MINUTES OF A SUBDIVISION COMMITTEE MEETING
The Subdivision Committee of the City Planning Commission met at 4:15 P. M., Monday,
July 11, 1977, in the Board of Directors Room, City Administration Building,
Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Ernest Jacks, Bill Kisor, Keith Newhouse, Jack Ray, Larry Wood.
MEMBERS ABSENT: None.
OTHERS PRESENT: Bobbie Jones, Angie Medlock, General Bruce Kendall, Rick Cowdrey,
J. 0. Hoggard.
Chairman Ernest Jacks called the meeting to order.
The minutes of the June 27, 1977 Subdivision Committee meeting were MINUTES
approved as mailed.
The first item for discussion was the approval of the LEWIS ESTATES
informal plat of Lewis Estates located South of Informal Plat
Howard Nickell Road and Northeast of Salem Road, outside South of Hbward'Nickell.Rd. $
the city limits; Carlos L. and Velma Lewis, developers. Northeast of Salem Road
General Bruce Kendall was present to represent.
General Kendall said Mr. Lewis had previously farmed this land but was now subdividing it
into eight lots. He said it has all the utilities and has paved roads on three sides.
Bobbie Jones said they need to have the road easement written in where the easement is.
Bruce Kendall said it is clearly marked as a road. After some discussion, the Subdivision
Committee decided to take this informal plat on to the Planning Commission and recommend
approval with no stipulations.
The only other item for discussion was the FOX HUNTER ESTATES
approval of the Preliminary Plat of Fox Preliminary Plat
Hunter Estates located outside the city South side of Fox Hunter's Road
limits on the south side of Fox Hunters road;
Alfred R. Fuchs, developer.
J. 0. Hoggard and Rick Cowdrey were present to represent.
Chairman Jacks said there was a problem with the cul-de-sac. J. 0. Hoggard said they
have extended the cul-de-sac to the south property line. Bobbie Jones said this meets
the recommendation. Rick Cowdrey said they will dedicate this 60 feet as a road.
Ernest Jacks noted that this exceeds the 500 feet maximum length for a dead end street.
This street is approximately 1700 feet in length. General Kendall, representing the
County, said they no longer enforce a maximum length for a dead end street in the County.
and this street is satisfactory with the County.
Bobbie Jones said she has the signatures from some of the adjoining property owners and
Rick Cowdrey has mailed two letters to people out of town, which she doesn't have receipts
from yet.
General Kendall said County standards will apply on streets. He said the interior road
which the developer is building will have to be paved but does not require curb and gutter.
Keith Newhouse was concerned about the developer not being required to improve any of
Fox Hunter's Road. General Kendall said the County has not yet said that the developer
will have to pave the front of the subdivision and then the rest of the road will not be
paved. Only that portion which is inside the subdivision and built by the subdivider will
have to be paved under County regulations. He said the County may have to look at each
subdivision individually. Rick Cowdrey said he understood the minimum County standards
did not require a paved street. General Kendall said the County has changed their
regulations to require paved streets in Fayetteville's Planning Area.

Ernest Jacks said the dedication for the 60 foot road dedication through the cul-de-sac
will need to be noted on the final plat; the length of the dead end street will need to
be waived; the signatures of the adjoining property owners need to be in the Planning
Office; the topography intervals will need to be waived to 10 foot intervals instead of
5 foot intervals.
Bobbie Jones noted that the street name (Fox Hunter's Drive coming off Fox Hunter's Road)
may be confusing for emergency vehicles. J.. 0. Hoggard said this wouldn't make any
difference to the developer if they need to change the name of the street. These consid-
erations would be taken to the Planning Commission.
The meeting was adjourned at 4:55 P. M.
