HomeMy WebLinkAbout1978-01-10 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING An adjourned meeting of the Subdivision Committee of the City Planning Commission was held on Tuesday, January 10, 1978 at 4:15 P. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Ernest Jacks, Bill Kisor, Keith Newhouse, Larry Wood. None. Bobbie Jones, Angie Medlock, Don Mitchell, Pat Demaree, Dewayne McChristian, Ervan Wimberly. Chairman Ernest Jacks called the meeting to order. The first item for discussion was the SMOKE RISE SUBDIVISION approval of the preliminary plat of Preliminary Plat Smoke Rise Subdivision located west South of Hwy. 16 West of Highway 71 Bypass and south of Highway 16 West; Demaree, McChristian, and Demaree, developers. Don Mitchell, Pat Demaree, and Dewayne McChristian were present to represent. There was some discussion about whether the Planning Commission should require the developers to extend Jewell Road from their west property line to the Frontage Road They had required the developer of Maple Terrace, to the west, to stub an east/west road to be connected to the frontage road when this property was developed. Jewell Road would intersect this property approximately 219.46 feet north of the south property line. Planning Consultant Larry Wood recommended that they do consider extending this through to the Frontage Road for an east/west circulation. He noted that the nearest east/west road if this is not built would be at the end of Maple Terrace, at least 1.1 mile south of Highway 16 West. Bobbie Jones noted that the Frontage Road is already built, but not to City standards. She asked if the developer should be required to build this to current City standards, and also if he should be required to build sidewalks on the Frontage Road. Larry Wood questioned if the Frontage Road is on State right-of-way and Don Mitchell said it is. Larry Wood felt the State would be required to maintain it;. and the developer should not be required to rebuild the road Mr. Jacks noted that the following things still need to be worked out: 1) waive the street light spacing to a maximum of 400 feet; 2) submit protective covenants to the Office of City Planning; 3) show the flood plain on the plat; 4) correct the legal description; and 5) extend the sidewalks through all lots on the Frontage Road. The Subdivision Committee decided to takethis on to the Planning Commission without a recommendation. The only other item for consideration was the approval of the preliminary plat of West Wind Subdivison, Phases 2, and 3, located north of Township Road and northeast of Jimmie_Lane; J. B. Hays, Dr. Bob Brandon, Jim Younkin, developers. He. said this is a Planned Unit Development and the developers are planning to put in street lights, but not sidewalks. Bill Kisor made a motion to recommend approval of the preliminary plat of West Wind, Phases 2 and 3 with the following stipulations: 1) approve the tandem lots (15, 25, 34, and 27); 2) if Westwind Drive is ever connected to Sheryl, it must be built to current City standards, including sidewalks; and 3) waive the maximum length of the dead-end drive to 2200 feet. Keith Newhouse seconded the -motion, which passed unanimously.
