MINUTES OF A SPECIAL SUBDIVISION COMMITTEE MEETING
A special meeting of the Subdivision Committee of the City Planning Commission
was held on Tuesday, October 24, 1978, at 9:130 o'clock A.M., in the Board of
Directors Room, City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Ernest Jacks, Bill Kisor, Keith Newhouse and Larry
Wood.
MEMBERS ABSENT: Newton Hailey
OTHERS PRESENT: Bobbie Jones, Gail Biswell
Chairman Jacks called the meeting to order.
The first item for consideration was the
improvement plan of the Huntingdon Subdi-
vision Homeowner's Association (Huntingdon
Subdivision being a Planned Unit Development
to be located south of Sweetbriar #2 Subdi-
vision and north of Strawberry Hill Subdi-
vision, property zoned R-1, Low Density Resi-
dential District; developer, Northwood
Corporation.
No one was present to represent.

Improvement Plan)
The homeowner's association was seeking approval to begin construction of the
swimming pool, clubhouse and tennis courts. The plan submitted by the associ-
ation was reviewed. Mr..Jacks questioned how the cars would get in and out
of the last two parking places in each lot. He said they should be required
to not back into the public street. Bill Kisor agreed that the cars should be
given more room to get in and out without backing into the public street.
Bobbie Jones said she felt the parking spaces allotted would be sufficient
(1 for each 600-800 sq. feet for the clubhouse; 1 for each tennis court; and
1 for each 300 sq. feet of pool and deck --requiring 8 for the clubhouse, 2 for
the tennis courts and 6 for the pool and deck; totalling 16 spaces). Mrs. Jones
said she would look into the ordinance and determine the exact spaces required
and would enforce the required spaces to be provided.
Ernest Jacks commented that the street and drainage plans had not been given
final approval by the street department and felt that construction of these
improvements should not be allowed to begin until the street department's final
approval has been given on drainage.
Bill Kisor moved to approve the improvement plan with the following contingen-
cies: (1) Require additional area to be provided at the parking spaces to
allow cars to ingress and egress without backing into the public street; (2)
determine that the parking spaces allowed are sufficient according to the
ordinance and enforce the exact spaces required to be provided; and (3) require

that no construction be commenced until the street department has approved
the drainage plans. Keith Newhouse seconded the motion, which passed unani-
mously.
The second item for consideration was the WINNAMAC STEEL PRODUCTS
question of WINNAMAC STEEL PRODUCTS as to Industrial Park
whether they would be required to make any
special landscaping on the first 10 feet
of the property they are acquiring from the
Industrial Park along Black Oak Road, a
public road. They also needed to know
whether it would be necessary for them to notify the property owners along
their common boundary outside the city limits about their intentions to con-
structthe steel products plant.
After discussion, Chairman Jacks moved that the subdivision committee
(1) not require any special landscaping along the 10' of public road front-
age along Black Oak Road, but that simple grass (mowed frequently) would be
sufficient, and (2) that the steel plant would not need to notify the property
owenrs along their common boundary outside the city limits of their construc-
tion plans. Bill Kisor seconded the motion, which passed unanimously
