdivision Committee Meeting May 25, 1979 Page 2 and R-0, Residential -Office District. Bob Crafton was present to represent. Chairman Newhouse stated that he did not see that the Committee could "do much good with this" item since they didn't know what type of development was planned for the areas on either side of the proposed street. Bob Crafton explained that they just wanted approval for the street location between the R-0 and R-2 zoned properties. He explained that the developer would come back to the Committee for approval of any large scale development plan or subdivision plan whenever the developer knew what development would be going into those areas. Mr. Crafton noted that this Committee had given the same type of location approval for the extension of East Oaks Drive from the East Oaks Subdivision southward to Highway 45. Chairman Newhouse questioned whether there would be sidewalks and street lights along the street. Mr. Crafton replied affirmatively. Bobbie Jones noted that the developers could divide the areas on either side of the proposed street into large blocks and submit a plat therefor. She noted that the lots could always be replatted should further division become necessary. Mr. Crafton stated (in reply to Clayton Powell's remarks at the Plat Review meeting) that the radii at the intersections are 30 ft. when measured from the curb. Chairman Newhouse stated that he would like to see sidewalks on the North side of the street, and that the length of the street would call for 5 street lights. Mr. Crafton asked that those items be shown on the plat. It was suggested that if the developer still did not know what type of de- velopment would be proposed for the areas on either side of the street at the time the final plat is ready for filing that the owner could sign a note on said final plat covenanting with the City that no sale or division of the property would be made without approval by the Planning Commission of a Large Scale Development plan for the property. After further discussion, Newton Hailey moved to accept the preliminary plat for Kantz Drive with the following contingencies: 1. Radii from curbs being shown as 30 ft. on the Hwy. 265 entrance cut; 2. Four ft. wide sidewalks being constructed along the North side of Kantz Drive; 3. Five street lights being placed at 300 ft. intervals along the street; 4. Notation made on the plat and signed by the developer covenanting with the City that no sale or further division of the property will be made without approval by the Planning Commission of a Large Scale Development plan for the property. Beth Crocker seconded the motion, which passed unanimously (3-0). The final item for consideration was the preliminary plat of Cedarwood Addition, a 38.8 acre subdivision containing 123 lots to be lo- cated East of Brookside East Subdivision, West of Crossover Road and North of the proposed exten- sion of Township Road; Atlas Construction Co., Inc., developer; Chester House, owner. Mr. House and Ervan Wimberly were present to represent. The Chairman reviewed the Plat Review Committee comments with Mr. House and Mr. Wimberly. .Mr. Wimberly stated that there were no Protective Covenants. He also noted that his field surveys for the Flood Plain information was not yet complete, but commented that Lots 3 $ 4 would definitely require fill work. Newton Hailey requested that "it be put somewhere on public record that lots 3 $ 4 would be sitting on fill." Discussion ensued concerning the differences in definitions of reverse curves as understood by Mrs. Jones and Mr. Wimberly. After further discussion, Beth Crocker moved to recommend approval of the preliminary plat to the Planning Commission subject to the following: 1. Flood plain data be shown on the plat; 2. Sidewalks installed and noted on the plat as going all the way around the cul-de-sacs; sidewalks on Crossover Road. 3. Note on plat that no driveways will be permitted onto Crossover or Town- ship Roads; 4 Waiver of street light spacing permitted; and 5. Waiver of length of tangents between reverse curves and sight distances at center lines permitted. Newton Hailey seconded the motion, which passed unanimously (3-0). The meeting adjourned at 5:03 o'clock P.M.
