A meeting of the Subdivision Committee of the City Planning Commission was
held on Monday, March 26, 1979, at 4:30 o'clock P.M. in the Board of Directors
Room, City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Keith Newhouse, Elizabeth Crocker, Newton Hailey, and
Bill Kisor.
MEMBERS ABSENT:
OTHERS PRESENT:
None.
Bobbie Jones, Larry Wood, Gail Biswell, Neal Albright, Ernest
Jacks, Lloyd Warren, and other unidentified members of the
audience.
Chairman Newhouse called the meeting to order.
The minutes of the previous meeting of March 12,
1979, were approved as mailed.
Chairman Newhouse stated that the only item for
consideration was the proposed preliminary and/or in-
formal plat of Meadow Lane Acres, a subdivision lo-
cated outside the City Limits three-fourths mile East
of Old Wire Road; Homer and Dorothy Fry, owners and
developers. Mr. Neal Albright, engineer, was present
to represent.
Newton Hailey objected to the vicinity map which
was submitted for the subdivision. He stated that the vicinity map did not
clearly label the major roads in the area and as a result not one of the Committee
members had been able to locate the property. Mr. Albright stated that he would
submit more definite vicinity maps in the future. He also offered to accompany
anyone interested in such subdivisions when they went to look for the locations.
Chairman Newhouse reviewed the Plat Review Committee comments and discussion
ensued concerning changes made in the easements requested at the Plat Review meet-
ing by the various utility companies. Mr. Albright pointed out the changes made
in several of the easement locations and stated that each utility company had been
contacted and each had agreed to the changes made. A discussion also ensued con-
cerning the possibility of requiring improvements to the road proposed to be called
"Meadow Lane". Beth Crocker stated that since the County had stated that they would
not require any further improvements to the road she felt the City should abide
by that recommendation.
Bobbie Jones noted that the plat could be approved as an informal plat (the
developer would not be required to revise the Preliminary Plat and submit a Final
Plat for approval in that case) if no improvements were required from this Commit-
tee. Beth Crocker questioned whether any further splits of the property would be
allowed or could be approved if the plat were approved as an informal plat. Mrs.
Jones replied that there was a possibility that the lots could be split further
without approval as long as the present lots (each approx. 5 acres in size) and
any split -off lots were left larger than 11/2 acres each. Discussion ensued con-
cerning the undesirability of allowing further splits of the lots since neither
City water or sewer services will be made available to the subdivision. Mr. Kisor

questioned Mr. Albright concerning whether it would be a problem for the developer
if a notation were required to be added to the plat stating that no further splits
of the lots would be allowed., Mr. Albright responded that he did not see any
problem in doing that since it was doubtful that further development would occur
in the area. Ernest Jacks stated that he felt it was "extremely doubtful that the
road will continue any further North."
Mr. Albright requested that the Commission waive the topography requirement
and he also requested approval of the plat as an informal plat. Discussion ensued.
Bill Kisor stated that he would want any approval of the plat to be contin-
gent upon changing the name of the Subdivision, or at least changing the name of
the road proposed as "Meadow Lane." He stated that there was no doubt in his mind
that this road name would cause anything except confusion. Lloyd Warren, a neighbor-
ing property owner, stated that the road had already been designated as "Bridgewater
Lane" several years ago.
Bill Kisor moved to approve the plat as an informal plat contingent upon the
following:
(1) Topography being waived
(2) The road proposed to be named "Meadow Lane" being reaffirmed to its
original designation as "Bridgewater Lane."
(3) Said road being left at minimum County standards and no further improve-
ments being required.
(4) A notation to be made on the plat restricting any further division of
the lots without the subdivision plat being reprocessed through the
Planning Commission.
(S) All Plat Review comments being met.
Newton Hailey seconded the motion, which passed unanimously (4-0).
There being no further business to come before the meeting, said meeting
adjourned at 5:05 o'clock P.M.
