MINUTES OF A SUBDIVISION COMMITTEE MEETING
A meeting of the Subdivision Committee to the Fayetteville Planning Commission
was held at 4:20 P. M. Monday, March 29, 1976, in the Board of Directors Room,
City Administration Building, Fayetteville, Arkansas.
MEMBERS PRESENT: Chairman Ernest Jacks, Jack Ray, Bill Kisor, Larry Wood.

SANITARY LANDFILL
The first item for discussion was a Large Scale Pump Station Road
Development Plan submitted by William Lloyd Wolfe for a sanitarylandfill
on Pump Station Road, lying South of Town Branch, East of Morningside Drive
and North of Pump Station Road.
Planning Administrator Bobbie Jones, in answer to Chairman Jacks' question,
said there was no problem with the 30 feet of additional right-of-way.
She also told the Subdivision Committee that Mr. Wolfe probably would be asking
the Planning Commission for an interpretation of a sanitary landfill since the
ordinance requires fencing around a "garbage dump". The ordinance, however,
does not mention sanitary landfill.
After some discussion, Mr. Jacks said the only thing he could see on this was
the 30 feet of additional right-of-way along Pump Station Road that needed to be
dedicated and that the fencing should be required.
Mr, Kisor and Mr. Ray agreed with this.
The Subdivision Committee decided that they should take their deliberations
on to the Planning Commission concerning the sanitary landfill.
The next item was the Large Scale Development Plan
submitted by William Ellis for a used car lot located
East side of Highway 71 North, between Sonic Drive -In
Mr. Jacks said they were showing the area paved, driveway,
and apparently there were no problems.
Bobbie Jones pointed out Steve Brown's comment about the debris near Sycamore.
Ernest Jacks felt there was nothing the Committee could do on this.
Bobbie Jones also said the neighbor to the North had complained about parking
the vehicles against her wheel guards.
The Subdivision Committee felt that this

Next was the preliminary plat of the proposed NORTHWEST ACRES
Northwest Acres Subdivision by Randall. Barnes Preliminary Plat
and John Cobb. This proposed subdivision is located outside the City
limits but inside the Planning Area.
Planning Administrator Bobbie Jones said that the easements asked for by the
Plat Review Committee were shown on the plat. She also said there was a letter
from the County indicating approval of lot widths and setbacks.
She pointed out that the lot widths were lesser than what is required on lots
that have no zoning. (The ordinance requires 125 feet.) She said the letter
from the County indicated that they would leave this waiver up to the City
Planning Commission.
She said they were proposing duplexes along the church property to the West.
There was no response from the County»on street widths. The above mentioned
letter had been written before some of the rights-of-way were reduced to 50 feet.

Ernest Jacks said he thought they could approve this with the County approving the
SO foot widths on rights-of-way.
Bill Kisor and Jack Ray felt there should be a note made concerning the County's
approval of those widths.
After further discussion, the Subdivision Committee was ready to recommend the
approval of this preliminary plat contingent on the County's approval of the
50 foot widths on streets (except collectors).
The next item for discussion was the preliminary plat WOODED HOLLOW ESTATES
of a proposed subdivision to be located outside the City Preliminary Plat
limits (but inside the Planning Area) near Highway 112. This plat is being
resubmitted by Developer Greg Dowers.
The Planning Commission approved the preliminary plat waiving a minimum jog distance
requirement.
Since that time, Mr. Dowers has gone back before the Plat Review Committee
because of a hardship on him in curb and guttering the streets inside the subdivision.
Mr. Dowers has pointed out:that these are 1 to 5 -acre tracts, with some having
as much as 200 foot road frontage. He said the cost of the curb and guttering
would not justify the cost of the lots.
He indicated at the Plat Review Committee meeting that these streets would be
built and maintained by him. He plans to use 4 inches of compacted SB -2 material
and a heavy -double bituminous seal.
Bobbie Jones said City Engineer Paul Mattke did not feel that this would fit in with
a typical urban function (having these as private streets).
There was some discussion about these being private streets if this were ever
annexed into the City. He said these land owners would have to form an improvement
district to upgrade them and dedicate them for them to be public streets.
They felt that it should be understood that the City would not take the responsibility
of paving them if they were annexed.
They also discussed the letter from City Manager Don Grimes indicating that these
streets should be built to meet'County standards.
Ernest Jacks asked Bobbie Jones if the County accepted gravel streets.
She said that Mr. Dowers had discussed the possibility of not paving the streets.
There was quite a discussion concerning gravel streets.
Bruce Kendall, County Planning Board, was present. He said the County permitted
gravel streets which consists of adequate base but no paving.
Mr. Kendall said they would not accept private roads in the County.
However, after reviewing, the Subdivision Committee felt this should be discussed
at the Planning Commission meeting.
Bobbie Jones said that Fred Vorsanger, Vice -President of the University of Arkansas,
had called the Planning Office saying the University would want a survey of this
property since there had been some encroachments on it. They were also concerned
about the cul-de-sac regarding future development of the University's property
to the East of this proposed subdivision.
There was no further discussion.
The meeting was adjourned at 5:55 P. M.
