A meeting of the Subdivision Committee of the City Planning Commission was held
on Monday, April 24, 1978, at 4:00 P. M., in the City Administration Building,
Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Ernest Jacks, Bill Kisor, Keith Newhouse, Newton Hailey.
MEMBERS ABSENT: Larry Wood.
OTHERS PRESENT: Bobbie Jones, Angie Medlock, Larry Smith, Jim Lindsey, Harry Gray.
Chairman Ernest Jacks called the meeting to order.
The minutes of the April 10, 1978 Subdivision Committee
were approved as mailed.
The first item for consideration was the
approval of a large scale development plan
for offices to be located south of Zion Road

and west of Highway 265; James E. Lindsey,
developer.
Jim Lindsey and Larry Smith were present to represent.
Mr. Jacks said they would need to indicate the right of way on Highway 265, and put
a note on the plat that the parking will be paved.
Mr. Jacks asked if the adjoining property owners had been notified and Mr. Lindsey
stated that he owns all abutting property except the property to the south which is
owned by Murl Steed. He did not have proof of notification of Mrs. Steed. Mr. Jacks
explained that the Subdivision Committee has a new policy to not take action on items
which require notification of adjoining property owners without proof of notification.
Keith Newhouse made a motion to table the approval of the large scale development plan
until the May 8 meeting. Newton Hailey seconded the motion, which passed unanimously.
The second item for discussion was the approval of PILGRIM CHURCH
a large scale development plan for the Pilgrim Large Scale Development
Church to be located on Old Wire Road, south of Old Wire Raod
Strawberry Hill Subdivision; T. C. Chapin, developer.
Harry Gray was present to represent the plan.
Mr. Jacks asked if they have the problem with the drainage easement worked out and
Mr. Gray said he has a copy of the drainage -easement and it does not run through
this property as shown in the City Planning plat book. He gave Bobbie Jones a
copy of this easement.
Mr. Gray said Mr. Chapin does not want to build curb and gutter along Old Wire Road
at this time. He said Mr. Chapin would be willing to enter into an agreement with
the City that they would put in their portion of curb and gutter and widen the street
when the abutting property is developed. Mr. Gray said Mr. Chapin does not want to
put in the curb and gutter on a piece -meal basis.
The Subdivision Committee noted that they had required curb and gutter on previous
applications.
Keith Newhouse made a motion to approve the large scale development plan with the
following contingencies: 1) resolve the location of the drainage easement, 2) pinpoint
the location of the driveway and indicate it on the plat; 3) curb and gutter will be
required along Old Wire Road to meet collector street standards; 4) show the parking
as paved parking; and 5) meet all of the Plat Review comments.
Bill Kisor seconded the motion, which passed unanimously.

The third item for consideration was the HARRY SAWYER TOYOTA
• approval of a large scale development plan Large Scale Development
for Harry Sawyer Toyota to be located at the Hwy. 71 N. t Zion Road
intersection of Highway 71 North and Zion Road.
Robert Winn and Harry Sawyer were present to represent.
Mr. Jacks said they would need to show the right of way on Zion Road as 30 feet from
the existing center line. Also, they will need to add a vicinity map.
Mr. Winn said Mr. Sawyer.would like to pave the approximately 41 feet of highway
right of way left between the sidewalk and his property line. The Subdivision
Committee did not want this remaining right of way paved. They said they would
want to see it landscaped in some way. David McWethy felt the developer would
not be allowed to pave City right of way.
Bill Kisor made a motion to approve the large scale development plan for Harry
Sawyer Toyota with the stipulations that 1) show. the right of way on Zion Road as
30 feet from the existing center line; 2) add a vicinity map; and 3) the City right
of way not be paved. Newton Hailey seconded the motion, which passed unanimously.
The last item for consideration was the approval REGENCY NORTH
of the preliminary plat of Regency North Subdivision Preliminary Plat
located North and East of Appleby Road; Wade N. F, E. of Appleby Road
Bishop, developer.
Wade Bishop was present to represent.
After a short discussion, Keith Newhouse made a motion to approve the preliminary
plat contingent upon meeting all Plat Review comments.
Mr. Bishop asked if the Planning Commission would have any objections to Mr. Bishop
retaining ownership of a median in Wayne Drive for a location sign.
Or. Newhouse amended his motion to approve with meeting all Plat Review comments and
• that the developer be allowed to retain ownership of a median in Wayne Drive for a
sign. Bill Kisor seconded the motion, which passed unanimously.
