HomeMy WebLinkAbout1976-06-28 - Minutes• • MINUTES OF A SUBDIVISION COMMITTEE MEETING The Subdivision Committee of the City Planning Commission met at 3:30 P. M., Monday, June 28, 1976, in the Board of Directors Room, City Administration Building, Fayetteville, Arkansas. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Bill Kisor, Jack Ray, and Larry Wood. Chairman Ernest Jacks, and_Keith Newhouse. Bobbie Jones, Robin Northrop, Attorney Marshall Carlisle, Wade Bishop, Jim Ogden, Claud Prewitt, William Meadows, Lee Taylor, Ray McElhaney, and Leo Peel. Bill Kisor (acting as Chairman in -Mr. Jacks' absence) called the meeting to order. On a motion by Jack Ray and a second by Bill Kisor, the MINUTES minutes of the June 14, 1976 meeting were approved as mailed. Bill Kisor opened discussion on the first item '•-VILLA MOBILE HOME PARK NORTH for review and recommendation to the West of College Avenue Planning Commission of the proposed third Approval of Third Access access for Villa Mobile Home Park North. This third access is a condition of the approval of the conditional use and preliminary plat given on March 15, 1976. Attorney Marshall Carlisle was present to request the: approval..o.f_third access to Villa Mobile Home Park North. Bobbie Jones stated that she had just received a letter from Johnie Bassett, agreeing to dedicate 60 feet of right-of-way, with no expense to he, himself for the third access to Villa North. Attorney Marshall Carlisle stated that the Board had turned them down for the time being on the waiver of screening and 8% recreation area until they got their third access. Bill Kisor stated that this should be recommended to the Planning Commission for acceptance of the third access. Jack Ray agreed. Bill Kisor opened discussion on the review and LEO PEEL recommendation to the Planning Commission on a 1990 North College Avenue request for a waiver of subdivision requirements submitted by Leo Peel for property located at 1990 North College Avenue. Mr. Leo Peel was not present to represent this..:_ Bobbie Jones said the original piece of Mr. Hudson's property is shown and also the protion that was split off. Mr. Peel bought all the frontage and he says the owner is an elderly man who is blind and hard to communicate with. Leo Peel had also told her that a survey showed that the drive is on the South side of the property he bought. Whether it is totally on this property or not ---she was not sure. Bobbie Jones said that the commercial depth is 250 to 300 feet deep. About half is commercial and half is residential. Larry Wood asked who owned the blacktop. Bobbie Jones said that Mr. Peel told her it was totally owned by him. Larry Wood said that he would restrict the access to all the property to the road. Bobbie Jones said that it is not a City Street; it is a private road. Larry Wood said that there should be an agreement worked out on an access to both pieces of property. Bill Kisor asked if the Mobile Home Park uses this road. Bobbie Jones said that she thinks that they do. �a� • Subdivision Committee -2- June 28, 1976 Larry Wood said the access to the Mobile Home Park is beside the Huddle Club Bobbie Jones said that this is in the area where a rezoning case came up before the Planning Commission about three years ago for Lester Longwith, and it was denied because it was land -locked. The property owner went to Court and was awarded an access of 30 feet off the adjoining properties. The Committee agreed to recommend that this be worked out with the Planning Commission, but with a recommendation for at least a mutual agreement, on the road, between the parties concerned. Bill Kisor opened discussion on the SUMMER HILL RACQUET CLUB revised large scale development Revised Large Scale Development Plan plan submitted by William Meadows for "Summer Hill Racquet Club". Conditional use was approved by the Planning Commission on June 14, 1976, with a requirement to revise the plot plan. Subdivision Committee may approve large scale development plan. The Planning Commission may waive setbacks of tennis courts, etc. from other R -Zoned property. Claud Prewitt and William Meadows were present to request the approval of a . revised large scale development plan. Claud Prewitt said the Masonic Lodge is not concerned about the lay -out; they are mainly concerned about Masonic Drive. 1) Masonic Drive, if used in its present condition, would be quite dusty. 