HomeMy WebLinkAbout1977-07-25 - Minutes• MINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the City Planning Commission met at 4:10 P. M., Monday, July 25, 1977, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: Chairman Ernest Jacks, Bill Kisor, Larry Wood. MEMBERS ABSENT: Keith Newhouse, Jack Ray. OTHERS PRESENT: Bobbie Jones, Angie Medlock, David McWethy, Ted Doke, Larry Smith, George Westmoreland, Rick Cowdrey, and other unidentified persons. Chairman Ernest Jacks called the meeting to order. Bill Kisor made a motion to approve the minutes of the Subdivision Committee meeting of July 18, 1977. Ernest Jacks seconded the motion, which passed unanimously. The first item for consideration was the approval of the Large Scale Development for First National Bank for drive-in facilities located North of Highway 62 West and East of Highway 71 Bypass; First National Bank; developer. Ted Doke and Larry Smith were present to represent. After some discussion, Bill Kisor made a motion to approve the large scale develop- ment plan of First National Bank with 1) work out the easement for the telephone company; 2) check with Mr. Lieberenz about the flood plain; and 3) obtain a letter needed by Wally Brt for sanitation trucks to cross the Wal-Mart property. Ernest Jacks seconded the motion, which passed unanimously. MINUTES FIRST NATIONAL BANK Large Scale Development N. of Hwy. 62 W F, E. of Hwy. 71 Bypass Next was the feasibility study for a proposed subdivision located North of Moore Road and east of Deane Solomon Road; Springdale Service and Loan Corporation, developers. George Westmoreland and Rick Cowdrey were present to represent. Rick Cowdrey said he had run up some costs for Deane Solomon Road adjacent to the property it back-to-back street, storm sewer, and curb and Feasibility Study N. of Moore Rd. F, E of Deane Solomon Road Springdale Service $ Loan Corp. the developer -and for the strip of would cost about $200,000 for a 31 -foot gutter. He said they would like to put a street in there but were wondering about an improvement district. Mr. Westmore- land said they had talked with Mr. Solomon and he was not very interested. Part of his land is inside the city and part is outside the city. The part outside the City would need to be annexed. He said they feel the annexation and the improvement district may cause problems which are too complex to be worked out. He said they would like to see Deane Solomon Road improved but to improve the whole thing wouldn't be feasible at all. He noted that none of the lots have access to Deane Solomon Road. He said the lots will back up to Deane Solomon Road. David McWethy, Administrative Assistant, said it is his opinion that an improvement district would not be contingent on whether or not the property was inside the City. George Westmoreland said they wouldn't mind being in an improvement district but they don't want to initiate it. David McWethy suggested the Subdivision Committee consider Moore Road and that portion of Deane Solomon Road from Moore Lane to Mount Comfort as a higher designation (collector or minor arterial). He said the Major Street Plan shows Deane Solomon as 3�� • • • Subdivision Committee Meeting July 25, 1977 -2- being a collector street. He suggested they also have Moore Lane as a collector. Bobbie Jones said Mr. Faubus has a contract so there would be some money available to improve the road. George Westmoreland said they are planning to run sewer down Deane Solomon Road to the creek and put in a lift station there. He said the total cost of sewer including lift station was estimated at $75,000. They discussed the possibility of alternate routes to sewer. Ernest Jacks asked if the developer should get with the City Manager and discuss this feasibility study. David McWethy said this would be a good idea. He said in his opinion, they may be asked to bring Moore Road and the south part of Deane Solomon Road up to collector standards and the northern portion of Deane Solomon should be at least 31 feet wide. He said if they wish to enter into an improvement district, that is fine, but he doesn't feel they should think seriously about the use of city funds. Larry Wood said Mr. Solomon had came in about four months ago with a proposed PUD for his property. He said he felt what had scared him off was the split in city limits and Mr. Solomon didn't want to annex into the city. George Westmoreland said Mr. Solomon had told him he would not improve any portion of the existing road. Larry Wood said on the map he has, it looks as though the proposed relocation of Highway 71 is just barely missing the southern tip of the developer's property. Larry Wood said if anything, this would just be a portion of their property. George Westmoreland said they would like to take Deane Solomon Road and leave the natural drainage flow down to Clabber Creek as an open ditch. He said they would be willing to stand the cost of paving half the road. Rick Cowdrey said he had talked to Clayton Powell and he is planning to pave Deane Solomon Road. It is presently double chip and oil seal. Larry Wood asked if they would be willing to change the sewer to go another way if it could be worked out and Rick Cowdrey and George Westmoreland said "yes". Ernest Jacks asked if there would be a green area. George Westmoreland said the creek is in the flood plain so they have extra deep lots along the creek. He said they could take some of that for green area instead of deeding it to the property owners. He said if they deeded that to the City, the City would have to maintain it. He said they would be willing to dedicate this and leave off a couple of lots and give access. David McWethy asked about giving a public access easement rather than a dedication. Mr. Westmoreland did not think this was agreeable. It was also questioned whether the City would want to accept a dedication. George Westmoreland said he felt they would have to have a waiver of the storm sewer requirements up and down Deane Solomon Road. He said otherwise, the cost for this development would be so prohibitive it would be out of the question. Rick Cowdrey said they are talking about $75,000 for storm sewer alone. Larry Wood mentioned that Moore Road's access to Highway 71 Bypass is to be shut off at some time in the future. George Westmoreland said they would then have access to the access road The Subdivision Commitee said they would take this on to the Planning Commission but they felt the developer should get with the City Manager's office as to what improvements would be required. Ervan Wimberly asked the Subdivision Committee how long a privately owned and maintained dead end street could be in a Planned Unit Development. He said it would be coming off a dead end cul-de-sac and would serve five or six lots. He had reference to the Younkin property lying South of the cul-de-sac on Sheryl Avenue. Bobbie Jones noted that the maximum length is 1,000 feet for urban dead-end city streets. Ervan Wimberly said this would be a private street. Mr. Jacks noted that a private drive wouldn't have to be built to city standards. No answer was given to Mr. Wimberly's question. The meeting was adjourned at 4•:50 P. M. 34
