A meeting of the Subdivision Committee of the City Planning Commission was
held on Monday, January 22, 1979, at 4:15 o'clock P.M. in the Board of Directors
Room, City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Ernest Jacks, Newton Hailey, Keith Newhouse and Bill
Kisor.
MEMBERS ABSENT: None.
OTHERS PRESENT: Bobbie Jones, Larry Wood, Gail Biswell, Carl Russell, Gary
Carnahan, Ernest Stobaugh and Joe Segers.
Chairman Jacks called the meeting to order.
Bill Kisor moved to approve the minutes
of the previous meeting of January 8, 1979.
Keith Newhouse seconded the motion, which passed
unanimously.

The Chairman stated that the first item SOCIAL SERVICES
for discussion was the Large Scale Development Large Scale Development
plan of Arkansas Social Services located on Frontage Road
Frontage Road; Lindsey Family Trust and Dr. Al
Sexton, owners. Carl Russell, architect, was
present to represent.
The Chairman questioned Mr. Russell as to each individual item required by
the Plat Review Committee. Mr. Russell noted that all Plat Review requirements
had been met, with the exception that proof of notification of the adjoining
property owners had not been obtained. He stated that Jim Lindsey had taken on
that responsibility, but as Mr. Lindsey was out of town he did not know whether
notification had been completed.
Chairman Jacks stated that the Committee could vote to recommend to the
Planning Commission that approval be made of the plat contingent upon the devel-
opers' obtaining APPROVAL of the project from the property owners; or in the
alternative, that the committee could table the matter until the proof of notice
is submitted; or simply deny the application.
After a short discussion, Bill Kisor moved to table the matter. Keith
Newhouse seconded the motion, which passed unanimously.
The next item for discussion was the COLT SQUARE
final plat of Colt Square, located South of Final Plat
Township Road and West of College Avenue; South of Township and
Johnie Bassett, owner $ developer. Gary West of College Ave.
Carnahan, engineer, was present to represent:.
The Chairman questioned Mr. Carnahan as to each individual item required
by the Plat Review Committee. Mr. Carnahan noted that all Plat Review require-
ments had been met, with the exception that the sidewalks have notbeen shown.
He stated that the sidewalks would be shown on the revised final plat. Mr.
Carnahan also stated that protective covenants had not been submitted for the
reason that Mr. Bassett was "having second thoughts" concerning the covenants.

the surveyor, Frank Blew, said that the plat would have to be extended greatly
in order to get them in. Bobbie Jones said that she had wanted the offset shown.
Mr. Jacks stated that he would like for Mrs. Jones to work this out with Mr. Blew.
A discussion was had concerning the advisability of accepting the name of
the cul-de-sac street as revised by the Plat Review committee. Bill Kisor said
that he felt the word "East" should be left in the name. Bobbie Jones noted that
the city's east/west division fell in approximately this location and that the
Plat Review committee had dropped "East" as they felt the word might be misleading
considering the fact that it was not precisely east of the city's demarcation line.
After further discussion, Keith Newhouse moved to approve the final plat
contingent upon the following:
1. Protective covenants being required and submitted;
2. Section corners being shown on the plat to Mrs. Jones' satisfaction;
3. Cul-de-sac street retaining the word "East" in its name (nameto read
"East Colt Drive");
4. Contract being furnished to the city for incomplete improvements;
S. Sidewalks being labeled on the plat.
Bill Kisor seconded the motion, which passed unanimously.
The last item for discussion was the SHANDERA ESTATES
proposed informal -final plat of Shandera Estates, Informal -Final Plat
located on Stonebridge Road, North of Highway 16 Stonebridge Road
East. Otis Stobaugh, owner, and Joe Segers,
attorney, were present to represent.
The Chairman questioned the representatives concerning whether all the.
Plat Review requirements had been met. Mr. Stobaugh replied that all had been
met, except that only one high-pressure gas line crossed this lot instead of the
two mentioned at Plat Review. He said that the gas company had held a blanket
easement for the entire property, but that he had obtained a release of that
blanket easement for this lot.
Bobbie Jones noted that the gas company would require a 25' building setback
from its line. She also noted that Clayton Powell, Street Superintendent, had
asked that a notation be made on the plat stating that no further division of
this lot could be made without a subdivision plat.
A short discussion ensued. Bill Kisor then moved to approve the plat
contingent upon the following:
1. A 25' building setback from the high pressure gas main being shown on
the plat;
2. Notation on the plat stating that "no further division of this lot can
be made without submission of a subdivision plat therefor."
3. No,:off-site improvements will be required;
4. All Plat Review comments are met.
Newton Hailey seconded the motion, which passed unanimously.
There being no further business to come before this meeting, said meeting
adjourned at 4:58 o'clock P.M.