2) The Lodge might end up having to pay some of the cost of paving Masonic Drive. Mr. Prewitt said he had talked to Mr. Morrison and Mr. Sharp and this was their primary concern. The Subdivision Plat is undergoing considerable revision; dropping tie between Alice and Masonic. Alice will be a cul de sac. Bobbie Jones said that the Planning Commission did agree for them to have a cul de sac on Alice and take only Masonic Drive through to Stubblefield Road. Claud Prewitt brought up that there is some question as to the radius for the curb. He said they can easily change the curb, if necessary for the Sanitation Department. Bobbie Jones said that they did not have enough parking before, but it is o.k. now. Claud Prewitt said that they did not show surface drainage on that before. Bobbie Jones said they have setbacks shown now. Jack Ray made a motion that this be approved as a large scale development plan and go on to the Planning Commission for the setback variance. Bill Kisor seconded the motion, which was approved unanimously. Bill Kisor opened discussion on a proposed large CY CARNEY scale development plan submitted by Cy Carney West of Highway 71B to construct a mini -storage on property lying Large Scale Development Plan West of Highway 71B (South School Avenue) behind "Mr. Quick". Access to the property is by a private road running East-West and lying South of Mr. Quick owned by Mr. Carney; it also has access by way of a second private road running North-South off 15th Street owned by Ralph Goff. Mr. Ray McElhaney, with Structural Systems, was present to represent this matter. Bobbie Jones states that this is a private road on the South side of the parking lot of Mr. Quick's. It is paved on the back, into this property, so it has got street frontage. Bobbie Jones said Clayton Powell had asked that in filling around the creek, they keep it smooth Bill Kisor asked Bobbie Jones if she was satisfied with the street frontage. Bobbie Jones said that she was satisfied. Ray McElhaney says that they have two accesses to the property. Larry Wood said that he sees no problem as long as Cy Carney owns the property on Highway 71B. • • Subdivision Committee -3- June 28, 1976 Bobbie Jones said that he bought this property from Ralph Goff in 1969. Bobbie Jones checked the Plat Book, and it shows 80 feet of right-of-way on South School. - Bill Kisor made a motion to approve the large scale development plan of Cy Carney. Jack Ray seconded the motion. Mr. Kisor opened discussion on the review and recommendat- WADE BISHOP ion to the Planning Commission of the proposed Final Bishop Addition, Unit 2 } Plat of Bishop Addition, Unit 2. The Plat has not been Proposed Final Plat revised since Plat Review Committee met. Street Superintendent, Clayton Powell, referred some questions to the Planning Commission for a ruling. Mr. Wade Bishop was present to represent the Final Plat of Bishop Addition, Unit 2. Bobbie Jones talked to the man from Warner Cable and apparently the lot lines are different, but they can run along an easement and angle it in. Clayton Powell is recommending that the cul de sacs on the North end be extended on to the North property line. Bill Kisor asked Mr. Bishop if that was satisfactory to him. Mr. Bishop said there is a 25 ft. easement for a future street shown across the North end; also, on Susan Carrol he thought extending the cul de sac would put the sewer lift station in the cul de sac. Wade Bishop said that sewer runs up street to the lift station; it could get into serious engineering problems. Bobbie Jones said that Hacienda be shown as a dedication, rather than an easement. Clayton Powell wants the Planning Commission to rule on this, and on whether or not Mr. Bishop should participate in the improvement of Hacienda. Wade Bishop said that on Susan Carrol street, where it would intersect with Hacienda, he plans to show an intersection, rather than a cul de sac. Bobbie Jones said that Mr. Powell wants the cul de sacs on both ends be extended to the property line. Wade Bishop asked what the City Policy was on the construction of major streets. Bobbie Jones stated that the City has not yet required construction of any collector streets, unless they were necessary to the development of the subdivision. Larry Wood asked if this third street ties to Hacienda. Mr. Bishop said that it has a cul de sac on the end. Jack Ray wanted to know where that West property line of Villa is with respect to Mr. Bishop's West line. A composite plat of the two developments was studied. Larry Wood said that he recommends that he go ahead with the dedication of Hacienda and eliminate these two cul de sacs; connect the streets with a loop and back these lots up to the collector street (Hacienda); that would make 8 potential access points to the collector street. He recommended access not be permitted to these lots from Hacienda. Jack Ray wants emergency vehicles to be taken into consideration. Jack Ray asked if Larry Wood was in disagreement with Clayton Powell. Larry Wood said that he is not sure he is in disagreement; Clayton wants it paved all the way to the property line. He says that he would rather work on the•,side of the developer --the more privacy he can get, the better it will be...He doesn't see why we need 3 continuous intersections in a row. Jim Ogden said the collector street would be used. Bobbie Jones said that the only other thing Clayton Powell mentioned was underground drainage tile for streets; they should be 18" instead of 15 inches, sidewalks should go around cul de sacs, and street lights should be at each end of cul de sac. Wade Bishop wanted to know why you have to have sidewalk all around. He wants to ‘' ask for a waiver on having to have sidewalks all around. Jack Ray' moved that this be brought before the Planning Commission. 03 Subdivision Committee -4- June 28, 1976 There was no other business. The meeting was adjourned at 4:35 P. M.
