HomeMy WebLinkAbout1978-01-09 - MinutesMINUTES OF A SUBDIVISION COMMITTEE MEETING A meeting of the Subdivision Committee of the City Planning Commission was held on Monday, January 9, 1978, at 3:30 P. M., in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Ernest Jacks, Keith Newhouse, Larry Wood, Bill Kisor. MEMBERS ABSENT: OTHERS PRESENT: None. Bobbie Jones, Angie Medlock, Peggy Bishop, Rudy Moore, Mr. Pickell, Steve Krysowaty, Mel Milholland, Jim Vizzier, Gary Carnahan, Jim Lindsey, Ken Jones, Neal Albright, Ervan Wimberly, Sam Mathias, and other::unidentified persons. Chairman Ernest Jacks called the meeting to order. Keith Newhouse made a motion to approve the minutes of the December 12, 1977 Subdivision Committee meeting as mailed. Bill?.Kisor seconded the motion, which passed unanimously. The first item for discussion was the final plat of a Replat of Block 5, Lots 9-24, Bishop Addition, Unit 2, located west of Appleby Road and North of Bishop Drive, Wade Bishop, developer. Peggy Bishop was present to represent. Keith Newhouse made a motion to approve the final plat seconded the motion, which passed unanimously. The second item for consideration was the approval of the preliminary plat of Huntingdon, a Planned Unit Development, located at the northwest corner of Old Wire Road and Highway 265; Northwood Corporation, developer. Rudy Moore, Mr. Pickell, Jim Vizzier, Mel Milholland and Steve Krysowaty were present to represent. Mel Milholland asked if the Planning Commission would consider waiving the sidewalk requirement on the private streets if the developer decided to make them public streets. Mr. Jacks said the Board of Directors would have to completely waive sidewalks, the Planning Commission is only authorized to waive sidewalk standards and location. After some discussion, Keith Newhouse made a motion to recommend approval of the preliminary plat with the following contingencies: 1) the developer construct the future street stub to the west; 2) waive the street light spacing to a maximum of 420 feet; 3) waive sidewalk requirements on the private drive; and 4) correct the dimensions noted in Plat Review by Bobbie Jones. Bill Kisor seconded the motion, which passed unanimously. MINUTES BISHOP ADDITION, UNIT 2 Replat of Block 5 Final Plat as submitted. Bill Kisor HUNTINGDON Preliminary Plat Planned Unit Development Old Wire Rd. $ Hwy. 265 The third item for discussion was the approval of the preliminary and final plat of Northside Acres located east of Highway 265 and south of Zion Road; Fred Zamberletti, developer. Gary Carnahan and Jim Lindsey were present representing Mr. Zamberletti. NORTHSIDE ACRES Preliminary F, Final Plat Highway 265 $ Zion Road • • • Subdivision Committee Meeting January 9, 1978 -2- Mr. Jacks stated that there was some question as to whether the east/west road running along the south property line had ever been dedicated. Gary Carnahan said he could not find any formal dedication of the road. He said Mr. Zamberletti had, at one time, owned property on both sides of the road but the road had been left out of the legal descriptions. He said Mr. Zamberletti would be willing to give the City a quitclaim deed to dedicate 50 feet right-of- way. _ Mr". Lindsey said he`liad talked with Street Superintendent Clayton Powell . who recommended they put down a 4" base and chip and seal the road or the developer buy the materials for the base and asphalt and the City furnish labor and equipment to pave it. KeithhNewhouse made a motion to approve the preliminary and final plat of Northside Acres with one tandem lot and the developer furnish the City a quitclaim deed for the 50 feet right-of-way for the county road to be built by the developer with either a 4" base and chip and seal or other arrangements made with the City Manager. Bill Kisor seconded the motion, which passed unanimously. The next item was the approval of the preliminary plat of Winwood II, Phase II located west of Winwood Drive, Mildred Winborn, developer. . Bill Kisor made a motion to approve the preliminary plat with the following stipulations: 1) submit protective covenants to the Office of City Planning; 2) waive the scale; 3) obtain signatures of the adjoining property owners; and 4) work out the easements with the utility companies. Keith Newhouse seconded the motion, which passed unanimously. WINWOOD II, Phase II Preliminary Plat West of Winwood Drive Next was the approval of the final plat MAPLE TERRACE of Maple Terrace Subdivision located Final Plat south of Highway 16 West and west of South of Hwy. 16 West Highway 71 Bypass; Bryce Davis, developer. Bryce Davis and Neal Albright were present to represent. Keith Newhouse made a motion to approve the final plat of Maple Terrace with the following contingencies: 1) change the easement to 20 feet between Lots 12 and 13, Block 1; 2) submit protective covenants to the Office of City Planning; 3) obtain the signature df the owner of Maple Manor; and 4) if the property to the east is not required to extend Jewell Road to the Frontage Road, this developer may close his portion of the road. Bill Kisor seconded the motion, which passed unanimously. The sixth item for consideration was the approval of the large scaledevelopment plan for Willowood Apartments, located north of Highway 16 Bypass and east of South College Avenue; Sam Mathias, Developer. Steve Krysowaty was present to represent. Bill Kisor made amotion to approve the large scale development plan of Willowood Apartments with the contingencies that 1) put a note on the plat that the parking will be paved; and 2) either petition to close Willow or move the apartment complex. Keith Newhouse seconded the motion, which passed unanimously. WILLOWOOD APARTMENTS Large Scale Development North of Highway 16 Bypass tn8 Subdivision Committee Meeting January 9, 1978 -3- Next was the approval of the large scale development plan for apartments located south of Sycamore and east of Leverett Streets; Ralph Freeman Large Scale Development Sycamore & Leverett: Ralph Freeman, developer Ervan Wimberly was present to represent. Bobbie Jones explained that this large scale development plan was originally approved before the new regulations for screening were passed , and asked if the developer should be required to apply that Ordinance to the portion of the development which is already built. The Subdivision Committee felt they should not be required to screen those portions already built. Bill. Kisor made a motion to approve the revised.plan as submitted. Keith Newhouse seconded the motion, which passed unanimously. The Subdivision Committee adjourned until 4:15 on January 10, 1978.
