HomeMy WebLinkAbout1977-03-14 - Minutes• • • MINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the City Planning Commission met at 4:30 P. M., Monday, March 14, 1977, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: Chairman Ernest Jacks, Bill Kisor, Keith Newhouse, Jack Ray, Larry Wood. None. OTHERS PRESENT: Bobbie Jones, Angie Medlock, Neal Albright, Dale Holland. Chairman Ernest Jacks called the meeting to order. KeithLNeirhbuse made a motion to approve the minutes of the February 28, MINUTES 1977, meeting. Jack Ray seconded the motion, which was passed unanimously. The only item for discussion was the approval of the Preliminary Plat for Sunset -Sunset Addition, located North of West View Addition No. 2, South of Prairie View Addition and East of Sunny Acres Addition. (between Cleveland and Wedington, Sang and Sunset); Developer, Holland House, Inc. Neal Albright and Dale Holland were present to represent. SUNSET - SUNSET ADDITION Preliminary Plat Between Cleveland $ Wedington, Sang $ Sunset Chairman Jacks asked what the correlation is between the two plats presented and Bobbie Jones said there is no correlation. Dale Holland said the plat they are now proposing is a tandem lot proposal but it is not the one that went through Plat Review. Chairman Jacks acknowledged the following comments on the tandem lot proposal: Wally Brt, Sanitation Superintendent: I do not like the proposed layout; but if it is approved, I think Fowler Avenue should be constructed to connect with Berry Street. Cedarwood Avenue should have the cul de sac constructed unless there is one already there. Also, they should construct masonry garbage can holders at the street and take their trash to them. I do not wish to enter upon their property. Charles McWhorter, Fire Chief: (1) Private drives are not wide enough to get fire trucks in on. All they maintain is enough width to get a car through on. The rest grows up, so we can't get a truck through. (2) House numbers for tandem lots as shown will be confusing. (3) Lack of through or connecting streets could delay arrival of fire fighting equipment if the truck, for instance, went up Sunset Avenue then had to double back around. Clayton Powell, Street Superintendent: I do not feel this type of subdividing and/or developing meets the criteria or intent of the tandem lot provisions. Nor does it provide adequate access for the public health, safety and welfare. Dale Holland said on Lewis Street they are proposing to bring it all the way through, which can be tied in on North. Bobbie Jones said if they are going to do that, Lewis Street would curve a little bit before it leaves this property so a full SO feet width can be gotten off the property to the North. Subdivision Committee Meeting March 14, 1977 -2- Planning Consultant Larry Wood said an east -west street in the property is not practical. You have the same grade on the property that you have on Cleveland trying to get from Sunset to Sang. Bill Kisor arrived at 4:40 P. M. Larry Wood noted that you have five streets that dead end into the property. He stated that he felt if they could develop the piece of property and the City not acquire any right-of-way to maintain, then they would be better off in the long run. He doesn't totally agree with the use of tandem lots but he doesn't totally disagree either. The fire engines would have a problem getting to the back lots. This looks like a piece of property where you could use tandem lots effectively. Bobbie Jones mentioned that the Street Superintendent would still like for them to connect Fowler to Berry. Chairman Jacks stated that the hillside wouldn't look good with a lot of streets through it. Dale Holland stated that another problem is the density amount is about two units per acre- He said he feels a Planned Unit Development might disturb the neighborhood. He said that Lot 3 has a house on it now. Bobbie Jones said they do have some lots which don't meet the minimum frontage requirements for lots. Also, you can't have a tandem lot behind another tandem lot. Lot 3 doesn't have any frontage, also, Lot 1, in Block 2 doesn't have any frontage, and Eva Street dead ends into Lot 2. Chairman Jacks said he didn't feel the Board of Directors would approve this plat. Bobbie Jones stated that you have to have 80% of the required width in street frontage. Neal Albright said you could correct one of the lots by connecting Fowler to Berry. Bobbie Jones said on Cedarwood you could build a cul-de-sac just into the property. Chairman Jacks said he felt the Board .wouldn't 'waive the tandem lots. Dale Holland stated that the original plat doesn't seem feasible either. Chairman Jacks stated that he felt a lot of people would think the answer would be to take Berry on through and connect the other streets to it. He said this is ideal'. property for even larger lots than they are proposing. Dale Holland asked the Subdivision Committee's feelings on a Planned Unit Development. Chairman Jacks said as long as Mr. Holland is talking about single-family, he thinks it would be a good idea. Dale Holland said he is thinking about using private streets all the way through. Larry Wood agreed that a single-family Planned Unit Development would be a good idea. This would solve the fire chief's problem, too. Discussion followed on alternative proposals. Dale Holland stated that another thing that bothers him is taking a street all the way down the side. He said he is searching to see if this would be feasible. Chairman Jacks said the only other alternative is to see if the Board of Directors would consider the tandem lots as they have proposed. Mr. Albright and Dale Holland decided to withdraw (for the time being) the preliminary plat for Sunset -Sunset Addition with tandem lots and try another approach.
